I kva grad heng dei steile frontane i vindkraftdebatten saman med maktrelasjonane mellom aktørane?

Denne studien undersøker i kva grad dei steile frontane i den norske vindkraftdebatten heng saman med maktrelasjonane mellom aktørane i debatten Fire utvalde tekstar frå to av aktørane i debatten vert analyserte med utgangspunkt i Norman Fairclough sin kritiske diskursanalyse. Vindkraftdebatten representert ved dei fire tekstane, vert vidare sett opp mot Jürgen Habermas’ modell for den ideelle samtalen.
Funna i studien bidreg i stor grad til å stadfesta at makttilhøva påverkar debatten. Vidare støttar funna opp om at dei steile frontane i debatten vert sementerte ved at aktørane nyttar ulike diskursar med låg interdiskursivitet. Tekstane eksponerer generelt liten vilje frå aktørane til å gå i møte med argumentasjon frå meiningsmotstandarane. Gjennom å hovudsakleg nytta sine eigne diskursar verkar begge aktørane å bidra til å stadfesta motsetnadane i debatten. Både vindkrafttilhengarar og - motstandarar nyttar diskursar som i liten grad tek opp i seg trekk frå dei konkurrerande diskursane. Debatten verkar dermed å handla om å syna avstand til den andre parten, ikkje å faktisk lytta til og argumentera mot motstandaren sine standpunkt. Slik fungerer ikkje debatten som ein reiskap for å oppnå omforeinte løysingar
Energilova sitt overtak på Plan- og bygningslova bidreg til at vindkrafttilhengarane kan oppretthalda diskurshegemoniet. Makttilhøva mellom vindkraftmotstandarar og -tilhengarar gjer at Norsk Vind ikkje ser det naudsynt å svara på Motvind sine argument. Ubalansen vert stadfesta gjennom Motvind sine diskursar som ber preg av at dei oppfattar seg sjølv som underlegne. Gjennom stiftinga av Motvind har vindkraftmotstandarane klart å gjera diskursane sine synlege, og slik har dei byrja å utfordra diskurshegemoniet. Det er likevel grunn til å tru at det må koma ei endring i tilhøvet mellom Energilova og Plan- og bygningslova for å oppnå balanse i maktrelasjonane. Fyrst då vil debatten kunna føra til omforeinte løysingar på spørsmåla om korleis vindkraftutbygging skal handterast.
Ein vindkraftdebatt der det ikkje er semje om kva som skal drøftast vil ikkje kunna føra til semje. Debatten kan likevel ha ein funksjon i å setta problematiske samfunnstilhøve på dagsorden. I dette perspektivet kan Motvind sjå ut til å ha lukkast med å setta ulempene med vindkraftutbygging på agendaen. Dei steile frontane som har oppstått kan dermed tvinga fram politiske endringar, som igjen kan forskyva makt, og gjera kampen om diskurshegemoniet meir balansertThis study examines the extent to which the rigid standoff in the Norwegian wind power debate is related to the power relations between the actors in the debate. Four selected texts published by two of the actors, Norsk Vind and Motvind, were analysed on the basis of Norman Fairclough's critical discourse analysis. The wind power debate, represented by the four texts, is also held up against Jürgen Habermas' theory of the ideal speech situation.
The findings greatly contribute to confirming that the balance of power affects the debate. Furthermore, the findings support that the rigid standoff in the debate is cemented by the actors using different discourses with low interdiscursivity. The texts generally expose little willingness from either side to meet arguments from the opponent. By mainly using their own discourses, both actors contribute to confirming the contradictions in the debate. Both Norsk Vind and Motvind use discourses that barely absorb features from the competing discourses. The debate thus seems to be about distancing oneself from the other party, instead of actually listening to and arguing against, the counter-debaters. The debate is thus no longer a tool for achieving agreed solutions.
The Energy Act's dominant position towards the Planning and Building Act contributes to the wind power supporters being able to maintain the discourse hegemony. The balance of power between opponents and supporters of wind power means that Norsk Vind does not see the necessity in responding to Motvind'sarguments. The imbalance is confirmed through Motvind's discourses, which show signs of Motvind perceiving themselves as inferior. Through the founding of Motvind, the wind power opponents have managed to make their discourses visible, thus challenging the discourse hegemony. Nevertheless, in order to achieve a more balanced power relation, a change in the relationship between the Energy Act and the Planning and Building Act seem necessary Only then will the debate lead to agreed solutions in the questions of how wind power development should be handled.
A wind power debate where the parties don’t agree on what to discuss, will most likely never lead to an agreement. The debate may nevertheless have a function in bringing to light problematic societal issues. In this perspective, Motvind may seem to have succeeded in putting the disadvantages of wind power development on the agenda. The arisen rigid standoff can thus force political changes, which in turn can shift power, and make the discourse hegemony struggle more balance
HELIOS: A new open-source radiative transfer code
I present the new open-source code HELIOS, developed to accurately describe radiative transfer in a wide variety of irradiated atmospheres. We employ a one-dimensional multi-wavelength two-stream approach with scattering. Written in Cuda C++, HELIOS uses the GPU’s potential of massive parallelization and is able to compute the TP-profile of an atmosphere in radiative equilibrium and the subsequent emission spectrum in a few minutes on a single computer (for 60 layers and 1000 wavelength bins).The required molecular opacities are obtained with the recently published code HELIOS-K [1], which calculates the line shapes from an input line list and resamples the numerous line-by-line data into a manageable k-distribution format. Based on simple equilibrium chemistry theory [2] we combine the k-distribution functions of the molecules H2O, CO2, CO & CH4 to generate a k-table, which we then employ in HELIOS.I present our results of the following: (i) Various numerical tests, e.g. isothermal vs. non-isothermal treatment of layers. (ii) Comparison of iteratively determined TP-profiles with their analytical parametric prescriptions [3] and of the corresponding spectra. (iii) Benchmarks of TP-profiles & spectra for various elemental abundances. (iv) Benchmarks of averaged TP-profiles & spectra for the exoplanets GJ1214b, HD189733b & HD209458b. Agent-Based Modeling of the Prediction Markets
We propose a simple agent-based model of the political election prediction market which reflects the intrinsic feature of the prediction market as an information aggregation mechanism. Each agent has a vote, and all agents’ votes determine the election result. Some of the agents participate in the prediction market. Agents form their beliefs by observing their neighbors’ voting disposition, and trade with these beliefs by following some forms of the zero-intelligence strategy. In this model, the mean price of the market is used as a forecast of the election result. We study the effect of the radius of agents’ neighborhood and the geographical distribution of information on the prediction accuracy. In addition, we also identify one of the mechanisms which can replicate the favorite-longshot bias, a stylized fact in the prediction market. Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Jerusalem is a holy city known for its strong religious background, it is a city that has been in many long religious battles in history. Most of those battles were between the Jewish, Christian and Islamic people, at times they occurred amongst two different religions and at other times the battles were between all religions at the same time. Each religious group would attempt to claim their part of the city. Today Jerusalem is made up of many divided areas which is home to each of the different religious communities. Many of these areas have access restrictions imposed on the locals and outsiders, mainly other religious communities. I wanted to create a vision to introduce affordable and sustainable living options to the people of Jerusalem, through the introduction of a building that promotes the creation of new living, new lifestyles, new communities and new friendships which leads to a harmonic and peaceful Jerusalem. As a result I chose the Local Apartment program. I wanted to bring people together in Jerusalem, to create peace between people of all different religious backgrounds and to break the barriers of traditional behaviours and beliefs, where as a result of friendships networks will form and enable people to have access to other restricted community sites and food and healthcare availability, therefore people will have an opportunity to have better lifestyles. Ung på Sunnmøre 2013. Ei undersøking om livsstil og levekår mellom ungdomsskuleelevar i Volda, Ørsta, Vanylven, Sande, Giske og Hareid
Denne rapporten er første presentasjon av data frå eit prosjekt om idrettsliv og folkehelse blant ungdom i Møre og Romsdal, og prosjektet har vorte til i samarbeid mellom Høgskulen i Volda, Møre og Romsdal fylkeskommune, Sunnmøre Fotballkrets og Kompetansesenter rus Midt-Norge (Korus). Prosjektet er gjennomført i samarbeid med kommunane som har lagt til rette for gjennomføring av undersøkinga.
Bakgrunnen for prosjektet er at dei fire samarbeidande aktørane ut frå ulike utgangspunkt såg behovet for å få sikker informasjon om status og utvikling i idrettslivet i Møre og Romsdal når det gjeld idrettslivets betydning for folkehelse, fråfall av ungdom frå idretten, idrettens betydning i høve til rus – og andre spørsmål som heng saman med dette

