Cities and energy consumption: strategies for an energy saving planning
A growing body of international researchers has been studying the complex relationship between cities and energy consumption so to support local policy makers’ decisions and foster the transition towards a low-carbon future. However, despite the great interest of the literature for this topic, a consistent number of interactions between urban features and energy use at urban scale still lacks consensus. Therefore, this research aims to identify the urban factors that significantly affect a city’s energy and carbon footprint, thus supporting policy-makers in the definition of effective strategies and policies that can be implemented on an urban scale to reduce energy consumption and resulting CO2 emissions.
Using a holistic approach rather than a sectorial one, we consider together a comprehensive set of urban factors – physical, functional, geographical, and socio-economic – describing the complexity and multidimensionality of cities for measuring their impacts on CO2 emissions. The results of the statistical analyses show that the two main categories of urban factors directly affecting CO2 emissions per capita are the geographical and physical features, whereas the functional and socio-economic characteristics of urban areas have an indirect effect on CO2 emissions. In other words, the climate condition of a city and its physical structure (both in terms of urban density and buildings characteristics) are in large part responsible for the use of energy and the resulting CO2 emissions within the urban perimeter. Given that the geographical factors of cities cannot be changed by human intervention, the key role of urban policies and spatial planning in addressing energy and environmental issues becomes of strategic importance for addressing climate change

Tese (doutorado) - Universidade Federal de Santa Catarina, Centro de Comunicação e Expressão.Esta tese propõe uma leitura revisionista da poesia contemporânea através do exame do caso de um dos mais esquecidos escritores norte-americanos do século XX: Laura (Riding) Jackson (1901-1991). O objetivo é demonstrar que Riding não apenas possuía uma poética definida e singular, mas que ela permanece uma das instâncias mais extremas e paradoxais do modernismo anglo-americano, a ponto de Riding abandonar a escrita da poesia em 1938. Recorrendo a conceitos de "formação do cânone" bem como às noções de "discurso" e "função do autor", em Foucault, investigo a construção do cânone da poesia moderna anglo-americana, recuperando o contexto e as circunstâncias da ocultação de Riding. Enquanto cubro os "discursos" poéticos em circulação na primeira metade do século XX-o "imagismo" de Pound, a "dissociação da sensibilidade", "impersonalidade" e "tradição" de Eliot, a "unidade orgância" e "ambigüidade" da Nova Crítica-ofereço um panorama crítico de modernismos alternativos sendo articulados à época. Minha intenção é demonstrar que os poemas de Riding são expressões vigorosas de um escritor para quem "a mente pensando se torna a força ativa do poema", para usar a apta formulação de Charles Bernstein. Entre minhas descobertas sobre as várias e complexas razões que levaram à não-canonização de Riding estão a hegemonia da Nova Crítica, o exílio voluntário de Riding da cena literária (onde são feitas ou desfeitas as reputações), sua recusa em ser antologiada, bem como em ser explicada em termos críticos que não os dela. Todos esses fatores, mais a "dificuldade" de sua poesia, contribuíram para fazer de Riding "a maior poeta esquecida da poesia norte-americana", como escreveu Kenneth Rexroth. Ajudado pelos insights de dois importantes críticos de poesia norte-americana, Charles Bernstein e Marjorie Perloff, defendo que a "poesia da mente" de Riding-onde o que está em jogo é que o que pensamos ser a nossa realidade-representa uma mudança radical no paradigma da poética modernista: de uma poesia centrada na imagem para uma poesia centrada na linguagem. Focalizando a experiência consciente e o tempo duracional do pensamento presente em seus poemas, concluo que as "pensagens" de Riding têm o objetivo preciso de constatar um fato universal: enquanto seres humanos e pensantes, estamos numa condição permanente chamada linguagem
Cities and Energy Consumption: a Critical Review
The relationship between cities and energy consumption has been of great interest for the scientific community for over twenty years. Most of the energy consumption, indeed, occurs in cities because of the high concentration of human activities. Thus, cities are responsible for a big share of carbon dioxide emissions (CO2). However, the debate on this topic is still open, mainly because of the heterogeneity of published studies in the selection, definition and measurement of the urban features influencing energy consumption and CO2 emissions, as well as in the choice of the energy sectors to be considered, in the territorial scale of analysis, and in the geographical distribution of the sample. Therefore, the goal of this research is to systematize and compare the approach, methodology and results of the relevant literature on the relationship between cities and energy consumption over the last twenty years. Furthermore, this critical review identifies the knowledge gap between what is known and what is still under debate and, based on that, it proposes a conceptual framework that will help to outline a new direction for future research and support local policy makers in the definition of strategies and actions that can effectively reduce urban energy use and CO2 emissions

