No full textPenelitian ini bertujuan untuk membuat sebuah kontrol board yang dapat menyetabilkan terbang QuadCopter. Dengan menggunakan frame kayu balsa, ESC plush 30A, motor brushless 1275KV, didesain sebuah kontrol board yang mengendalikan kecepatan putar motor brushless dengan memberikan pulsa yang bervariasi pada ESC. Pengendalian kecepatan motor brushless secara closed-loop menggunakan sistem kontrol T2-Fuzzy dengan sensor accelerometer MMA-7361 dan sensor gyroscope GS-12. Desain T2-Fuzzy diharapkan bisa mengeliminir tingkat noise atau kenonlinearan sensor sehingga QuadCopter dapat terbang dengan stabil. Pada penelitian awal ini tentang kontrol board diperlukan sistem test bench yang dapat menghindari QuadCopter dari kerusakan akibat kesalahan sistem kontrol board di awal pengujian. Hanya saja akibat test bench model diikat dengan seutas tali, menyebabkan pengujian hanya dilakukan pada 1 axis saja. Dengan menambahkan parameter Gain, diperoleh Gain yang optimal adalah 0.5 dengan respon yang cukup cepat namun dengan osilasi yang singkat. Gain 0.3 diamati osilasi yang lebih cepat stabil namun respon kurang, sedangkan Gain 0.8 mempunyai respon cepat namun osilasi cukup lama. No full textKomunikasi Pembangunan suatu negara berkembang pesat sehingga penting sekali untuk masyarakat ketahui, hal ini merupakan pokok utama untuk mengubah seluruh lapisan masyarakat.Untuk mencapai Komunikasi Pembangunan yang baik perlu adanya humas pemerintah yang menjadi jembatan antara pemerintah dengan masyarakat melalui berbagai media yang ada.Salah satu media yang dihadirkan oleh pemerintah Kota Semarang yaitu kanal pengaduan “Lapor Hendi” yang langsung terintegrasi oleh pusat yakni LAPOR. Laporan pengaduan Lapor Hendi diterima melalui 19 sumber input dan yang terbanyak digunakan masyarakat adalah SMS. Pada sumber input SMS penulis pilah kembali dan menemukan kalau laporan pengaduan terbanyak di disposisikan kepada Organisasi Perangkat Daerah (OPD) Dinas Perhubungan. Dalam skripsi ini penulis menggunakan metode untuk mendapatkan data yakni pengumpulan data melalui internet/ buku/ datang langsung ke tempat observasi, melakukan observasi mendalam mengenai tindak lanjut Lapor Hendi di Dinas Komunikasi dan Informasi dan Dinas Perhubungan, kemudian melakukan wawancara kepada kepala seksi pengelolaan aspirasi dan informasi dan admin Lapor Hendi di Dinas Perhubungan.Penulis melakukan analisis menggunakan dasar 7 langkah mekanisme penglolaan pengaduan masyarakat Peraturan Walikota Semarang nomor 34 tahun 2017. Hasil penelitian ini, Tindak Lanjut Lapor Hendi di Dinas Perhubungan sudah berjalan sesuai dengan ketentuan pada Peraturan Walikota Semarang nomor 34 tahun 2017 mengenai waktu pengerjaan dan sikap dalam menanggapi masalah (cepat, tepat, tertib, tuntas, dan dapat dipertanggungjawabkan).

No full textPenelitian ini fokus pada strategi kampanye di ruang virtual Hendrar Prihadi dan Hevearita Gunaryanti Rahayu Pilwalkot ( Hendi dan Ita) Kota Semarang 2020. Hendi dan ita merupakan calon petahana yang dalam kontestasi Pilwalkot Semarang 2020. Pilkada serentak 2020 ini sangat berbeda karena terselenggara di tengah pandemi COVID-19. Dalam konteks tersebut, penelitian ini dilakukan dengan mengajukan dua pertanyaan utama berikut, yaitu: Pertama yaitu: bagaimana strategi virtual box pasangan Hendi dan Ita di pilkada Kota Semarang 2020?, Kedua yaitu : apa isu yang diusung paslon Hendi dan Ita dalam kampanye politik di virtual box di pilkada Kota Semarang 2020?
