    The Meaning of The Lilian Tradition as Communication of Local Wisdom in Human Civilization

    Local wisdom in the form of the cooperation tradition is important in human civilization. Communication in the gotong royong can strengthen social relations, build solidarity, and promote togetherness in society. One of the surviving cooperation traditions is Lilian. The Lilian tradition is still maintained and preserved by the people of North Maluku who live in Ternate as a form of cooperation and local wisdom communication in today's human civilization. The research objective is to achieve the meaning of the Lilian tradition as a communication of local wisdom in cooperation in human civilization among the people of the city of Ternate. The research method used is a qualitative method with a descriptive approach. The results of the research conclusions show that; The meaning of the Lilian Tradition can be interpreted as having the nature of helping each other, a sense of initiative, togetherness, and always maintaining communication when sitting together while carrying out Lilian activities. The Lilian tradition is a tradition that always colors the lives of the people of North Maluku in the city of Ternate in realizing the concept of social interaction. Besides that, Lilian's concept has been known for many years from their ancestors until now. So Lilian is a concept that will resolve the burden borne by people who carry out celebrations or suffer calamities but are borne together and resolved jointly by the local community

Penulis menemukan beberapa hal penting yng dilakukan Humas Polda Malut dalam meberikan informasi dan edukasi kepada masyarakat Kota Ternate dalam menghadapi kebiasaan baru pada masa Civid -19.     The Covid-19 pandemic that hit Indonesia also had an impact on the education system, forcing the government to impose new habits, rules, and decisions that had never been implemented in the education sector. The education system in Indonesia and many parts of the world is experiencing the same thing as a result of efforts to prevent the spread of the Covid-19 virus. Online learning is a process of distance learning methods using laptops and gadgets that allow teachers and students to interact or communicate well using communication and information media. This is done to reduce the amount of direct communication between teachers and students and to reduce crowds during the pandemic. There are many applications that can be used for online learning, such as: WhatsApp groups, google classroom, zoom meetings, and many other online applications. One of the schools that offers online learning during the COVID-19 pandemic is SMP Negeri 6 Ternate City. The communication involved in this research was teacher-student communication, and how teachers used good communication/relationship patterns between teachers and students during the pandemic to encourage students to learn. And the theory used was the theory of symbolic interaction. This study employed descriptive qualitative methods to describe or explain teacher communication patterns to motivate students at SMP Negeri 6 Ternate during the pandemic. The results showed that the communication pattern used by teachers to communicate with their students at SMP Negeri 6 Ternate is to use a linear communication pattern from communicator to communicant as an end point which is in accordance with its meaning. The communication process is usually face-to-face communication, but can also be displayed on communication media, and the learning process can be done online, offline, or face to face. It is based on the theory of symbolic inter action is m, which emphasizes the role of communication in interpersonal relationships and the formation and leadership of social groups. Teachers as educators convey positive messages and symbols for the meaning of online and offline learning. This means that students will continue to study quietly using the opportunities and means of communication used in the learning process. Due to the pandemic situation, teachers also attached great importance to interpersonal relationships so that the intimacy between teachers and students remains psychologically friendly

    Pendemi Covid-19 di Maluku Utara pertamakalinya dilaporkan pada penemuan pasien 01 positif Covid-19 di tanggal 23 Maret 2020 dan langsung dibentuk tim gugus tugas percepatan penanganan Covid-19 yang disebut dengan Satgas. Fenomena pendemi Covid-19 yang terjadi ini membutuhkan komunikasi yang sinergi bagi tim gugus tugas kesehatan dalam penangan Covid-19 baik pada tingkat provinsi sampai pada tingkat kabupaten/kota. Penelitian ini bertujuan untuk mendeskripsikan “pola komunikasi tim gugus tugas provinsi Maluku Utara dalam penanganan COvid-19” untuk koordinasi informasi terkait  penanganan Covid-19. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik analisis melalui pengumpulan data, reduksi data, penyajian data, dan tahap terakhir penarikan kesimpulan. Hasil penelitian menemukan bahwa tim gugus tugas provinsi Maluku Utara dalam penanganan covid-19 menggunakan komunikasi sebagai unsur penting dalam penanganan Covid 19 sebagai alur koordinasi dari berbagai pihak internal maupun eksternal, adapun unsur-unsur komunikasi yang digunakan yaitu; komunikator, pesan, komunikan, media, efek, serta umpan balik agar membentuk pola komunikasi. Dalam hal ini pola komunikasi tim gugus kesehatan provinsi Maluku Utara diartikan sebagai bentuk dalam proses pengiriman dan penerimaan cara tepat sehingga pesan yang mudah dipahami oleh semua pihak. &nbsp

