PEMILU DAN PARTISIPASI POLITIK MASYARAKAT (Studi Pada Pemilihan Anggota Legislatif Dan Pemilihan Presiden Dan Calon Wakil Presiden Di Kabupaten Minahasa Tahun 2014)
Ciri sebuah negara demokratis adalah seberapa besar negara melibatkan masyarakat dalam perencanaan maupun pelaksanaan pemilihan umum. Sebab partisipasi politik masyarakat (pemilih) merupakan aspek penting dalam sebuah tatanan negara demokrasi.Memahami faktor-faktor yang mendorong partisipasi masyarakat dalam memilih sangatlah penting untuk diteliti Penelitian ini menggunakan teori dari Robert Dahl yang mengatakan bahwa ukuran sebuah pemilu demokratis adalah adanya Pemilihan umum, Rotasi kekuasaan, Rekrutmen secara terbuka dan Akuntabilitas publik. Untuk memperoleh informasiinformasi dan data sebagai basis analisis persoalan, riset ini menggunakan dua metode, desk study dan field study.Hasil penelitian menyebutkan bahwa tingkat partisipasi politik masyarakat sangat dinamis, namun yang menjadi peroslan adalah terkait motivasi. Sebagian besar masyarakat mengakui bahwa ia memilih didorong oleh faktor transaksi dan unsur kedekatan secara emosional. Visi dan misi calon bukan merupakan ukuran dalam memilih.Beberapa hal yang dissarankan dalam penelitian ini adalah UU kepemiluan perlu direvisi terutama terkait dengan persyaratan calon. Selama ini uu belum membatasi mana masyarakat yang layak menjadi calon dan mana yang tidak. Karena tidak ada batasan masyarakat kerap salah memilih atau tidak mau memilih karena tidak menyukai calon-calon yang disodorkan.Penguatan kelembagaan partai politik perlu dilakukan karena mempengaruhi kenerja partai politik dalam melakukan kaderisasi. Kaderisasi yang buruk dari partai politik menyebabkan calon-calon dari parpol minim kualitas sehingga calon tidak bisa menghindari money politik untuk mempengaruhi masyarakat dalam memilih.Kualitas penyelenggara terutama ditingkat panitia ad hoc perlu dimaksimalkan. Terdapat masyarakat yang tidak memberikan suara karena masalah-masalah teknis. Sosialisasi KPU kepada masyarakat perlu digiatkan pula. Banyak yang tidak memilih karena tidak terdaftar dalam DPT atau tidak mendapat informasi yang jelas terkait kewajiban pemilih. Sebagian masyarakat masih menganggap bahwa masyarakat harus menerima undangan sebagai syarat untuk mencoblos.Kata Kunci: Pemilu, Pemilih, motivasi, caleg
The Effectiveness of an Integrated Law Enforcement Center (GAKKUMDU) Policy on Handling 2019 Election Criminal Violations in North Sulawesi
In handling election criminal violations, the policies of the Election Law Enforcement Center or Gakumdu are regulated. Gakumdu consists of elements from Bawaslu, the prosecutor's office and the police. The aim of the establishment of Gakumdu is to encourage the election trial to take place quickly and accurately. This must be done because the election process is bound by a strict schedule and stages, so it is impossible for the election stages to be adjusted to the ordinary judicial process. This study aims to analyze whether the Sentra Gakkumdu Policy in North Sulawesi has had an impact on the effectiveness of election law enforcement in Indonesia. What are the obstacles to the Gakkumdu Sentra Policy in the electoral law enforcement process in Indonesia and what solutions can be made so that the role of the Gakkumdu Sentra Policy is more effective in enforcing election law. The results of the analysis concluded that the handling of alleged violations of election crimes by the Sentra Gakkumdu in the 2019 election in Sulawesi was not effective because there were provisions both in the election law and other regulations that hindered the work of the Sentra Gakkumdu. There are often differences in legal perceptions among members of the Gakkumdu in determining whether a request fulfills the element of a violation or not. Not all districts/cities have a Prosecutor's Office or a Police Office
The Influence of Population Administrative Policy Implementation on the Quality of Id Card Service
The research aims to analyze the influence of population administrative policy implementation on the quality of ID card service in South Minahasa District. The variables used are policy standards and objectives, policy resources, inter-organizational communication, the characteristics of the implementation agencies, the economic, social and political environment, and response of the implementers. The result shows that the implementation of population administrative policy is very much determined by the communication factor. One of the factors causing the inefficiency of ID card service is the inadequate role of society in the implementation of population administrative policy. The implementation agencies from the Office of Population and Civil Administration must ceaselessly build both vertical and horizontal communications with South Minahasa people
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
