Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more

The Right to Strike under the United States Constitution: Theory, Practice, and Possible Implications for Canada
Answering critics of the Canadian Supreme Court's judgment in B.C. Health, the author argues that the Court laid the foundation for a principled and durable doctrine protecting constitutional labour rights, one that goes directly to the heart of the matter — the inequality of workers’ power in the employment relation. In the author’s view, two paths could lead from B.C. Health to the recognition of Charter protec- tion for a right to strike: one that treats the right as an accessory to col- lective bargaining, and one that upholds the right directly on the basis of the Charter values of equality and participation. The author supports the latter approach, contending that constitutional rights should be defined in relation to fundamental values, in a way that is not contingent on time-bound or fact-sensitive assessments about the role of strikes within a particular collective bargaining regime. Although a Charter right to strike may involve the courts in difficult choices about when to defer to legislative policy decisions, and courts may lack the institutional capac- ity to deal effectively with labour law issues, the author points out that judges can look to ILO standards for expert guidance. Noting that the U.S. experience in this area might be of considerable use to Canadians, the author concludes by providing an overview of American case law concerning a constitutional right to strike.Peer reviewe
Études sur l’intermédialité d’Aleksandar Flaker à Viktor ŽmegaČ. Les instruments de musique dans le Livre Boccadoro de Milan Begović
Intermedijalne studije Aleksandra Flakera i Viktora Žmegača susrele su se u više navrata, a posebno plodonosno u istraživanju književnog djela Milana Begovića. Analiza nastoji pokazati da je Milan Begović, uz druge pjesnike svoje generacije od S. Georgea do G. D’Annunzija, bio senzibilan na dimenziju zvukovnosti (izvanjskoga i unutarnjega) svijeta, i posebice za uključivanje niza motiva sastavljenog od glazbala impresionističko-realističke i simboličke funkcije, na način koji je proslavio Paul Verlaine i za koji će se opredijeliti mnogi pjesnici fin de sièclea. Begovićeva Knjiga Boccadoro prikuplja impresije verlenovske poezije, izravno ili posredno, putem talijanske i njemačke poezije, orkestrirajući pjesničke misli violinama, frulama, harfama, citrama, lirom, pianinom, ponavljajući dakle verlenovski sastav, ali obogaćujući ga primjerice metalnom mističnom raskoši srebrnih trublja i orguljnih cijevi. Begović je u Knjizi Boccadoro želio prikazati antimodernistički svijet odmaka od suvremenog prostora i vremena, najbliži, premda najvjerojatnije posredno (posredstvom D’Annunzijeve lirike), Verlaineovim Galantnim svetkovinama. Begović će nakon zbirke Knjiga Boccadoro, uz impresionističke poticaje verlenovskog tipa preuzete posredovanjem poglavito talijanske i njemačke književnosti, ali i općim poznavanjem francuskih izvora, dograditi poetski izraz novim stilskim mogućnostima modernizma, no nikada neće napustiti sklonost gradbi poetskih slika uz pomoć različitih kvaliteta glazbala. Poredbeno čitanje Begovićeve zbirke prema modelima zagrebačke književnoznanstvene škole pokazuje da se ni Aleksandar Flaker ni Viktor Žmegač ne pomiču naglim zaokretom ili odmakom od ishodišnog imanentizma prema intermedijalnim istraživanjima, nego postupnom dogradnjom, pri čemu imanentan pristup ostaje u velikoj mjeri implicitan (pa mu se Flaker i Žmegač s lakoćom mogu vratiti), a s druge je strane već u najranijim tekstovima obaju autora lako zamijetiti kulturološke sastavnice bez kojih bi proučavani književni tekstovi ostali bez opisa osnovnih odrednica gradbe, tj. bez opisa fikcionalnog svijeta, svijeta koji po mjeri čovjeka nužno čine parametri prostora i vremena, unutarnjega i vanjskoga.Les études sur l’intermédialité menées par Aleksandar Flaker et Viktor Žmegač se sont croisées à plusieurs reprises, mais c’est à propos l’œuvre littéraire de Milan
Begović que leur rencontre a été la plus fertile. Leur analyse s’efforce de montrer que Milan Begović, parmi d’autres poètes de sa génération (de S. George à G.
