IMPLEMENTASI KEBIJAKAN KELOMPOK INFORMASI MASYARAKAT (KIM) DAERAH TERTINGGAL DI JAWA TIMUR DALAM PENYEBARLUASAN INFORMASI
No full textPenelitian ini menganalisis pelaksanaan KIM di daerah tertinggal di Jawa Timur. Terdapat 4 daerah tertinggal di Jawa Timur yaitu kabupaten Situbondo, kabupaten Bondowoso, kabupaten Sampang dan kabupaten Bangkalan. Dari 4 kabupten tersebut yang menjadi permasalahan dalam penelitian ini yaitu bagaimana KIM memanage, memediasi informasi dan mengedukasi insan informasi? Apa saja faktor penghambat pelaksanaan KIM daerah tertinggal di Jawa Timur ? Teori yang digunakan dalam penelitian ini adalah teori implementasi kebijakan publik. Metode penelitian menggunakan metode deskriptif kualitatif. Hasil penelitian menunjukkan bahwa proses implementasi kebijakan KIM di daerah tertinggal Jawa Timur proses implementasinya sama dengan implementasi kebijakan KIM daerah lain, yaitu melalui proses dan pembinaan yang dilakukan Dinas Kominfo Jawa Timur. Hasil implementasinya menunjukkan bahwa pelaksaaan KIM terutama peran dalam memanage, memediasi informasi dan mengeduksi insan informasi relatif kurang maksimal melaksanakan kebijakan KIM, kurangnya peran KIM dalam memanage, memediasi informasi dan mengedukasi insan informasi. Kurang maksimalnya peran KIM disebabkan oleh 3 fakor, yaitu: Masalah dana yang tidak cukup untuk pembiayaan operasional KIM, masalah sarana dan prasarana yang kurang memadai, penggunaan dan pemanfaatan IT khususnya internet belum terpenuhi akibat dari masih rendahnya sarana dan prasarana seperti laptop dan tingginya kesenjangan digital di daerah tertinggal tersebut

KIMialah Kelompok Informasi Masyarakat sebuah program pemerintah Indonesia untuk mengupayakan terwujudnya masyarakat informasi di Indonesia. KIMdi desain sebagai kelompok yang terbentuk secara mandiri sehingga dalam perkembangannya akan menjadi kelompok masyarakat yang independen. Tujuan dari penelitian ini ialah untuk melihat bagaimana pencapaian masyarakat informasi ditinjau melalui implementasi program KIM. Sehingga mampu memberikan masukan kepada pemerintah terkait bagaimana pencapaian masyarakat informasi dan masukan pula terkait program KIM. Dengan pendekatan penelitian kualitatif, metode yang digunakan dalam penelitian ini ialah studi kasus. Studi kasus dilakukan di dua wilayah yang berbeda yakni wilayah rural dan juga wilayah urbandi Jawa Timur. Berdasarkan hasil temuan yang diperoleh, bahwa kondisi masyarakat masih jauh dari harapan terwujudnya masyarakat informasi. Kondisi masyarakat masih berada pada tingkatan masyarakat sadar informasi, bahkan di wilayah rural masih banyak masyarakat yang kurang sadar akan informasi. No full textSkripsi ini menganalisis mengenai Korea Utara. Korea utara merupakan salah satu negara yang terletak di belahan bumi bagian timur, di Semenanjung kawasan Asia Timur Laut. Korea Utara menganut Juche sebagai dasar ideologi. Ideologi ini dianggap unik dan revousioner yang mencerminkan kekuatan di era mendatang. Skripsi ini fokus pada kebijakan politik ekonomi Korea Utara pada masa pemerintahan Kim Jong-il (1994-2011). Penelitian ini menggunakan penelitian kulaitatif. Dalam penelitian ini pengumpulan data menggunakan metode sejarah. Kemudian data dianalisis menggunakan tiga tahap yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menyimpulkan bahwa dalam upayanya mempertahankan rezimnya, ada beberapa langkah politik yang dilakukan Kim Jong-Il mulai dari pengaturan kebijakan Nasional, menjaga stabilitas struktur nasional. Pada masa pemerintahan Kim Jong-il Korea Utara pernah mengalami keadaan ekonomi yang buruk. Sehingga Kim Jong Il melakukan perubahan kebijakan ekonomi yang digabung dengan kebijakan militer untuk memperkuat negara dan rezim Kim dan memperbaiki masalah keterpurukan ekonomi negara

