Programa de Pós-Graduação em Engenharia de Produção.O trabalho aqui apresentado, é uma contribuição para resolução do problema das indústrias de cerâmica vermelha do sul do Estado de Santa Catarina, que pretendem melhorar seus processos de produção, direcionado-os para a satisfação de seus consumidores e garantindo assim para suas empresas vantagem competitiva. A pesquisa mostra, além da realidade do setor cerâmica vermelha no Sul do Estado de Santa Catarina, uma amostra dos requisitos necessários para satisfazer os consumidores, no que diz respeito a blocos cerâmicos de vedação, mostrando a facilidade e a vantagem da aplicação do QFD (Desdobramento da Função Qualidade). A pesquisa mostra, com detalhes, como proceder para determinar e relacionar a voz dos consumidores, com as etapas do processo de produção e como garantir qualidade dos produtos, efetuando melhorias no processo, dispensando as opiniões pessoais, contando com a segurança de uma metodologia cientificamente definida. Além de propor o modelo, a pesquisa mostra, em números, o resultado da aplicação da metodologia em empresas da Região Sul. The paper here show, is a contribution for problem solving of red ceramic industries in the south of Santa Catarina state, which intend to improve their production processes by guiding them towards the satisfaction of their consumers, thus providing a competitive advantage for their companies. The reality of the red ceramic sector in the south of Santa Catarina. The research shows a sample of necessary requisites to please the consumers concerning sealing ceramic blocks, by showing the easiness and the advantage of QFD application. The research shows in details how to proceed in order to determine and relate the voice of the consumers, within the production process steps, and how to guarantee the quality of products, by making improvements in the process. Disallowing personal opinions, counting on the safety of a scientifically defined methodology.     Misurazione e valutazione della performance delle amministrazioni pubbliche

    Il lavoro, di contenuto teorico-metodologico, analizza anzitutto l’origine, i diversi significati e l’evoluzione nel tempo del concetto di performance, nonché la tipologia degli strumenti operativi più significativi, con particolare attenzione al contesto della pubblica amministrazione. Attraverso un modello per l’analisi delle variabili della performance e delle loro relazioni vengono definite ed analizzate le dimensioni chiave dell’efficacia, dell’efficienza, dell’economicità (nel senso di economy) e della qualità. Mediante un modello del ciclo produttivo ed erogativo pubblico il governo delle variabili della performance viene raccordato alla logica del processo di programmazione e controllo delle politiche pubbliche. L’analisi delle dimensioni della performance viene completata con il riferimento ad alcuni concetti o indicatori che ricorrono nella teoria e nella pratica della performance e delle politiche pubbliche, anche se con minore evidenza rispetto alle variabili chiave prima ricordate; fra questi vengono approfonditi la relazione costo-efficacia, l’equità, la rilevanza, l’adeguatezza e l’appropriatezza. Viene poi presentato il progressivo avanzamento dalla logica della semplice misurazione della performance a quella della valutazione – fino all’approdo al performance management –, premessa di effettivo utilizzo delle conoscenze sulla performance ai fini della razionalizzazione del governo delle politiche pubbliche. Il quadro concettuale richiamato viene successivamente utilizzato per offrire un’ interpretazione critica della riforma in atto nella pubblica amministrazione italiana (riforma Brunetta). Le considerazioni conclusive mettono in evidenza la “parzialità” di tale riforma – per l’enfasi preminente sull’efficienza/produttività e sul controllo dei costi e sulla dimensione “sanzionatoria” del sistema premi/sanzioni – e la mancanza di presupposti per un decisivo avanzamento verso forme evolute di performance management. Following a theoretical-methodological approach, this paper addresses the origin, meaning, and historical evolution of the performance concept, along with the typology of the most meaningful operative instruments. A model for the analysis of the performance variables and of their interrelations and one for the analysis of the productive process characterizing public organizations are used to investigate such dimensions of the performance concept as effectiveness, efficiency, economy, quality, cost-effectiveness, equity, relevance, adequacy, and appropriateness. An investigation into the linkage between the performance discourse and the public bodies’ planning and control processes is offered. The paper further analyses the progressive evolution from performance measurement to performance evaluation, and eventually to performance management. The final part of the paper illustrates the performance management reform ongoing in Italy until 2009 (Brunetta reform). Criticisms include the observation of biases towards efficiency/productivity and sanctions, pushing into the background a comprehensive view of performance and the rewarding system. A concluding remark is that the reform has failed to create the pre-conditions for decisively progressing towards advanced forms of performance management

    Fluid Dynamics Without Fluids

    This chapter will discuss some interesting real applications where Fluid Dynamics equations found fruitful appliances without dealing with "strictly speaking" fluids. In particular, thanks to the large set of analyses performed over different kinds of fluids in different operating and boundary conditions, a wide range of Computational Fluid Dynamics algorithms flourished tackling different aspects, from convergence rate, to stability according to the discretization, to multigrid and linearization problems. This robust and thorough background, both on the- oretical and on practical aspects, made Computational Fluid Dynamics (CFD) appealing also to other sciences and applications where Fluid Dynamics equations, or similar equations very close to them, can be useful in describing complex phenomena not related to fluids. Some applications that will be discussed concern, e.g., Geometry of liquid snowflakes whose con- tour is growing steered by curvature, staring from a circle. Furthermore Image Restoration and Segmentation can also benefit from CFD since a set of evolutionary algorithms, based on level-set curvature flow equations, plays a fundamental role in steering active contours or snakes through the noise present in the image till the complete warping of the desired framed object. Also in this case advanced techniques like Ghost Fluids Method for two competing fluids dynamics can be used to separate different objects in images. Other interesting appli- cations that will be described concern applicability of CFD to surface extraction from cloud of points. This is a common problem when complex clouds of points, representing 3D objects or scenes are obtained by laser scanners or multi-camera vision systems. These points represent unambiguous features from corners or sharp edges and the final 3D closed surface must fit on these points smoothly interpolating empty space between them. Also in this case CFD can provide useful tools to define the evolution of a 3D surface representing the border between two competing fluids, one representing the "inside" and the other the "outside" of the object itself. The two fluids evolution will stop when surface sticks on all the 3D points: the viscosity of the two fluids will control the smoothness of this surface that will wrap the cloud and tur- bulence is used to model injection into grooves or narrow holes. This chapter will also discuss another interesting application of CFD to robotic navigation in complex environments where we are looking for the best path, both in terms of length and distance from objects, through a set of obstacles, different terrains traversability or path slope. Also in this case an imaginary fluid with a predefined viscosity floods from the robot position through the whole environ- ment, its front evolution speed, accordingly to CFD, will be slower in narrow passages and, once it reaches the target, it will define the easiest way
