Can Psychology Be A Unified Science?
No full textJaegwon Kim has argued that if psychological kinds are multiply realizable then no single psychological theory can describe regularities ranging over psychological states. Instead, psychology must be fractured, with human psychology covering states realized in the human way, martian psychology covering states realized in the martian way, and so on. I show that even if one accepts the principles that motivate Kim’s argument, his conclusion does not follow. I then offer a dilemma that forces Kim to concede the possibility of a unified psychology. I close with a discussion of what, according to Jerry Fodor, is “really bugging” Kim

The Role of Procedural Controls in OSHA's Ergonomics Rulemaking
No full textFew, if any, regulations over the past decade have received the publicity or engendered the controversy of OSHA’s ergonomics regulation. Some may see the ergonomics rule as the paradigmatic instance of procedural hurdles holding up and eventually destroying a regulation. The purpose of this article is to examine the role that procedure played in the ergonomics rulemaking. To draw lessons from the ergonomics rulemaking I have conducted analyses of the four publicly available versions and conducted interviews with seven high ranking officials at OSHA and the Small Business Administration. I find that of the procedural hurdles faced by OSHA, the notice and comment requirement had the largest impact on the final rule. OMB review and requirements to conduct a cost benefit analysis served largely as a fire alarm to political overseers and the required small business panel had largely symbolic effects. The more traditional control of Congressional budgetary oversight had the greatest effect by delaying the rule for three years which eventually doomed OSHA’s attempts to regulate.Peer reviewe
Strategi Pengembangan Kecerdasan Emosional Anak dan Relevansinya dengan Pendidikan Islam (Telaah Pemikiran Lawrence E. Shapiro)
No full textDunia pendidikan saat ini masih perlu mendapat perhatian khusus, hal tersebut karena masih banyak sekolah yang menitikberatkan pendidikan pada perkembangan akal (IQ) saja, sedangkan perasaan atau emosi yang sekarang lebih dikenal dengan kecerdasan emosional (EQ) kurang mendapat perhatian. Padahal kecerdasan emosi ini sangat dibutuhkan anak dalam meraih kesuksesan. Oleh sebab itu tujuan dari penelitian ini adalah 1) menjelaskan mengenai konsep kecerdasan emosional menurut Lawrence E. Shapiro dan 2) menjelaskan relevansi konsep kecerdasan emosional menurut Lawrence E. Shapiro dengan pendidikan Islam.
Penelitian ini merupakan Penelitian Library Research (penelitian kepustakaan) yaitu suatu penelitian yang bertujuan untuk mengumpulkan data dan informasi dengan bantuan bermacam-macam materi yang terdapat dalam kepustakaan. Adapun sifat dari penelitian ini termasuk “Deskriptif Kualitatif” dengan pendekatan interpretatif. Metode pengumpulan data yang dipakai dalam penelitian ini adalah metode dokumentasi, sedangkan teknik analisis datanya menggunakan teknik analisis isi (content analysis) yang berkaitan dengan data primer maupun sekunder.
Hasil penelitian ini menunjukkan bahwa Lawrence memberikan konsep kecerdasan emosional sebagai bagian dari kecerdasan sosial yang melibatkan kemampuan memantau perasaan dan emosi baik pada diri sendiri maupun orang lain, memilah-milah semuanya dan menggunakan informasi untuk membimbing pikiran dan tindakan. Kecerdasan emosional tidak bersifat tetap namun dapat dikembangkan. Ada enam aspek kecerdasan emosional yang dikembangkan Lawrence diantaranya yaitu moral anak, keterampilan berpikirnya, kemampuan anak dalam memecahkan masalah, keterampilan bersosial, motivasi dan kekuatan emosi. Strategi yang disampaikan Lawrence dalam mengembangkan kecerdasan emosi anak sangat praktis dan mudah untuk dilakukan orang tua, melalui berbagai keterampilan serta permainan yang menyenangkan bagi anak. Konsep kecerdasan emosional Lawrence dengan pendidikan Islam masih memiliki relevansi, keduanya mengungkapkan bahwa emosional berhubungan dengan hati atau perasaan, yang berkaitan dengan pemahaman akan perasaan diri sendiri juga orang lain. Namun konsep kecerdasan emosional yang diberikan Lawrence masih memiliki kelemahan jika dibandingkan dengan pendidikan Islam, Lawrence hanya berfokus pada kehidupan di dunia saja, bagaimna agar manusia bisa memiliki hubungan baik dengan sesamanya saja, sedangkan pendidikan Islam lebih komprehensif dengan menyangkut ke segala aspek tidak hanya pada sesama saja melainkan dengan Tuhan juga. Strategi yang disampaikan Lawrence dengan pendidikan Islam juga hampir sama yaitu sama-sama menggunakan metode keteladanan, pembiasaan, pemberian hukuman, cerita serta melalui berbagai permainan. Jadi apabila keduanya diaplikasikan dengan baik, kemungkinan besar dapat memberi pencerahan pada masa depan pendidikan yang diawali dengan adanya perbaikan mental sehingga dapat menjadi penggerak anak melakukan kebaikan sesuai dengan nilai-nilai ajaran Islam