Prospects for transient gravitational waves at r-mode frequencies associated with pulsar glitches
t Glitches in pulsars are likely to trigger oscillation modes in the fluid interior of neutron stars. We examined these oscillations specifically at r-mode frequencies. The excited r-modes will emit gravitational waves and can have long damping time scales (minutes - days). We use simple estimates of how much energy the glitch might put into the r-mode and assess the detectability of the emitted gravitational waves with future interferometers
Qualitative research on leader speech communication content, leader behaviors and subordinates' trust
Nowadays the research area in human resource management does not focus on the individual work performance anymore, but emphasize on the communication and relations between employers and employees instead. To create the organizational communication climate including leadership communication skills and strategies becomes the most important issue (Tsai, 2000; Robertson, 2000; 2001; 2002). Communication can lead an organization to go for the common cause, and the management has to affirm organizational vision and mission, drive transformational change, issue a call to action, reinforce organizational capabilities, and create an environment where motivation can flourish (Baldoni, 2004). In Saving Big Blue, the ex-president Gerstner would regularly communicate with his subordinates via intranet and listen to their opinions, for he believes that he can learn the demands of employees due to the direct communication way. The management has to make people perceived of their importance in a company and clearly understand organizational goals and beliefs without communication barriers. Therefore the direct effect of leaders on subordinates is the daily communication (Solomon & Flores, 2002), and communication can build up mutual trust (Baldoni, 2002). Employees are tempted to reach organizational goals, and the leadership can manage to it; effective leader behaviors can increase the work motivation (Humphreys, 2004). After the interviews, the author develops six propositions as follows.
Proposition 1. To people who are motivated by positive words, individual
achievements, leadership and work lifestyle are more important to the pure money compensation.
Proposition 2. Negative words are always with emotions, and the communication
content with menace results in permanent or temporary work
efficiency?

Proposition 4. Further research on the trust basics between leaders and subordinates
based on patriarchy.
