The question of empire today
Y.C. Zarka, tomando como referencia la política exterior de Estados Unidos, presenta una reflexión en perspectiva histórica, política y filosófica sobre la idea contemporánea de imperio. Los modelos del imperio romano y del imperio colonial han sido abandonados. El imperialismo contemporáneo impone su hegemonía por las vías económica y cultural. Partiendo de la dialéctica imperio-imperialismo, desde los conceptos de soberanía y democracia, el autor muestra las contradicciones internas y externas de lo que denomina repúblicas imperiales. Desde la primera perspectiva, la hegemonía imperial puede ser interpretada al mismo tiempo como la expresión y la crisis de la soberanía. Desde la segunda, la contradicción se encuentra en la justificación de una política internacional intervencionista en nombre de las ideas de libertad, república y democracia.Y.C. The models of the Roman Empire and the colonial empire have been left behind. The contemporary imperialism enforces its hegemony by economy and culture. Due the empire-imperialism dialectic, the author shows the internal and external contradictions of what he names "imperial republics". Variation of Saturn's UV aurora with SKR phase
peer reviewedIt is well known that a wide range of kronian magnetospheric phenomena, including the Saturn kilometric radiation (SKR), exhibit oscillations near the planetary rotation period. However, although the SKR is believed to be generated by unstable auroral electrons, no connection has been established to date between diurnal SKR modulations and UV auroral power. We use an empirical SKR phase determined from Cassini observations to order the 'quiet time' total emitted UV auroral power as observed by the Hubble Space Telescope in programs during the interval 2005-2009. Our results indicate that both the northern and southern UV powers are dependent on SKR phase, varying diurnally by factors of similar to 3. We also show that the UV variation originates principally from the morning half of the oval, consistent with previous observations of the SKR sources. Citation: Nichols, J. D., B. Cecconi, J. T. O contrato social de Thomas Hobbes: alcances e limites
Tese (doutorado) - Universidade Federal de Santa Catarina, Centro de Filosofia e Ciências Humanas. Programa de Pós-Graduação em FilosofiaO problema em questão diz respeito ao contrato que funda e legitima o Estado em Thomas Hobbes. Tendo como escopo questionar a possibilidade e/ou impossibilidade de nulidade do contrato social e assim verificar as implicações disto para o conceito de soberania hobbesiana. A leitura que impera na tradição de estudiosos da obra política de Hobbes, em especial do Leviathan, é a de um Estado no qual a soberania é absoluta e irrevogável. A interpretação do contrato firmado entre e, somente, entre os homens, deixando, portanto, o soberano de fora, ofereceria legitimidade a este para agir de forma absoluta e obrigaria ao súdito a obedecer de forma irrestrita. A hipótese que se busca sustentar remete à possibilidade de rompimento, desobediência e mais centralmente da nulidade contratual a partir do vício e/ou desrespeito de determinadas cláusulas fundamentais do contrato, visto se oporem às condições de validade do contrato social. Se isso puder ser sustentado desse modo, isto é, se Hobbes compartilhar mesmo de uma teoria forte da nulidade contratual e pela razão, como declinado acima, que achamos ser a correta, então, tal formulação implicaria em sua teoria uma reconsideração do conceito de soberania e obediência, haja vista o estabelecimento de certos vínculos fortes que condicionam as possibilidades de exigência, autoridade e poder da soberania. Portanto, concentra-se em encontrar uma explicação e/ou teorização da nulidade do contrato social e da sua consequência para a teoria da soberania e obediência hobbesiana
