Esse autor inova ao apresentar uma proposta de reforma que pretende solucionar de forma conjunta os problemas políticos e sociais de sua época. Questões como a educação, a abolição da escravidão, a imigração estrangeira, a liberdade de cabotagem, são alguns dos temas levantados pelo autor nesse sentido. Pretendia propor um modelo de Estado que tinha como principal objetivo o desenvolvimento moral e material do país. Para tanto adotou a via da descentralização política e administrativa, como forma de promoção de uma política voltada para a liberdade, preocupada com a sorte do povo e comprometida com o desenvolvimento do país. Assim, pretendeu-se relacionar os direitos fundamentais defendidos e promovidos pelo autor para demonstrar que a descentralização aparece como aspecto fundamental para o exercício da liberdade e à promoção do progresso. Abstract: In this paper we explore the idea of political and administrative decentralization in Brazil during the Empire, the political thoughts of Tavares Bastos. This author innovates to propose a reform intended to address jointly the political and social problems of his time. Issues such as education, the abolition of slavery, foreign immigration, freedom of cabotage between ports, are some of the issues brought by the author in this regard. He intended to propose a model of state which had as main objective the moral and material development of the country. For both adopted the path of political and administrative decentralization as a way of promoting a political freedom, worried about the fate of the people and committed to the development of the country. Thus, we sought to relate the fundamental rights protected and promoted by the author to demonstrate that decentralization appears as a fundamental aspect to the exercise of freedom and the promotion of progress
New algorithms for Quadratic Unconstrained Binary Optimization (QUBO) with applications in engineering and social sciences
No full textThis dissertation investigates the Quadratic Unconstrained Binary Optimization (QUBO) problem, i.e. the problem of minimizing a quadratic function in binary variables. QUBO is studied at two complementary levels. First, there is an algorithmic aspect that tells how to preprocess the problem, how to find heuristics, how to get improved bounds and how to solve the problem with all the above ingredients.
Second, there is a practical aspect that uses QUBO to solve various applications from the engineering and social sciences fields including: via minimization, 2D/3D Ising models, 1D Ising chain models, image binarization, hierarchical clustering, greedy graph coloring/partitioning, MAX-2-SAT, MIN-VC, MAX-CLIQUE, MAX-CUT, graph stability and minimum k-partition.
Several families of fast heuristics for QUBO are analyzed, which include a novel probabilistic based class of methods.
It is shown that there is a unique maximal set of persistencies for the linearization model for QUBO.
This set is determined in polynomial time by a maximum flow followed by the computation of the strong components of a network that has 2n+2 nodes, where n is the number of variables. The identification of the above persistencies leads to a unique decomposition of the function, such that each component can be optimized separately. To find further persistencies, two additional techniques are proposed: one is based on the second order derivatives of Hammer et al. [HH81]; the other technique is a probing procedure on the two possible values of the variables.
These preprocessing tools work remarkably well for certain classes of problems.
We improved the Iterated Roof-Dual bound (IRD) of [BH89] by proposing two combinatorial methods: one was named the squeezed IRD; and the second was called the project-and-lift IRD method.
The cubic-dual bound can be found by means of linear programming by adding a set of triangle inequalities to the standard linearization, whose number is cubic in the number of variables. We show that this set can be reduced depending on the coefficients of the terms of the function. This leads to the possibility of computing the cubic-duals of larger QUBOs.Ph.D.Includes bibliographical references (p. 419-435)by Gabriel Tabare

No full textO seguinte trabalho procura analisar as nuances relativas aos sistemas cooperativos de materiais recicláveis da região metropolitana de Goiânia, na qual se objetiva identificar indicadores de autogestão e noções de Economia Solidária a partir de uma ação de extensão e cultura que entrou em contato direto com a realidade presente no trabalho dessas pessoas, afim de establecer uma possível perspectiva para uma consciencia coletiva alheia a lógica capitalista prevalecente no mercado. No full textThis paper aims at analyzing two projects by the Portuguese writer Gonçalo M. Tavares. The dialogical character of his work has attracted critics and readers’ attention around the world. In this essay, we discuss the book series “O Bairro” and Biblioteca, in which there is a reinterpretation of classic authors. The concepts of tradition and canon are revisited here in order to verify how Tavares establishes a dialogical relationship with some of the most important writers in the history of literature, not under the sign of influence, but as the result of the process of reading and creation that the author proposes to himself.</p

The species differs considerably from others in the size and shape of the fruit. It is know only fron the vicinity od São Gabriel da Cachoeira, Amazonas state.Cynometra macrocarpa é uma espécie descoberta para a Amazônia, depois de uma revisão do gênero para as Américas (Dwyer, 1958) e outra para a região (Tavares, 1987). Este taxon difere consideravelmente dos outros já estudados pelo tamanho de seus frutos, e está atualmente registrado para São Gabriel da Cachoeira e áreas próximas, no Estado do Amazonas
