Eine erste Bewertung des Aktionsprogramms Beschäftigung (Action-Emploi) zeigt einerseits, dass dieses grundlegende Instrumentarium der Eingliederungshilfe nicht dem ganzen Ausmaß der Arbeitslosigkeit von Diplominhabern gerecht wird. Andererseits wird deutlich, dass die Tätigkeit des öffentlichen Vermittlers nicht als neutral bezeichnet werden kann. Sie wirkt aber strukturierend auf den betroffenen Personenkreis sowie auf den gesamten Arbeitsmarkt für Diplominhaber. Die Ursache für die Schwierigkeiten bei der beruflichen Eingliederung ist jedoch außerhalb der Tätigkeit der Arbeitsvermittlung zu suchen. Auf die in erster Linie quantitativ ausgerichtete öffentliche Vermittlungsstrategie reagieren viele Akteure mit opportunen Verhaltensmustern. Somit kommt eine konsequente Ausbildungsförderung zu kurz, und der starke Einsatz von Betriebspratika führt zu unsicheren Beschäftigungsverhältnissen im privaten Sektor.Mohammed Bougroum and Aomar Ibourk, Unemployment among graduates in Morocco : Some reflections about the schemes to promote transition to work. In assessing the so-called " Action-Emploi " scheme for the first time, it is proposed here on the one hand to show how this scheme to promote transition to work has underestimated the scale on which unemployment is occurring among graduates ; and on the other hand, to point out the fact that the activities of the public agency responsible for implementing this scheme are not entirely impartial. They have structuring effects on the population in question as well as on the labour market for qualified graduates as a whole. The reasons for the difficulties encountered by graduates in the transition to work process are actually to be found upstream of the projects designed to promote access to employment. In addition, in aiming mainly to improve the statistics, the public agency responsible for the scheme gives the players involved far too much scope for developing opportunistic designs. As a result, vocational training is not being handled rigorously enough and conditions of employment in the private sector are becoming increasingly precarious due to the over-intensive use of vocational training courses.Cette première évaluation du programme « Action-Emploi » vise à montrer, d'une part, que la logique fondatrice de ce dispositif d'aide à l'insertion est réductrice de la réalité du chômage des diplômés ; d'autre part, que l'activité de l'intermédiaire public n'est pas neutre. Elle a des effets structurants sur la population concernée et sur l'ensemble du marché du travail des diplômés. En effet, l'origine des difficultés d'insertion professionnelle est à rechercher en amont de l'intermédiation pour l'accès à l'emploi. En outre, la politique de « faire du chiffre » adoptée par l'intermédiaire public laisse libre cours aux acteurs pour développer des comportements opportunistes.     Les attentes éducatives des familles pauvres au Maroc

    Dans un pays en développement qui présente des degrés de pauvreté et d’analphabétisme assez élevés, l’engagement des parents pour la réussite éducative et sociale de leurs enfants peut constituer un élément clé. Pour tester la réalité de l’accroissement des attentes éducatives des familles pauvres marocaines, un programme expérimental a été mis en place dans une région pauvre, le programme Tayssir. L’objectif était d’agir sur l’abandon scolaire en neutralisant certains des facteurs qui réduisent la demande pour l’éducation, tels que les coûts de scolarisation directs ou indirects. Les résultats montrent des attitudes favorables au prolongement des études des enfants, et ce même en cas d’arrêt des subventions. Le niveau d’instruction des parents ne semble pas affecter leurs attentes éducatives et l’arrêt des subventions ne déclenche pas de revirement de leurs intentions. Enfin, l’étude révèle un engagement beaucoup plus important de la part des mères, qui sont plus disposées que les pères à investir et à utiliser au mieux les subventions.In a developing country with relatively high levels of poverty and illiteracy, the involvement of parents can be the key to the educational and social success of children. To test if the educational expectations of poor Moroccan families has really increased, a pilot programme, the Tayssir programme, was set up in a poor area. The objective was to reduce the school drop-out rate by eliminating certain factors which reduce the demand for education, such as direct or indirect schooling costs. The results show positive attitudes towards the extension of children’s schooling, even when subsidies are stopped. The level of education of parents does not seem to affect their educational expectations and subsidies being stopped does not trigger a change in their aspirations. Finally, the study shows a significant level of involvement by mothers, who are much more likely than fathers to invest and to put the subsidies to good use.En un país en desarrollo que presenta unos grados de pobreza y de analfabetismo bastante elevados, el compromiso de los padres con el éxito educativo y social de sus hijos puede constituir un elemento clave. Para poner a prueba la realidad del crecimiento de las expectativas educativas de las familias pobres marroquíes, se puso en marcha un programa experimental en una región pobre, el programa Tayssir. El objetivo era el de actuar sobre el abandono escolar neutralizando algunos de los factores que reducen la demanda de educación, tales y como los costes directos e indirectos de la escolarización. Los resultados muestran unas actitudes favorables a la prolongación de los estudios de los niños, y eso aun en el caso de la parada de las subvenciones. El nivel de instrucción de los padres no parece afectar las expectativas educativas y la desaparición de las subvenciones no acarrea un cambio de sus intenciones. Por fin, el estudio revela un compromiso mucho más importante por parte de las madres, quienes están más dispuestas que los padres a invertir y utilizar lo mejor posible las subvenciones