D’Annunzio), était sensible à la dimension sonore du monde (extérieur et intérieur), et particulièrement enclin à introduire divers motifs puisant aux instruments de musique, auxquels il attribuait une fonction impressionniste, réaliste et symbolique, à la manière que Paul Marie Verlaine rendit célèbre, et pour laquelle optèrent maints poètes de la fin de siècle. Dans son Livre Boccadoro (Knjiga Boccadoro), Begović reprend les impressions de la poésie verlainienne de façon directe ou indirecte, par le truchement des poésies italienne et allemande, offrant aux pensées poétiques une orchestration de violons, flûtes, harpes, cithares, lyres, piano, puisant ainsi à la composition verlainienne, mais en l’enrichissant, par exemple en y faisant pénétrer
le faste mystique aux éclats métalliques des trompettes d’argent et des orgues. Avec son Livre Boccadoro (Knjiga Boccadoro) Begović a voulu montrer le monde antimoderniste
du retrait face à l’espace et au temps contemporains, le monde le plus proche – quoique fort probablement de façon indirecte (par le truchement de la poésie lyrique de D’Annunzio) – des Fêtes galantes de Verlaine. Après son recueil Knjiga Boccadoro, Begović va, en puisant aux impulsions à la manière de Verlaine que recèlent
les littératures italienne et allemande, mais aussi à sa connaissance des sources fran- çaises, hisser plus loin encore son expression lyrique grâce aux nouveaux moyens
qu’offre le style moderniste, sans toutefois renoncer à son goût pour l’élaboration des images poétiques avec le concours des diverses qualités des instruments de
musique. Une lecture comparative du recueil de Begović guidée par les modèles de l’école littéraire scientifique de Zagreb montre que ni Aleksandar Flaker ni Viktor
Žmegač n’effectuent un écart brutal vis-à-vis de l’immanentisme originel quant aux recherches sur l’intermédialité, mais réalisent plutôt des avancées graduelles laissant l’approche immanente grandement implicite (ce qui permet à Flaker et Žmegač d’y revenir d’autant plus aisément). Par ailleurs, dès leurs premiers textes, il est aisé d’observer chez ces deux auteurs les composantes culturologiques sans lesquelles les textes littéraires qu’ils analysaient n’auraient pu donner lieu à une description des principes directeurs fondamentaux de leur structure, c’est-à-dire une description du monde fictionnel, monde à la mesure de l’homme nécessairement constitué par les paramètres de l’espace et du temps, de l’intérieur et de l’extérieur
G-Rank: Unsupervised Continuous Learn-to-Rank for Edge Devices in a P2P Network
Ranking algorithms in traditional search engines are powered by enormous training data sets that are meticulously engineered and curated by a centralized entity. Decentralized peer-to-peer (p2p) networks such as torrenting applications and Web3 protocols deliberately eschew centralized databases and computational architectures when designing services and features. As such, robust search-and-rank algorithms designed for such domains must be engineered specifically for decentralized networks, and must be lightweight enough to operate on consumer-grade personal devices such as a smartphone or laptop computer. We introduce G-Rank, an unsupervised ranking algorithm designed exclusively for decentralized networks. We demonstrate that accurate, relevant ranking results can be achieved in fully decentralized networks without any centralized data aggregation, feature engineering, or model training. Furthermore, we show that such results are obtainable with minimal data preprocessing and computational overhead, and can still return highly relevant results even when a user’s device is disconnected from the network. G-Rank is highly modular in design, is not limited to categorical data, and can be implemented in a variety of domains with minimal modification.
