    An artisanal type of cage was fabricated at Mandapam Regional Centre with 6×6 m outer and 5×5 m inner square frame, which is made of 50mm GI pipe for farming demonstrations involving local fishermen at Vethalai village, Ramnad District, Tamil Nadu.The ongoing pompano farming demonstration in an artisanal type of sea cages is a way forward for the spread of mariculture in India.     Artisanal innovation in cage farming of pompano at Vethalai, Ramanathapuram

    On 25th July 2012, pompano from an artisanal cage was harvested. The total harvest was 92 kg, the length and weight ranges observed were 16 to 32 cm and 62 to 433 grams.The harvest was handed over to the farmer Shri.Nagadoss by Dr. G.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods

    Not AvailableThe impact of motorization of traditional craft on two fisheries resources, viz. tunas and whitebait anchovies, was studied. A conspicuous increase in the annual tuna catch was seen from 1984 due to the increased effort expended by the motorized craft by using more units of drift nets, hooks and lines than non-motorized craft. The tuna landing increased from 361 tonnes during the pre-motorization period to 1976 tonnes during the motorization period. On the contrary, the anchovy landing came down from 580 tonnes during the pre-motorization period to 386 tonnes on motorization. A decline was noticed in the effort expended for whitebait anchovies but the catch rate did not show a steep decline which indicated that the reduction of effort was not due to the decrease in the catch rate. The shifting over of motorized units to drift net and hooks and lines operation seems to be the major reason for the decline in the effort of boat siene and nelholi vala which are the main gears for whitebait anchovies. It spread to northern and southern areas by 1983 (Balan et al. 1989). At Vizhinjam, the most important fish landing centre in Trivandrum, the motorization was initiated during the middle of 1982. An account of the traditional fishery in the area has been given by Luther et al. (1982) and Nair et al.     Fast Regression of the Tritium Breeding Ratio in Fusion Reactors

    The tritium breeding ratio (TBR) is an essential quantity for the design of modern and next-generation D-T fueled nuclear fusion reactors. Representing the ratio between tritium fuel generated in breeding blankets and fuel consumed during reactor runtime, the TBR depends on reactor geometry and material properties in a complex manner. In this work, we explored the training of surrogate models to produce a cheap but high-quality approximation for a Monte Carlo TBR model in use at the UK Atomic Energy Authority. We investigated possibilities for dimensional reduction of its feature space, reviewed 9 families of surrogate models for potential applicability, and performed hyperparameter optimisation. Here we present the performance and scaling properties of these models, the fastest of which, an artificial neural network, demonstrated R2=0.985R^2=0.985 and a mean prediction time of 0.898 μs0.898\ \mu\mathrm{s}, representing a relative speedup of 81068\cdot 10^6 with respect to the expensive MC model. We further present a novel adaptive sampling algorithm, Quality-Adaptive Surrogate Sampling, capable of interfacing with any of the individually studied surrogates. Our preliminary testing on a toy TBR theory has demonstrated the efficacy of this algorithm for accelerating the surrogate modelling process.Comment: 13 pages, 8 figure

    The Right to Strike under the United States Constitution: Theory, Practice, and Possible Implications for Canada

    Answering critics of the Canadian Supreme Court's judgment in B.C. Health, the author argues that the Court laid the foundation for a principled and durable doctrine protecting constitutional labour rights, one that goes directly to the heart of the matter — the inequality of workers’ power in the employment relation. In the author’s view, two paths could lead from B.C. Health to the recognition of Charter protec- tion for a right to strike: one that treats the right as an accessory to col- lective bargaining, and one that upholds the right directly on the basis of the Charter values of equality and participation. The author supports the latter approach, contending that constitutional rights should be defined in relation to fundamental values, in a way that is not contingent on time-bound or fact-sensitive assessments about the role of strikes within a particular collective bargaining regime. Although a Charter right to strike may involve the courts in difficult choices about when to defer to legislative policy decisions, and courts may lack the institutional capac- ity to deal effectively with labour law issues, the author points out that judges can look to ILO standards for expert guidance. Noting that the U.S. experience in this area might be of considerable use to Canadians, the author concludes by providing an overview of American case law concerning a constitutional right to strike.Peer reviewe