    Analysis of the Moroccan labor market from the perspective of flexicurity

    Cette thèse met au premier plan les liens entre les modalités de flexicurité pour l’emploi temporaire au Maroc. Une lecture historique nous a permis d’assimiler la flexicurité comme une notion politique et stratégique qui pourrait être utilisée pour développer des innovations juridiques et politiques et promouvoir la négociation et l’entente collective, car elle est présentée comme un jeu positif à somme non nulle (gagnant-gagnant). En outre, une revue de littérature empirique nous a montré que la difficulté de quantifier la flexicurité ne réside pas seulement dans les problèmes relatifs à la construction des indicateurs, mais elle les dépasse à l’identification de l’angle selon lequel cette quantification est réalisée. Ensuite, nous avons analysé l’emploi informel et celui à durée limitée à partir d’un certain nombre de caractéristiques socioéconomiques, d’une part, et au regard des modalités de flexicurité, d’autre part. En recourant à une analyse économétrique, on a montré que les travailleurs temporaires cumulent un ensemble de facteurs socioéconomiques défavorables à leur sécurité. Cette analyse nous a permis de mettre le doigt sur les aspects à améliorer si l’on veut réformer le marché du travail marocain (au moins pour le segment de l’emploi temporaire) à partir de la perspective de la flexicurité.This thesis highlights the links between the modalities of flexicurity for temporary employment in Morocco. A historical reading has allowed us to assimilate flexicurity as a political and strategic notion that could be used to develop legal and political innovations and promote collective bargaining and understanding, because it is presented as a positive non-zero-sum game. (win-win). In addition, a review of empirical literature has shown us that the difficulty of quantifying flexicurity does not lie only in the problems relating to the construction of indicators, but it goes beyond them in identifying the angle according to which this quantification is carried out. Then, we analyzed informal and short-term employment based on a number of socio-economic characteristics, on the one hand, and with regard to flexicurity modalities, on the other. Using econometric analysis, it has been shown that temporary workers accumulate a set of socioeconomic factors that are unfavorable to their safety. This analysis allowed us to pinpoint the aspects to be improved if we want to reform the Moroccan labor market (at least for the temporary employment segment) from the perspective of flexicurity

    Education and Economic Growth in the MENA Region: Some New Evidence

    The purpose of this paper is mainly to analyze the long-run relationship between education and the economic growth in MENA region. To ensure this, we have analyzed the evolution of some quantitative and qualitative indicators of the human capital within MENA countries including comparisons with other developing regions during the fifties by using the latest version of Barro and Lee (2010) dataset. Then, by using the most appropriate panel data techniques, we have empirically tested the impact of education upon the economic growth for the period 1975-2010 using several indicators for the human capital. The sample includes 15 countries divided into two groups (middle-income countries and high-income countries). The findings have indicated that although some progress is noted, much is remained to be done to ensure education as a large scale project of investment. Empirically, the results have shown that the effect of education depend on the measure used and on the relevant sub-group. Key words: education, economic growth, MEN

    COVID-19 AND THE EXTENSION OF THE INTERNATIONAL COTUTELLE AGREEMENTS

    Purpose: The objective of this article seeks to show the particularity of cotutelle thesis during the Covid’19 pandemic crisis.   Theoretical framework:  This cotutelle allows the doctoral students to be supervised by two or many thesis directors from several institutions.   Design/methodology/approach: The work carried out aims to analyze the difficulties encountered by doctoral students who are called upon to carry out their work under the supervision of a thesis director in each of the concerned countries.   Findings: For our population, the difficulties related mainly to travel, and other restrictions are multiple: experimentations and scientific progress, pedagogical and the quality of their outputs, travelling and social condition, technical and remote working, Covid’19 vaccine, institutional and financial support. Research, Practical & Social implications: We suggest a future research agenda and highlight the contributions made to identify dimensions related to cotutelle thesis during the Covid'19 pandemic crisis. Originality/value:  An ad-hoc survey was carried out and used to collect the assessments of these students on the identified dimensions

    The role of NIHD1 in promoting Women Cooperatives in Morocco: a micro econometric Analysis

    The objective of this paper is to show the extent to which the implementation of the National Initiative for Human Development (NIHD) contributed to the growth of women cooperatives. This paper has mobilized individual data from1512 women cooperatives. Based on a probit model, the results show that the NIHD has not only contributed to the growth of cooperatives of women, but also to significantly reduce the rate of inactivity (2). In terms of public policy, public program should cover more territory, and should not be limited to predetermined areas so that the fruits of development can be of benefit to all
