Planning policy instruments for resilient urban redevelopment: The case of office conversions in Rotterdam, the Netherlands
No full textThis chapter considers resilient urban redevelopment as the ability of public and private stakeholders to respond to changes in real estate market demand by adopting existing offices to new usages. It explores the various conceptual planning policy instruments that could assist in realising resilient urban redevelopment. Additionally, the effectiveness of such planning policy instruments is demonstrated by case study examples from the city of Rotterdam in the Netherlands. The effectiveness of achieving urban resilience through office conversions based on the use of policy instruments is a difficult and complex matter to assess. The Rotterdam covenant, in terms of discipline, is in the ‘legal’ policy instrument category. Omsorgsforskning i Norge – Litteratursøk med sortering
No full textNORSK: Nasjonalt kunnskapssenter for helsetjenesten fikk i oppdrag fra Hagenutvalget, Kommuneavdelingen i Helse- og omsorgsdepartementet å utføre et systematisk litteratursøk med påfølgende sortering.
Metode
Vi utarbeidet et systematisk litteratursøk etter omsorgsforskning i Norge. Det ble søkt i Ovid MEDLINE, Ovid Nursing Database, EMBASE, PsycINFO, British Nursing Index and Archive, Cochrane Library, CRD Databases, SveMed. Hilde H. Holte og Gunn E. Vist gikk uavhengig av hverandere gjennom identifiserte publikasjoner/referanser og vurderte relevans i forhold til inklusjonskriteriene.
Resultater
Søket identifiserte 2710 unike referanser. Vi leste gjennom titler og abstrakt uavhengig av hverandre og vurderte om dette var forskning som gjaldt pleie og omsorg og satt igjen med 588 referanser. Vi la vekt på at intervensjonen skulle berøre feltet omsorgsforskning, og skulle ikke være behandlingsforskning eller forskning som knyttet seg til utvikling av en fagdisiplin. Grenseoppgangene mellom disse områdene er vanskelig. Med tanke på den tidsrammen vi hadde for prosjektet var oppdragsgiver klar på at vi skulle heller inkludere for mange enn for få.
Referansene er sortert i fire hovedgrupper; Internasjonale sammenligninger eller betraktninger: referanser hvor norske forhold er sammenlignet med tilsvarende forhold i minst et annet land, eller betraktninger om norsk pleie- og omsorg i forhold til internasjonale forskjeller eller vurderinger, Forvaltning: referanser som berører hele sektoren på en eller annen måte sortert, som økonomiske analyser, beregninger av hvem som trenger pleie- og omsorgstjenester, rekruttering av personell, organisering av tjenester både på institusjonsnivå og for ulike grupper av ansatte, Brukergrupper: omfatter de viktigste gruppene vi har identifisert, enten fordi det er grupper som er store innenfor pleie- og omsorgssektoren, som hoftebruddspasienter og demente, eller fordi de er unike og ulike som barn, ungdom og døende, samt at vi forsøkt å skille det som spesifikt retter seg mot eldre og det som omtaler pasienter noe mer generelt, og Betydning for ansatte. Både for referansene om flere av brukergruppene og med fokus på de ansatte har antallet referanser vært stort, og vi har ytterligere sortert etter om dette har vært knyttet til hva som skjer i pasientens hjem eller på sykehjem

Conversion Potential Assessment Tools
No full textBuilding owners and other stakeholders can adopt different strategies to cope with vacancy, such as consolidation, rent reduction, selling the building, renovation, transformation and conversion to adapted reuse, or demolish and build a new building. This chapter discusses various tools to cope with vacancy by adaptive reuse. It presents an overview of the many factors and aspects that enable or hinder adaptive reuse by conversion of (office) buildings into housing, and how to assess the characteristics of the market, location, building and involved stakeholders. Furthermore, it presents the Conversion Meter, a tool to assess the conversion potential of vacant office buildings into housing. The tool is built up from a first quick scan using veto criteria (Step 1) till a more detailed scan of the conversion potential based on gradual criteria (Step 2). No single gradual criterion is sufficient to decide if conversion is possible or not; it is the combination of all criteria i.e. the sum that provides a valuable indicator for the conversion potential. Step 3 calculates a conversion potential score as a weighted sum of all criteria. Step 4 is a scan on financial feasibility. The final Step 5 is a check on possible risks and opportunities to eliminate these risks. En una época en la que el mito de la Malinche traidora convive con una reivindicación del papel histórico de la traductora de Cortés, Krüger, al igual que otras escritoras contemporáneas, defiende abiertamente a su protagonista, pero además reinterpreta el término “Malinche” recuperando el sentido que los indígenas dieron al mismo en el siglo XVI. Para nuestra autora, Marina y Cortés conforman un ser mítico, “Malinche”, que anuncia a los aztecas el fin de su mundo.This paper deals with a short essay by the German actress and writer Hilde Krüger entitled Malinche; Or, Farewell to Myths (1944). Refitting Vacancy for the Creative Industry: A Strategy to Create and Maintain a Creative Community
No full textThe high vacancy rate in the office building market in the Netherlands is mainly explained by an overproduction of office space. The demand is expected to decrease further due to aging of the population, a changing economy and the decreasing need for space. A possible new end-user is the creative industry. The different working standards of this industry lead to different use of office space than the large-scale offices of the production economy. Adaptive reuse can create a solution for the need of new accommodations in this part of the office market. In this research a strategy has been developed that explains which characteristics a vacant office building must meet to be reused for the creative industry, which facilities it must offer and how tenants should be selected and managed. The possibilities have been researched by a detailed literature research, three in-depth case studies with successful redevelopments for the creative industry in Eindhoven, Rotterdam and Amsterdam and interviews with several experts in practice.Design & Construction ManagementReal Estate Managemen
