The EMNLP reviewer survey was conducted in May and June 2017 during the author response and final decision period of the EMNLP 2017 conference. It received 485 complete responses (701 responses in total)

Bill C-36: The Creation of Canada's 2001 Anti-Terrorism Act
Bien que les attentats du 11 septembre 2001 aient pris place aux États-Unis, la réaction du gouvernement canadien a été de proposer la Loi C-36 (la Loi anti-terroriste), une loi qui apporte plusieurs changements au Code criminel canadien et modifie d'autres lois. L´adoption de cette loi s'est faite dans un temps record. Afin de mieux comprendre cette rapidité (du 11 septembre à sa sanction royale en 99 jours) et de mieux cerner la relation avec un événement survenu à l´étranger, ce mémoire cherche à expliquer les facteurs internes et externes qui ont influencé le moment choisi et le contenu de la loi.Though the terrorist attacks of September 11th, 2001, took place on foreign soil, the Canadian government reacted to this event by proposing Bill C-36 (the Anti-terrorism Act), an omnibus bill outlining multiple changes to the existing Canadian Criminal Code and other acts. With an aim to better understand this anomaly of Canadian public policy in both its record speed (from 9/11 to its Royal Assent in 99 days) and its relation to a foreign catastrophe, this thesis seeks to explore both the internal and external factors that influenced the timing and the content of Bill C-36
HTMS air quality monitoring
On January 8th, 2018, Portland Public Schools selected Portland State University to conduct monitoring and modeling to assess indoor and outdoor air quality and air flow conditions at Harriet Tubman Middle School (HTMS) in Portland, OR. Portland State University completed Phase I (from February 1, 2018 to April 19, 2018), of the proposed project and released a report to Portland Public Schools on April 18, 2018. Portland State University has now completed Phase II (from August 20, 2018 to October 19, 2018) and Phase III (from April 18, 2019 to June 18, 2019) monitoring. This report serves to summarize the findings of the Phase II and III efforts, including: measurements of indoor and outdoor levels of air pollution, quantification of the efficiency of the HVAC system and building renovation to reduce indoor levels of traffic-related air pollution, and recommendations for maintaining installed air treatment systems.submitted to Portland Public Schools c/o John Burnham ; prepared by Elliott T. New Insights into the Bacterial Fitness-Associated Mechanisms Revealed by the Characterization of Large Plasmids of an Avian Pathogenic E. coli
This is an open-access article distributed under the terms of the Creative Commons Attribution License, which permitsunrestricted use, distribution, and reproduction in any medium, provided the original author and source are credited.Extra-intestinal pathogenic E. coli (ExPEC), including avian pathogenic E. coli (APEC), pose a considerable threat to both human and animal health, with illness causing substantial economic loss. APEC strain chi7122 (O78ratioK80ratioH9), containing three large plasmids [pChi7122-1 (IncFIB/FIIA-FIC), pChi7122-2 (IncFII), and pChi7122-3 (IncI(2))]; and a small plasmid pChi7122-4 (ColE2-like), has been used for many years as a model strain to study the molecular mechanisms of ExPEC pathogenicity and zoonotic potential. We previously sequenced and characterized the plasmid pChi7122-1 and determined its importance in systemic APEC infection; however the roles of the other pChi7122 plasmids were still ambiguous. Herein we present the sequence of the remaining pChi7122 plasmids, confirming that pChi7122-2 and pChi7122-3 encode an ABC iron transport system (eitABCD) and a putative type IV fimbriae respectively, whereas pChi7122-4 is a cryptic plasmid. New features were also identified, including a gene cluster on pChi7122-2 that is not present in other E. coli strains but is found in Salmonella serovars and is predicted to encode the sugars catabolic pathways. In vitro evaluation of the APEC chi7122 derivative strains with the three large plasmids, either individually or in combinations, provided new insights into the role of plasmids in biofilm formation, bile and acid tolerance, and the interaction of E. coli strains with 3-D cultures of intestinal epithelial cells. In this study, we show that the nature and combinations of plasmids, as well as the background of the host strains, have an effect on these phenomena. Our data reveal new insights into the role of extra-chromosomal sequences in fitness and diversity of ExPEC in their phenotypes