No full textABSTRACTThis study discusses about Kim Jong Un’s idiosyncratic impact in North Korea's foreign policy related to the escalation of the conflict in the Korean Peninsula in 2013. The background of this research is the change of North Korea’s foreign policy in the leadership era of Kim Jong Un which decided to re-confrontation with South Korea. Those became the main platform issues examined in this research, which is why North Korea under the leadership era of Kim Jong Un decided to re-confrontation with South Korea in 2013. Those problem will be analyzed and explaned by using idiosyncratic theory, authoritarian leadership and decision making as the basic argument. Based on the theoretical approach that given, it can be deduced that the escalation of the conflict in the Korean Peninsula in 2013 was effected by idiosyncratic of Kim Jong Un that describes the characteristics of Kim Jong Un is dictatorial. No full textThis study assesses the level of achievement of the information society through the implementation of the program KIM. KIM is the Kelompok Informasi Masyarakat which is a program of the Indonesian government to seek the realization of the information society in Indonesia. KIM is designed as a group formed independently so that the development will be an independent community group.
The purpose of this study was to see how the achievement of the information society through the implementation of the program is reviewed KIM. So as to provide input to the government related to how the achievement of the information society and also related input KIM program. With a qualitative research approach, the method used in this research is a case study. The case studies carried out in two different areas of the rural areas and urban areas in East Java. Based on the results obtained, that the condition of the people is still far from the realization of the information society. The condition of society is still at the level of society aware of the information, even in rural areas there are still many people who are less aware of the information. It is caused by the KIM program implementation is still less than the maximum. There are many obstacles, so that the KIM program requires evaluation to achieve program objectives which is to make the people of Indonesia as an information society

No full textABSTRACTThe Sunshine Policy policy was the first policy to unite South Korea's and South Korea's diplomatic relations following the outbreak of the 1950 Korean War. From the time of Park Chung Hee's leadership to Kim Young Sam, it has not been able to create a policy that provides a resolution to the conflict on the Korean Peninsula. Kim Dae Jung with the Sunshine Policy policy provides a solutive policy in reconciliation and reunification efforts on the Korean Peninsula. The approach used in the implementation process of Sunshine Policy policy in this research is through 3 theoretical approaches are track one diplomacy, soft power, and foreign aid. Analisis Kepuasan Pengguna E-Learning pada Universitas Pembangunan Nasional Veteran Jawa Timur Menggunakan Model Kano
No full textE-learning is a distance learning method without having to meet face to face. Because in conventional learning there are often problems with limited time, distance, and costs, particurally due to the current pandemic. UPN Veteran Jawa Timur has implemented the e-learning information system in teaching and learning activities. The involvement of users in accessing the web utilizing information system technology will determine the success of the quality of the system and information applied. The researcher conducted a literature study related to the research. Among them are E-learning, Kano Model, and quantitative research methods. Respondent data were collected using the "Simple Random Sampling" method. Data collection was carried out in this study by indirectly distributing questionnaires. The attributes of the questionnaire were identified using the Kano method to determine the level of user satisfaction with the E-learning system at UPN Veteran Jawa Timur. In this research questionnaire, there are 29 attribute questions with the results of 7 attributes that according to respondents are satisfactory, and 14 attributes according to respondents including dissatisfaction. It was found that the one-dimensional category was still included in the dissatisfaction quadrant where this category greatly influenced user satisfaction. The suggestions that the author can suggest are to pay attention to the attributes that fall into the one-dimensional and must-be categories, especially for the high value of dissatisfaction. For a high satisfaction value, the author suggests that it should be maintained, and it is better if these attributes are developed by paying attention to user satisfaction

No full textThis study focuses on analyzing the reception of gender discrimination in female viewers of the film ‘Kim Ji-Young, Born 1982’ who has a double burden, both in the public and domestic sectors. In a society that is still quite conservative, this film raises the issue of gender discrimination that occurs in Korea. The data obtained are in the form of the reception of research informants on gender discrimination that appears in the film. This research is a descriptive qualitative using the reception analysis method with Stuart Hall’s encoding – decoding theory. Then the informant’s answer will group into Dominant-Hegemonic Position, Negotiated Position, and Oppositional Position.
The scenes that appear in the film ‘Kim Ji-Young, Born 1982’ will later be received by the informants through 3 data findings: the audience’s interpretation of the gender discrimination phenomenon that appears in the film ‘Kim Ji-Young, Born 1982’, the connection of the gender discrimination phenomenon that occurs in this film with current condition in Indonesia, as well as the impact of this film has on the audience. The manifestation of the gender discrimination that occur include: Marginalization, Subordination, Stereotypes, Violence, and Double Burden.
