Costs and benefits of debt and debt service reduction
The author evaluates the costs and benefits of debt and debt service reduction (DDSR) from the point of view of five countries that have concluded Brady deals: Costa Rica, Mexico, the Philippines, Uruguay, and Venezuela. He concludes that, contrary to widely held views, commercial banks have probably benefited from the operations. Commercial bank participation in DDSR is voluntary, so direct financial savings to the country are probably negative at present values. The benefit from DDSR is not that debt is bought at"bargain prices"at the expense of commercial banks. It appears difficult to justify a DDSR operation on purely financial grounds. A more realistic way to look at a DDSR operation is to view it as a"project"that involves a certain financial cost. The return on such a project is how the DDSR operation improves the macroeconomy, or contributes to development. The main purpose of DDSR is to establish a more efficient arrangement between debtor countries and commercial banks, leading to improved conditions for development. A DDSR operation that does not help development is costly and should not be undertaken. The impact of DDSR on development is usually measured by the increase in the growth rate of GDP, but it is too soon to measure that for these five countries. A suitable alternative is to look at the change in investment patterns. A strong policy framework is needed if debt and debt service reduction are to significantly improve development. In Mexico and, to a lesser extent, Venezuela, improved and sustained strong adjustment policies have generated the greatest development benefits. Gains have been less in smaller countries where policies were not as supportive. The author concludes that for a country to benefit from DDSR, it needs significant indirect benefits (such as increased domestic and foreign savings). Direct benefits are likely to be negative because of the commercial banks'financial gains and because DDSR operations are frontloaded. DDSR operations cannot be justified solely by direct benefits and savings in cash flow.Strategic Debt Management,Banks&Banking Reform,Economic Theory&Research,Environmental Economics&Policies,Financial Intermediation

OpenAIRE 1 and Open Aire 3 compatibility aand the recently achieved adaptation to OpenAire 4.0 are described. Of importance at the present time, the communication will emphasize the adaptation to OpenAire 4.0 of Arias Montano, one of the first repositories (possibly the first) that achieved the adaptation to OpenAire 4.0, only one month after the approval of the guidelines in November 2018 The project included the OAI-PMH exposure of the ORCID author identifiers, the use of new metadata based on COAR vocabularies, typologies, rights and version control, among other actions that will be described in the communication
Lola Arias: To Remain in Fiction in Order to Transcend It
In this article, the author describes the work of the Argentinian artist, Lola Arias, from the perspective of her interest in individual and collective memory. The frame for this research is the notion of „time machine” compared with Maria Janion’s notion of „archive of existence”. The author situates the work and biography of Lola Arias the director, filmmaker and visual artist within the „archeontology in action”. Also, he describes Arias’ strategy of overlapping reality and fiction to project the new vision of the future. Her performances are juxtaposed with Donna Haraway’s notion of „speculative fabulation” according to whichsmall, individual stories help us to understand complex reality and new modes of perception
Disarmament and Peace: Dr. Oscar Arias on Sustainability and Globalization
abstract: Former two-time Costa Rican president Dr. Oscar Arias advocates for arms control between nations and, in some cases, complete disarmament as the first step in solving grave issues of international sustainability. The three spheres of sustainability—society, economy, and environment—are explained and the ultimate goal of the compromise between all three aspects is defined as the means to achieving sustainability. A brief history of the politics and culture of Costa Rica provides a glimpse into the values and society of this Central American country, including a consistent commitment to the appreciation and protection of its natural environment. Dr. Arias is credited as one of the founding fathers of the sustainable development movement, as evidenced by his political career and policies both with Costa Rica and with other international communities. A selection of Dr. Arias’ speeches and conversations of the past four decades illuminates the need for disarmament and peaceful political interactions as the catalyst for human progress and sustainable development