International audienceOriginally written in French, The Kindly Ones (2006) is the first major work of the Jewish-American author Jonathan Littell. Its extraordinary critical and commercial success, spawning a series of heated debates, has made this publication one of the most significant literary phenomena of recent years.Taking the Holocaust as its central topic, The Kindly Ones is a disturbing novel: disturbing in its use of explicit sexual descriptions, in its construction of a perverted psychic world, in its combination of accurate historical descriptions and myths, and in its repeated suggestion that Nazism does not, in fact, lie outside the spectrum of humanness. Due to its striking monumental proportions and the author’s provocative choice to recount historical events from the perpetrator’s perspective, this opus marks a significant shift within Holocaust literature.In this volume, fourteen leading literary scholars and historians from eight different countries closely study this unsettling work. They examine the disconcerting aspects of the novel including the use of the Nazi viewpoint, analyze the aesthetics of the novel and its contradictions, and explore its relations with several literary traditions. They outline Littell’s use of historical details and materials and study the novel’s reception. This compilation of essays is essential to anyone intrigued by The Kindly Ones or by the Holocaust and who wishes to gain a better understanding of them
The eruptive history of Morne Jacob volcano (Martinique Island, French West Indies): Geochronology, geomorphology and geochemistry of the earliest volcanism in the recent Lesser Antilles arc
International audienceMartinique is the Lesser Antilles Island where the most complete volcanic history of the arc can be found from the Oligocene to the present time. In this study, we focused on the construction of Morne Jacob shield volcano in Martinique, which is the largest volcano of the Lesser Antilles. We have dated twenty representative samples from the Morne Jacob, by K–Ar based on the Cassignol–Gillot technique, used geochemical data and obtained morphological constraints that have helped us to reconstruct better the volcanic history of this shield volcano. Our results and the lack of reliable ages on other Plio-Pleistocene islands show that the Morne Jacob is the oldest volcano of the aerial recent arc that has been dated so far. It has a longer history than previously inferred, with different stages ranging between 5.2 and 1.5 Ma. A large basaltic to andesitic shield volcano was first built between 5.2 and 4.0 Ma (J1) with tholeiitic lavas characterized by an increase of SiO2 content through time. After 800 kyr of repose, calc–alkaline andesites erupted over the first shield from 3.2 to 2.2 Ma (J2a). The accumulation of lavas over a hyaloclastitic basement provoked spreading and northeast creeping of the northern flank of the volcano. The mass movement induced regressive erosion, particularly at the centre of the edifice. Then, between 2.1 and 1.5 Ma (J2b), calc–alkaline lavas, which show a decrease of the SiO2 content through time, erupted at the central vent and from peripheral fissures, over the previous shield and down to the Caribbean coast. Eruptive volumes were reconstructed, permitting estimates of minimum output rates for the volcano's history. Minimum volume erupted during the first stage is 112 ± 20 km3 and 33 ± 25 km3 during the whole second stage, yielding rates of about 0.107 km3/kyr and 0.019 km3/kyr, respectively. Considering the entire history of Morne Jacob shield volcano, between 5.14 ± 0.07 and 1.54 ± 0.03 Ma, we obtain a total volume of 145 ± 32 km3 above the sea level, and a time-averaged construction rate of 0.040 ± 0.008 km3/kyr. With comparison between the reconstructed paleotopographies and the DEM of present topography, we have calculated an eroded volume of 18 km3 over the outcropping 210 km2 that have occurred during the last 1.5 Myr. Finally, our set of twenty K–Ar ages, obtained on groundmass separates, allow us to revise the eruptive chronology of Morne Jacob volcano and to date the earliest subaerial volcanic activity so far identified for the recent Lesser Antilles arc