Defragmenting the Regulatory Process
No full textThe regulatory process is often criticized for being cumbersome and slow, much like a computer whose hard drive is fragmented by files no longer used or useful. Like such a computer, the regulatory process contains many requirement of dubious utility. These include the Paperwork Reduction Act, the Regulatory Flexibility Act, the Unfunded Mandates Reform Act, and numerous executive orders. While other parts of the regulatory process such as notice and comment and cost-benefit analysis have received much more academic attention, these other parts of the process deserve examination as well. This paper argues that such an examination will reveal that these statutes and executive orders add little of value to the regulatory process while consuming agency resources. An improved requirement for cost-benefit analysis with distributional analysis could easily replace virtually all of these requirements and improve regulations while reducing the time needed to promulgate regulations.Peer reviewe
An Evaluation of the Bush Administration Reforms to the Regulatory Process
No full textThe Bush Administration has implemented more reforms to the regulatory process than any of its predecessors. These reforms are often stereotyped as anti-regulatory. This article examines the reforms as a whole and asks which interests have been empowered by the Bush Administration regulatory reforms. I believe this method is a more effective way of assessing the impact of the reforms. I find that in addition to adding potential costs to the regulatory process, the reforms are likely to empower powerful interest groups and the presidency. Whether the impact of these reforms is pro-regulation or anti-regulation will depend on how a future administration more dedicated to regulatory protections uses them. I also lay out a research agenda to better empirically assess the impact of these regulatory reforms.Peer reviewed"Issue published online: 11 APR 2007. Does the amount of participation matter? Public comments, agency responses and the time to finalize a regulation
No full textThe notice and comment rulemaking process is a fundamental part of how agencies write regulations. While this process is starting to receive more empirical attention, the question of how the number of comments that an agency receives affects its decision-making process has received little examination. This paper uses Boolean analysis to examine nine rules from two agencies at the Department of Health and Human Services and evaluates the impact of a high volume of comments on agency changes to proposed rules and the time an agency takes to finalize a proposed rule. These nine cases suggest that agencies are most likely to change their proposals when they receive a high volume of comments on highly complex rules that are not very politically salient. Highly complex rules are also likely to take a long time to finalize when there are many public comments however it is often other factors that cause a long delay between proposed and final rules.Peer reviewedThe final publication is available at Springer via http://dx.doi.org/10.1007/s11077-007-9051-

Saat ini perkembangan teknologi, komunikasi dan informatika sangat pesat. Banyak pengaruh yang timbul dari perkembangan yang begitu pesat tersebut, bukan hanya dari segi positif namun banyak juga dampak negatif yang di-timbulkan, seperti halnya pergaulan bebas, kenakalaln remaja dan lainya. Maka dari itu penting sekali bagi anak untuk mengembangkan kecerdasan emosionalnya sebagai filter dari dampak negatif perkembangan zaman ini. Dengan kecerdasan emosianal, anak akan mampu berpikir dengan matang segala tindakan yang akan dilakukan. Selain itu perlu adanya pendampingan orang tua terhadap anak-anaknya. Mengawal langkah demi langkah setiap perkembangaan anak untuk menyiapkan masa depannya. Maka dari itu Parenting sangat berperan dalam mengembangkan kecerdasan emosional anak.
Adapun tujuan dari penelitian ini adalah: 1) Untuk mengetahui dan mendeskripsikan konsep kecerdasan emosional menurut Laurence E. Shapiro, 2) Untuk mengetahi dan mendeskripsikan konsep parenting menurut Lawrence E. Shapiro, 3) Untuk mengetahui upaya dalam meningkatkan kecerdasan emosional anak usia sekolah dasar melalui parenting menurut Lawrence E. Shapiro.
Penelitian ini termasuk dalam jenis penelitian kualitatif model 2 (Library Research). Dalam penelitian ini, analisis data yang digunakan oleh penulis adalah analisis isi (content analysis).
Dari analisis data dapat disimpulkan beberapa jawaban dari rumusan masalah yang peneliti teliti yaitu:
a. Konsep EQ menurut Lawrence ialah kecerdasan emosional sebenarnya sudah terdapat dari masing-masing manusia. EQ dapat terbentuk dengan berjalannya kehidupan dan dapat dipengaruhi oleh lingkungan, pribadi, maupun orang lain,
b. Konsep Parenting menurut Lawrence ialah terdapat tiga gaya pengasuhan dalam keluarga yaitu otoriter, permisif, dan otoritatif namun yang paling baik untuk diterapkan adalah otoritatif. Selain itu Lawrence juga mengajarkan kepada orangtua untuk memberikan kasih sayang afirmatif kepada anak-anaknya untuk mengajarkan kecerdasan emosional.
c. Stategi yang dapat diterapkan orangtua dalam mengasuh anak menurut Lawrence E. Shapiro: 1) Mempelajari dan mengajarkan anak emosi dari segi moral, 2) Keterampilan berpikir EQ, 3) Pemecahan masalah, 4) Keterampilan sosial, 5) Motivasi diri, 6) Kekuatan emosi
