Financing of health services and alternative methods: some suggestions
Presenting Health Care should have priority because of importance of health care for individuals and society. Today, with understanding importance of this point different political ideas and economic ideas put a lot of effort to increase the individual’s productivity and average life expectation and improve investments on humanity. Even so, sometimes statistics on health services can be critter of structure of modern countries. (Average life expectation, percentage of baby death etc.) Providing effective and fair health service which is important as such as life itself limited to cost and question of finding the right sources to cover the cost. Slow economic growth, increasing unemployment, fast growing population are the main factors of increased cost of health services and those factors are appears as actual reasons of financial difficulties on agenda. Financial difficulties of health services will affect to quality and amount of services and also will be the main reason to bring out different methods of practice. But despite those differences, to provide quality health services to the individuals requires strong and continual financial sources. Financial difficulties of health services will affect to the services for individuals so therefore will effect to individuals health. So this essay originated from those important points, aims to explore the financial difficulties throughout historical development and at the same time will look for improvement and alternative managements.Health care services, financing and alternative methods
Integral involving aleph-function and the generalized incomplete hypergeometric function
The aim of this paper is to establish a general definite integrals involving product of the Aleph function and generalized incomplete hypergeometric function with general arguments. Being unified and general in nature, this integral yield a number of known and new results as special cases. For the sake of illustration, several corollaries are also recorded here as special case of our main results. © 2020, Isik University.
Generalized lorentz group of space-time transformations
We examine how Lorentz Symmetry (LS) breaks down in Yarman-Arik-Kholmetskii (YARK) theory of gravitation through an entirely different mechanism than that under metric theories of gravity. Said mechanism can be right away extended to all other fields of interaction under Yarman's Approach that forms the basis of YARK theory. The result is the disclosure of a new "Generalized Lorentz Group" of space-time transformations which contains an additional parameter denoting the interactional energy per unit mass. Hence, the core finding herein is that the Minkowskian metric for an empty space-time should, when one is in the presence of gravity or any other force field, be replaced by general equalities involving a novel coupling parameter for either attraction or repulsion. © Isik University, Department of Mathematics, 2020
Endpoint results for weakly contractive mappings in F-metric spaces with an application

In this paper, we introduce alpha-zeta-contractive multivalued mappings in F-metric spaces and establish some endpoint results in this framework. An illustrative example is given to elaborate the usability of our main result. Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
SPARSE RANDOM NETWORKS FOR COMMUNICATION-EFFICIENT FEDERATED LEARNING
One main challenge in federated learning is the large communication cost of exchanging weight updates from clients to the server at each round. While prior work has made great progress in compressing the weight updates through gradient compression methods, we propose a radically different approach that does not update the weights at all. Instead, our method freezes the weights at their initial random values and learns how to sparsify the random network for the best performance. To this end, the clients collaborate in training a stochastic binary mask to find the optimal sparse random network within the original one. At the end of the training, the final model is a sparse network with random weights - or a subnetwork inside the dense random network. We show improvements in accuracy, communication (less than 1 bit per parameter (bpp)), convergence speed, and final model size (less than 1 bpp) over relevant baselines on MNIST, EMNIST, CIFAR-10, and CIFAR-100 datasets, in the low bitrate regime

John F. Kennedy telegram to Roosevelt
Jersey Homesteads (later the Borough of Roosevelt) was established in the 1930s as an agro-industrial cooperative community. It was established specifically for urban Jewish garment workers, many of whom had emigrated from Europe. President John F. Kennedy sent a telegram to the citizens of Roosevelt, New Jersey, apologizing for not being able to attend the memorial dedication in honor of former President Franklin Delano Roosevelt. (Jersey Homesteads became Roosevelt in 1945 in honor of the president.) President Kennedy expressed his gratitude to the people of Roosevelt for constructing the memorial, and commented that it will serve as a constant reminder of Roosevelt's good works
φ-Best proximity point theorems and applications to variational inequality problems
The main concern of this study is to introduce the notion of φ-best proximity points and establish the existence and uniqueness of
φ-best proximity point for non-self mappings satisfying (F,φ)-proximal and (F,φ)-weak proximal contraction conditions in the context of complete metric spaces. Some examples are supplied to support the usability of our results. As applications of the obtained results, some new best proximity point results in partial metric spaces are presented. Furthermore, sufficient conditions to ensure the existence of a unique solution for a variational inequality problem are also discussed
