Leaving No one Behind: Some Conceptual and Empirical Issues
Abstract This paper provides an overview of the conceptual and empirical issues involved in the overarching goal of “leaving no one behind” (LNOB). After reviewing some existing documents on the topic, it proposes ways to operationalize LNOB, discusses whether to take a country-focused or person-focused approach, examines various (multidimensional) ways to measure those who are left behind, argues for grounding LNOB on intrinsic and instrumental reasons, suggests ways to identify those at risk of being left behind, and discusses difficult trade-offs with other SDGs for an agenda focused on LNOB
Inequalities and social progress in the future
World inequalities have evolved in a complex way over the past few decades. The economic emergence of several developing countries with large populations has lowered global inequality, while the widening of inequalities within countries has served to increase it. Many future evolutions are possible. The baseline scenario would see the world go back to a nineteenth-century pattern of large social inequalities. Less unequal scenarios could involve political intervention to reduce inequalities domestically, or quicker convergence between countries. In all scenarios, the convergence of living standards will raise serious environmental challenges

Ex post inequality of opportunity comparisons
In this paper we propose different criteria to rank income distributions according to equality of opportunity. Different from existing ones, our criteria explicitly recognize the interplay between circumstances and effort. We characterize them axiomatically and we compare them with existing criteria; then we propose some scalar measures. We show that our ex post criteria are mostly obtained from seemingly ex ante properties. In the second part of the paper we apply our new criteria to measuring inequality of opportunity in Germany. We illustrate our ex-post inequality of opportunity approach based on classes by means of the German Socio-Economic Panel (SOEP) for the first decade of the 2000s

We study the difficulties pertaining to the definition of an intertemporal social objective. A brief description of Ramsey's and Koopmans' contributions is followed by a distinction between the finite horizon case, in which the absence of discounting is easily defended, and the infinite horizon case, which exhibits a seemingly fundamental incompatibility between impartiality and the Pareto principle. Nous tentons d'éclairer les difficultés soulevées par la définition d'un objectif social intertemporel. Un rappel historique des réflexions de Ramsey et de Koopmans est suivi d'une distinction entre le cas de l'horizon fini, où l'on peut défendre l'absence d'actualisation, et celui de l'horizon infini, où une incompatibilité apparemment essentielle entre impartialité et Pareto-optimalité ne permet pas de définir un critère entièrement satisfaisant. Valeurs, volumes et partages volume‑prix : sur quelques questions (re)soulevées par la crise sanitaire / Values, Volumes and Price‑Volume Decompositions: On Some Issues Raised (Again) by the Health Crisis
The health crisis has highlighted the need for national accounts able to trace the activity and financial situations of various groups of economic agents as quickly as possible. It also raises several questions about how real GDP aggregates quantities of heterogeneous goods and services that meet very different needs, the relative priorities of which have been, at least temporarily, affected by the crisis. We focus on two aspects of this question : the theoretical properties of chaining volumes at market prices for the market component of GDP and the related problems of measurement and aggregation for its non-market components. Beyond the short-term shock, the crisis provides an opportunity to revisit some substantive issues regarding the interpretation of production and volume growth indicators, issues that the post-crisis period should continue to fuel.La crise sanitaire a fait ressortir le besoin de comptes nationaux pouvant retracer aussi rapidement que possible l’activité et les situations financières des différents groupes d’agents économiques. Mais elle pose aussi plusieurs questions sur la façon dont le PIB en volume agrège des quantités de biens et services hétérogènes qui répondent à des besoins très différenciés et dont la crise a, au moins temporairement, modifié les priorités relatives. On se focalise sur deux aspects de cette question : les propriétés théoriques de l’agrégation par chaînage aux prix de marché pour ce qui concerne la part marchande du PIB, et les problèmes joints de mesure et de signification de l’agrégat pour ses composantes non marchandes.