    This study aims to analyze the control of Covid-19 at the local government in South Halmahera Regency. The focus of the study was on the implementation of policies and communications on controlling Covid-19 by policy implementers in Babang habour area. To measure the handling of Covid-19, the author reviewed the implementation of Covid-19 control and supervision in the port area. The author also analyzed the factors that affect the implementation of overcoming Covid-19. To objectively describe the empirical situation on the problem being studied, the descriptive analysis method was chosen. The technique of selecting the sample used purposive sampling technique. Data was collected by using observation techniques, in-depth interviews, and documentation studies. The data collection was carried out by triangulation of data and then analyzed using data reduction techniques, data presentation, and drawing conclusions. The results of the study showed that the handling of the spread of Covid-19 in Babang harbor area at the beginning of the pandemic in 2020 was not optimal. This is because officers experienced a shortage of personal protective equipment such as N95 masks, hazmat clothing, Covid-19 test kits, hand sanitizers, and hand washing equipment. As for the factors that affect the handling of Covid-19 at Babang harbor, there were ineffective communication between implementing organizations, and complex implementing agencies as they involved representatives of the central government and local governments

    Pola komunikasi Pelayanan di Universitas Muhammadiyah Maluku Utara adalah upaya membangun pelayanan yang efektif, Berdasarkan penelitian sebelumnya bahwa adanya hubungan antara pandangan negatif dengan efektifitas pesan yang disampaikan oleh pegawai terhadap mahasiswa. Semakin tinggi pandangan negatif mahasiswa terhadap komunikasi pegawai administrasi pada saat melakukan pelayanan, maka semakin rendah pula efektifitas pesan yang disampaikan oleh pegawai. Tujuan penelitian ini adalah untuk mengetahui Pola Komunikasi Pegawai dalam pelayanan administrasi kepada mahasiswa dan untuk mengetahui Pola komunikasi Universitas dalam melakukan pembinaan tentang Komunikasi efektif pegawai kepada Mahasiswa. Metode yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif, dan analisis data menggunakan pendekatan konsep pola komunikasi sebagai pelayanan public untuk menghasilkan pelayanan yang efektif.     Dramaturgy is a view of social life as a series of drama performances in a stage. The term Dramaturgy is thick with the influence of drama or theater or fictional performances on stage where an actor plays other human characters so that the audience can get a picture of the life of the character and be able to follow the storyline of the drama being presented. Dramaturgy can be seen from the way a person communicates. Effective communication can affect other people's perceptions of us. We want other people to give good judgment, at least have the impression that we are consistent with the purpose of communicating to them. The purpose of this study is to describe communication patterns in the perspective of dramaturgical theory. The methodology used is a descriptive qualitative approach to the literature study method. The results of this study indicate that effective communication patterns can influence other people's perceptions of us. When humans interact with each other, they want to manage the impression that they hope to grow on other people towards them. For this reason, everyone performs for others, which is called the dramaturgical approach. This action is actually very natural, meaning that it is not always an attempt to pretend or deceive other people.     Tutor Performance in Distance Education in the Islands (Case Study: Open University, Indonesia)

    This research is a descriptive study that aims to determine the performance of tutors in distance education in the islands. The study population was 57 tutors who were in charge of giving tutorials in 2019.1 at UPBJJ-UT Ternate. All of them serve as research samples. The research data were obtained from a combination of student assessment results for each tutor he attended, as well as the results of observational assessments conducted by the Ternate UPBJJ-UT monitoring officer. From the results of the overall data analysis, it can be concluded that the Evaluation Results of Tutor's performance at UPBJJ-UT Ternate are all in the good category so it is recommended to continue assignments in the coming semester