Heritage tourism: a case study of the Laura Ingalls Wilder Heritage Site at Pepin, Wisconsin
Plan BMany things must be taken into consideration when developing a heritage tourism site. It can be a wonderful opportunity for the community involved to benefit economically and historically. Heritage tourism can keep alive the heritage and traditions of the communities past. When it is discovered that a heritage site exists, the first step is to consult with the community. A site will not succeed without the acceptance and assistance from the community involved. Once the interest is known, the development process can proceed. After determining that there is a heritage tourism site possibility in their area, a commumity must do research to determine the feasibility of the site, what will make it a success, and how to obtain that success. This study will examine a community with a heritage tourism site that has been successful in developing and maintaining it's site. By conducting this study, other communities seeking information for developing their site will have an example and tool to work with. The site chosen for this study is the Laura Ingalls Wilder site in Pepin, Wisconsin. The town is rich with it's heritage associated with Laura Ingalls Wilder. The development and success for this town will be documented through this study. Laura Ingails Wilder is a perfect choice for examining heritage tourism. The author of many American Pioneer books, she has become famous all over the world. In turn all places that she or her family members lived are or are becoming heritage tourism sites. There are older ones that have been in progress for some years, such as the one in Pepin, and there are ones that are being discovered through the popularity of new books written about Laura's family. These communities would benefi greatly from the information this study will produce. Without the bene-fit of this knowledge communities who are unaccustomed to tourism or the way the other Laura Ingalls Wilder sites operate, may make terrible errors in development, tarnishing the site. This may also reflect badly on the other Laura Ingalls Wilder sites. It is important for new Wilder sites to examine all information and know exactly what they are doing when developing the site. If all the Laura Ingalls Wilder sites can benefit from each other's knowledge and experience it will greatly increase the market for all sites. The more detailed and expansive the sites are about their knowledge and sites to see, the more people are going to want to travel to as many sites as possible, learning all they can about the life of Laura Ingalls Wilder and her family. These sites not only attract Laura Ingalls Wilder fans but all people that are interested in the American Pioneer period of the United States history. This study will provide the knowledge for communities who are developing heritage tourism sites, especially those focusing on Laura Ingalls Wilder. This is a very important study for tourism and especially heritage tourism. When a heritage site is discovered communities run into the barrier of not having the experience and knowledge to develop the site properly. This study will analyze tourism in Pepin, Wisconsin to determine it's successfulness due to the fact that it is a Laura Ingalls Wilder heritage tourism site, and Wfit was developed in a way to provide tourists with a view of Laura Ingalls Wilder's past and the past of many Pioneer Americans. By studying this subject it will allow for many people to benefit. Tourist who are seeking the pleasure of the knowledge of the past, and communities who want to preserve their past and profit from tourism
Partecipazione e programmazione sociale: i Tavoli Tematici nei Piani di Zona della Provincia di Torino
SMART GOVERNANCE. LA DIMENSIONE DELLA COMPETITIVITÁ
n the last decade, several studies have developed and updated different rankings of countries, regions and cities in order to describe and measure their performance in a varied urban aspects, including economic and social ones. In particular, as the number of composite indexes developed worldwide is growing, in the last years, one of the topics that has mostly attracted the interest of academia, and even beyond, is that of the Smart City. In this context, this chapter aims at the development of a composite indicator to measure and compare the inclination to smartness of twelve Italian metropolitan cities, where several initiatives have been carried out to improve their level of smartness. The index has been constructed based on six main dimensions – people, economy, environment, mobility, governance