Dalam menjawab kedua pertanyaan utama di atas, penelitian ini menggunakan teori strategi marketing politik sedangkan metode yang digunakan adalah metode penelitian kualitatif dengan pendekatan studi kasus untuk menjelaskan dan melihat bagaimana strategi yang diterapkan Hendi dan Ita dalam Pilkwalkot Semarang 2020. Dengan melakukan observasi lapangan, dilakukan proses wawancara, dokumentasi juga studi literatur dari tulisan-tulisan yang sebelumnya, Analisis data ini dilakukan dilapangan untuk menggambarkan kampanye virtual box pasangan Hendi dan Ita dikaitkan dengan teori marketing politik.
Studi ini menunjukan bahwa: 1. Hendi dan Ita menggunakan media virtual box sebagai kampanye. Strategi tersebut sebagai penguat jaringan elektabilitas suara kandidat untuk menggunakan strategi marketing politik yang meliputi Segementasi, Targeting, Postioning. 2. Isu yang diangkat oleh Hendi dan Ita yaitu waspada terhadap isu Covid-19 yang dijadikan bahan untuk mencegah pemilih hadir di Tempat Pemungutan Suara (TPS). Analisa dalam kemenangan Hendi dan Ita didukung oleh tim yang solid dengan mendorong partisipasi pemilih,serta banyak pendukung non partai politik seperti lintas agama , serta organisasi kaum milenial di kota Semarang. Pasangan Hendi dan Ita memiliki elektabilitas yang tinggi di masyarakat banyak di dukungnya dari Lembaga partai politk maupun non partai politik yang mampu memperoleh suara masyarakat di dalam pilkada Kota Semarang 2020.
ABSTRACT:
This study focuses on campaign strategies in the virtual space of Hendrar Prihadi and Hevearita Gunaryanti Rahayu Pilwalkot (Hendi and Ita) Semarang City 2020. Hendi and ita are incumbent candidates in the 2020 Semarang City Elections contestation. -19. In this context, this research was conducted by asking the following two main questions, namely: First, namely: how is the virtual box strategy of the Hendi and Ita pair in the 2020 Semarang City election? box in the 2020 Semarang City election?
In answering the two main questions above, this study uses the theory of political marketing strategy while the method used is a qualitative research method with a case study approach to explain and see how the strategies applied by Hendi and Ita in the 2020 Semarang City Elections. interviews, documentation as well as literature studies from previous writings. This data analysis was carried out in the field to describe the virtual box campaign of the Hendi and Ita couple associated with political marketing theory.
This study shows that: 1. Hendi and Ita use virtual box media as a campaign. This strategy is to strengthen the electability network of candidates' votes to use political marketing strategies which include Segmentation, Targeting, and Positioning. 2. The issue raised by Hendi and Ita was being aware of the Covid-19 issue which was used as material to prevent voters from attending the polling station (TPS). The analysis of Hendi and Ita's victory is supported by a solid team by encouraging voter participation, as well as many non-political party supporters such as interfaith and millennial organizations in the city of Semarang. The Hendi and Ita pair have high electability in the community, many of them are supported by political party institutions and non-political parties who are able to gain public votes in the 2020 Semarang City election

No full textThe Ombudsman study explains the lack of complaints not because of the performance of public services either, in fact people are reluctant to complain because it is considered not to bring any changes to the public service. The central government develops the LAPOR / Aspirations and Online People's Complaint Service, based on electronic applications, targeting in 2017 all Institutions / Ministries / BUMN / D / LGs can be integrated into the LAPOR program in order to improve the quality of public services. In 2016 the city government of Semarang began to implement the LAPOR policy with the name of Lapor Hendi. This policy is categorized as the use of electronic facilities by government / e-government in the field of public services, specifically the public service complaints management section.
The objective of this research is to know Lapor Hendi process as public policy which is electronic from the side of its policy resources, using theory of policy resources from Harvard JFK School Of Government study, that is from Support, Capacity and Value aspect. Researched with descriptive kuaitatif method, by way of data retrieval through interviews, observation, and literature study.
The result of the research shows that from the support side, there is support from the regulation of mayor that regulate Lapor Hendi, commitment in the form of routine report discussions, the allocation of physical infrastructure as the facilities and infrastructure of the activity, and also the socialization of Lapor Hendi indirectly to the community. In terms of capacity, the financial program of Lapor Hendi has been allocated to APBD, institutional, human resources managers and implementers along with technology infrastructure has been provided for this program. In terms of Value, there are 3 parties who get from the benefits of Lapor Hendi policy, the community both Semarang City and outside the city of Semarang that utilize the facilities of Semarang City, Semarang City Government, and Profit Organization
Going Beyond Counting First Authors in Author Co-citation Analysis
No full textThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
