    Samara provincial board: creation and activity in the second half of the XIX century

Автором изучается правовая регламентация губернского правления, показан процесс увеличения его зависимости от власти губернатора. На основе архивных материалов в статье подробно исследуются основные направления деятельности отделений Самарского губернского правления и изменения его внутренней структуры в середине 1860-х гг. Показан процесс роста делопроизводства учреждения, общего расширения объёма его работы, причем, этот процесс сопровождался ростом бюрократизации и снижением самостоятельности учреждения. В работе даются оценки функционирования губернских правлений, сделанные историками государственного управления России. В качестве фундамента исследования выступают делопроизводственные материалы Самарского губернского правления, из фонда Центрального государственного архива Самарской области. The article analyzes the creation and activities of the most important institution of the local administrative apparatus — Samara provincial board, established in 1850 during the formation of the administrative bodies of the established Samara province. The author studies the legal regulation of the provincial government, shows the process of increasing its dependence on the authority of the governor. On the basis of archival materials, the article explores in detail the main lines of activity of the branches of the Samara province government and the changes in its internal structure in themid-1860s. It shows the process of increasing the office work of the institution, the general expansion of its work, and this process was accompanied by an increase in bureaucratization and a decrease in the institution’s independence. The work gives assessments of the functioning of provincial boards, made by historians of state administration of Russia.     We study lagrangian submanifolds of algebraic variety Gr(1, n) equipped with the Kahler form given by the Plucker embedding. We use the correspondence between lagrangian submanifolds of Gr(1, n) and lagrangian submanifolds of variety M_{n-k}, given by symplectic reduction Gr(1, n)//T^k for some specially chosen moment maps, which generate T^k action on Gr(1, n).     Multipoint Lax operator algebras. Almost-graded structure and central extensions

    peer reviewedRecently, Lax operator algebras appeared as a new class of higher genus current type algebras. Based on I.Krichever's theory of Lax operators on algebraic curves they were introduced by I. Krichever and O. Sheinman. These algebras are almost-graded Lie algebras of currents on Riemann surfaces with marked points (in-points, out-points, and Tyurin points). In a previous joint article of the author with Sheinman the local cocycles and associated almost-graded central extensions are classified in the case of one in-point and one out-point. It was shown that the almost-graded extension is essentially unique. In this article the general case of Lax operator algebras corresponding to several in- and out-points is considered. In a first step it is shown that they are almost-graded. The grading is given by the splitting of the marked points which are non-Tyurin points into in- and out-points. Next, classification results both for local and bounded cocycles are shown. The uniqueness theorem for almost-graded central extensions follows. For this generalization additional techniques are needed which are presented in this articl

    AbstractStandardization is one of the tools that can be applied in the continuous improvement of the organization. Standardized work is one of the most powerful but least used lean tools. By documenting the current best practice, standardized work forms the baseline for kaizen or continuous improvement. As the standard is improved, the new standard becomes the baseline for further improvements, and so on. Improving standardized work is a never-ending process. It reduces the variations of the process and improves the quality of products and processes.     Doran-Harder-Thompson Conjecture via SYZ Mirror Symmetry: Elliptic Curves

    We prove the Doran-Harder-Thompson conjecture in the case of elliptic curves by using ideas from SYZ mirror symmetry. The conjecture claims that when a Calabi-Yau manifold X degenerates to a union of two quasi-Fano manifolds (Tyurin degeneration), a mirror Calabi-Yau manifold of X can be constructed by gluing the two mirror Landau-Ginzburg models of the quasi-Fano manifolds. The two crucial ideas in our proof are to obtain a complex structure by gluing the underlying affine manifolds and to construct the theta functions from the Landau-Ginzburg superpotentials.The author would like to thank Yu-Wei Fan, Andrew Harder, Hansol Hong and Siu-Cheong Lau for useful conversations on related topics.     Parameter Choice Optimization of Ventilating Air Cleaning Equipment While Designing and Constructing Industrial Buildings

    AbstractFunctioning of industrial buildings is impossible without correctly organized ventilation system. Its work both regulates heat moist mode and the required indoor air purity that is cleaned with the help of air cleaning equipment. To make decision to construct the required air cleaning equipment at the enterprise a comparative economic assessment of various options is likely to be used, but due to the uncertainty factor, the economic analysis does not always allow to give a definite answer. Therefore, it is worthwhile to give additional parameters and to solve a problem of multicriteria optimization to get the best results. The choice of the best variant is supposed to be carried out using Harrington's desirability function. The conducted multicriteria analysis allowed to reveal optimum characteristics of air cleaning equipment, based on the required purification air degree, the geometrical sizes of the equipment and profit ratio while introducing any particular device
