Digital Gang Masters: the Uber Italy Srl Case :The Uber Italy Srl case
Digital platforms claim to have introduced profound disruptions in the way work is organized today, by providing the public with a new range of digital services, from food delivery to house fixing jobs. For years these new business model have drawn the attention of scholars, Courts and regulators, trying to re-adjust and re-discuss the issue of subordination, workers’ rights and protections. The present contribution expands on previous literature by highlighting an unprecedented profile of platform work: exploitation and caporalato (hiring of workers by an illegal intermediate). Thanks to the work undertaken by the Procura of Milan and the decision held by the Tribunal of Milan in the Uber Italy Srl case, for the first time, platforms have been unveiled in their articulation and the intricate system of subcontracting, which ultimately leads to work exploitation and caporalato. The article illustrates how firms of the Uber “galaxy” organized work through the exploitation of migrant workers by creating a system of fear, made of threats, pay and fees deductions, illegal tax arrangements. The article proposes a reflection on the pressing importance of the themes of work exploitation around digital work and physical work through platforms, analyzing as well which initiatives have been promoted at national and regional level, involving both employers and workers’ representatives, and the State intervention for the prevention of work exploitation and illicit intermediation.</p
The paper tries to answer to the question of how to promote a preventive approach to labour exploitation and, consequently, the necessary steps to facilitate a multi-dimensional regulatory system. We begin by offering a literature review on the topic of the regulation of agricultural work, from a multidimensional perspective, outlining global regulatory challenges and specific contextual responses. Next, we provide a brief insight into recruitment mechanisms within the farm industry and its effects on farm workers. We look at the role of the public services and private intermediaries, while also briefly highlighting main structural and critical aspects of Italian’s job placement services. In this scenario, technological solutions have been promoted to facilitate the matching of job supply and demand. The key issue concerns the following: are these services and measures able to encourage the interaction between employer and employee and respond to the recent demand for a skilled, trained and regular workforce? Although the scope of this question is too wide to address in a single essay, evidence from our research suggests that they are necessary but non-sufficient. We will then analyze and critically evaluate several regulatory instruments, from aspects of collective regulation and representation of workers to institutional instruments put in place to enhance self-regulatory practices (the so-called Rete del Lavoro Agricolo di Qualità and Regional approaches to incentivize labour law compliance and responsible business operations) and the experience of voluntary approaches in the absence of institutional support. In conclusion, we draw from the analysis and the critical reflection to suggest possible regulatory solutions and intervention and to develop guidelines for policy makers and labour scholars. In particular, we support the idea of a necessary integrated and multidimensional regulatory approach, to combine labour law regulation and repressive measures with a system of shared governance and increased businesses participation, alongside with the need to create local regulatory forums and enhance social dialogue.
Existence and stability of weak solutions of the Vlasov-Poisson system in localised Yudovich spaces
We consider the Vlasov-Poisson system both in the repulsive (electrostatic potential) and in the attractive (gravitational potential) cases. Our first main theorem yields the analog for the Vlasov-Poisson system of Yudovich’s celebrated well-posedness theorem for the Euler equations: we prove the uniqueness and the quantitative stability of Lagrangian solutions f = f ( t , x , v ) whose associated spatial density ρ f = ρ f ( t , x ) is potentially unbounded but belongs to suitable uniformly-localised Yudovich spaces. This requirement imposes a condition of slow growth on the function p ↦ ‖ ρ f ( t , ⋅ ) ‖ L p uniformly in time. Previous works by Loeper, Miot and Holding-Miot have addressed the cases of bounded spatial density, i.e. ‖ ρ f ( t , ⋅ ) ‖ L p ≲ 1 , and spatial density such that ‖ ρ f ( t , ⋅ ) ‖ L p ∼ p 1 / α for α ∈ [ 1 , + ∞ ) . Our approach is Lagrangian and relies on an explicit estimate of the modulus of continuity of the electric field and on a second-order Osgood lemma. It also allows for iterated-logarithmic perturbations of the linear growth condition. In our second main theorem, we complement the aforementioned result by constructing solutions whose spatial density sharply satisfies such iterated-logarithmic growth. Our approach relies on real-variable techniques and extends the strategy developed for the Euler equations by the first and fourth-named authors. It also allows for the treatment of more general equations that share the same structure as the Vlasov-Poisson system. Notably, the uniqueness result and the stability estimates hold for both the classical and the relativistic Vlasov-Poisson systems

Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

Abstract
PURPOSE: To evaluate the role of topical mitomycin C in corneal wound healing (CWH) after photorefractive keratectomy (PRK) in highly myopic eyes.
DESIGN: Prospective, double-masked, randomized clinical trial.
PARTICIPANTS: Seventy-two eyes of 36 patients affected by high (>7 diopters) myopia.
METHODS: In each patient, one eye was randomly assigned to PRK with intraoperative topical 0.02% mitomycin C application, and the fellow eye was treated with a placebo. Postoperatively, mitomycin C-treated eyes received artificial tears (3 times daily, tapered in 3 months), whereas the fellow eye was treated with fluorometholone sodium 2% and artificial tears (3 times daily, tapered in 3 months).
MAIN OUTCOME MEASURES: Uncorrected visual acuity (UCVA) and best-corrected visual acuity (BCVA), contrast sensitivity, manifest refraction, and biomicroscopy. Contrast sensitivity was determined using the Pelli-Robson chart. Corneal confocal microscopy documented CWH.
RESULTS: Mean follow-up was 18 months (range, 12-36). No side effects or toxic effects were documented. At 12-month follow-up examination, UCVAs (logarithm of the minimum angle of resolution) were 0.4+/-0.48 and 0.5+/-0.53 (P = .03) in mitomycin C-treated eyes and corticosteroid-treated eyes, respectively. At 1 year, corneal haze developed in 20% of corticosteroid-treated eyes, versus 0% of mitomycin C-treated eyes. At 12, 24, and 36 months, corneal confocal microscopy showed activated keratocytes and extracellular matrix significantly more evident in untreated eyes (Ps = 0.004, 0.024, and 0.046, respectively).
CONCLUSION: Topical intraoperative application of 0.02% mitomycin C can reduce haze formation in highly myopic eyes undergoing PRK.

Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more
sophisticated methods