and living – which have been considered the pillars of urban intelligence. Furthermore, a multivariate statistical analysis has been applied to the set of data in order to identify the principal factors that structure urban smartness within the Italian context. The comparison amongst these cities based on the index and the mutivariate analysis has provided interesting findings about the strenghts and weaknesses of the initiatives developed by each city, as well as about the large gap between the most virtuous realities, all located in the central-northern part of the country, and the laggards. These results represent a useful support in order to understand if and how these metropolitan areas are ready to carry out the tasks the n.56/2014 Law has assigned them
Partecipazione e programmazione sociale: i Tavoli Tematici nei Piani di Zona della Provincia di Torino
Il focus del presente contributo è costituito dalla dimensione partecipativa di specifiche politiche di programmazione sociale: i Piani di Zona (PdZ). Tali politiche, introdotte dalla l. 328/2000 “Legge quadro per la realizzazione del sistema integrato di interventi e servizi sociali”, cosiddetta “Legge Turco”, costituiscono lo strumento fondamentale per definire e costruire, attraverso “la partecipazione attiva dei cittadini, il contributo delle organizzazioni sindacali, delle associazioni sociali e di tutela degli utenti”, un sistema locale integrato di interventi e servizi sociali, in una logica di “promozione della solidarietà sociale” e di empowerment, ossia di “valorizzazione delle iniziative delle persone, dei nuclei familiari, delle forme di auto-aiuto e di reciprocità e della solidarietà organizzata”. Il Piano di Zona, dunque, nell’ambito della programmazione e del governo delle politiche sociali, si pone quale strumento strategico partecipato e territoriale. Da un lato, infatti, è la risultante di un processo di pianificazione consensuale fondato sulla concertazione tra una pluralità di attori, istituzionali e non; dall’altro, è organizzato per ambiti territoriali sovra-comunali, spesso corrispondenti ai distretti socio-sanitari, che perimetrano l’area della comunità partecipante.
I Piani di Zona sono stati scelti quali oggetto di indagine in quanto rappresentano un caso emblematico di “politiche di nuova generazione”; al pari, certo, di altre policies, quali ad esempio le politiche di rigenerazione urbana e quelle ambientali di Agenda 21, ma meno studiate, pur incidendo allo stesso modo sulla vita dei cittadini. Non vi è dubbio, infatti, che i Piani di Zona rientrano a pieno titolo tra quelle policies che segnano il passaggio da un paradigma burocratico dell’amministrazione pubblica, ancora sostanzialmente riconducibile alla lezione weberiana, a un paradigma cosiddetto post-burocratico (Barzelay 1992), che contrappone al government la governance (Rodhes 1996; Mayntz 1999); al coordinamento negativo o sequenziale la partecipazione, ossia il coordinamento positivo o simultaneo (Scharpf 1994); alla conformità alle regole l’orientamento ai risultati (Osborne e Gaebler 1992); alla gerarchia e alla verticalità la rete e l’orizzontalità; agli atti unilaterali gli accordi volontari e i contratti (Bobbio 2000; Perulli 2004); al mero controllo l’apprendimento; alle prassi consolidate la sperimentazione; e, per finire, alla tendenza a limitare la discrezionalità quella a favorire l’innovazione (Girotti 2007).
La dimensione partecipativa dei PdZ rappresenta invero solo una parte dell’oggetto di studio della ricerca da cui questo articolo scaturisce. Tale oggetto, infatti, è costituito dalla totalità dei processi decisionali che, nel corso del I° triennio di programmazione dei PdZ nella Provincia di Torino, si sono sviluppati all’interno delle politiche di pianificazione zonale. Più in dettaglio, particolare attenzione è dedicata a tre differenti aspetti di questi processi: l’interazione e l’integrazione tra la componente tecnica e la componente politica degli Enti che hanno gestito la programmazione; i rapporti tra le istituzioni coinvolte (Consorzi socio-assistenziali o Comunità Montante, ASL e Comuni) nei singoli processi di pianificazione; le relazioni tra soggetti istituzionali e soggetti appartenenti alla società civile più o meno organizzata.
La ricerca condotta risponde a un disegno quali-quantitativo. Gli strumenti di rilevazione prescelti sono infatti due: interviste in profondità su traccia strutturata e batterie di domande chiuse autosomministrate agli intervistati in presenza degli intervistatori. Gli intervistati, fonte primaria di questo contributo, sono i responsabili dei servizi sociali degli enti gestori attivi sul territorio provinciale torines

Reviews the historical context of core journal lists, current uses in collection assessment, and existing methodologies for creating lists. Outlines two next generation core list projects developing new methodologies and integrating novel information/data sources to improve precision: a national-level core psychology list and the other a local institutional core list for the interdisciplinary field of urban studies and planning.
