Politics at the pump: reform and resistance in Indonesia’s fuel subsidy policy

    No full text
This thesis examines the political economy of Indonesia’s fuel subsidy reforms across three eras (1998–2004, 2004–2014, and 2014–2024) to answer the question: why is subsidy reform persistently difficult despite its widely acknowledged economic and environmental costs? The inquiry reflects a broader reality in the Global South, where these subsidies recur, endure, and even expand, despite their well-documented fiscal, social, and environmental harms, as documented by credible experts and NGOs. The research adopts an in-depth case study exploration, guided primarily by the Multiple Streams Framework (MSF). It draws on 27 years of Indonesia’s primary budget policy documents, secondary literature, and 22 elite interviews (political, bureaucratic, social, and religious), going beyond expert- and NGO-centred accounts. This thesis argues that fuel subsidies in Indonesia have become a politically short-term ‘painkiller’ approach, soothing social unrest and protecting state legitimacy. Acknowledging the country’s strong willingness to reform, this thesis’s analytical ‘vivisection’ also shows that windows of opportunity for reforming the subsidies emerged repeatedly, but were soon undermined by entrenched social expectations of cheap fuel, constitutional framings of welfare and sovereignty, weak administrative capacity, and corruption, for example. Reform advanced episodically, before soon stalling or reversing under electoral pressures, shifting coalitions, or narrative framing contestation. The case, in the end, is an epitome of the continuous fight between path-dependent and path-deviating reform endeavours, institutionally embedded in the inner workings of subsidy and reform politics. Apart from its practical policy recommendations, the study contributes narrow and broad insights. Empirically, it provides the most detailed account (yet) of Indonesia’s 25-year reform trajectory. This thesis vividly shows the reform’s episodic and politically contingent character, involving ‘endless’ contestations of ideas and interests of various stakeholders. Conceptually, it demonstrates the value of integrating elite political perspectives into policy analysis frameworks, highlighting how reforms in Indonesia and comparable Global South cases depend not only on technical design but also on embedding change within durable political and institutional arrangements

For the past few years, the increasing of numbers of motorcycle gives poor records to traffics distribution Malaysia road. A lot of numbers has high motorcycle the possibility for accident to happen on road because of motorcycle mistake. Besides that, the motorcycle damages also because of tip-over and parking. Once the road or grounds are unstable, it can give effect to the position of motorcycle and the possibility to turn over has high. Hence, the objective of this project of motorcycle frame slider in term of safety is to help and share the information to the owner of motorcycle to protect and reduce motorcycle fairing damages during the accident, parking and tip-over. For this project the motorcycle usage is Kawasaki ZX-6 with 600cc because every motorcycle has different installation of frame slider. Based on the analysis using Finite Element Analysis (FEA) in CATIA V5R18, it shows an excellent result of using this frame slider because the design and material used are strongly enough and does not fail when large force or impact acting on that. It shows how this frame slider can reduce the damages on motorcycle because of serious damages during accident, crashes, parking and tip-over. How the frame slider looks like of the author was made the frame slider through Rapid Prototyping Machine as mock-up
