EFEKTIVITAS IMPLEMENTASI PENANGANAN LAPORAN MALADMINISTRASI DI OMBUDSMAN RI PERWAKILAN JAWA TIMUR
Maladministration in public service delivery remains a critical issue in establishing a responsive and accountable bureaucracy. The Indonesian Ombudsman serves as an oversight institution tasked with addressing public complaints related to suspected administrative misconduct. This study adopts a descriptive qualitative approach, utilizing data collection techniques such as observation, interviews, and documentation. The research was conducted at the East Java Regional Office of the Indonesian Ombudsman. Field findings indicate that the effectiveness of maladministration complaint handling still encounters several challenges, including limited resources, low public participation, and suboptimal coordination among related institutions. The study applies the implementation framework proposed by Sanford and Moulton, which emphasizes three key indicators: the context of change, core program design, and technical-adaptive challenges. The analysis reveals that although the implementation of complaint handling has shown progress, its overall effectiveness has yet to reach its full potential. This research aims to analyze the effectiveness of maladministration complaint handling and to identify the barriers encountered during its implementation at the East Java Office of the Indonesian Ombudsman
URGENSI IHDAD DALAM IDAH MENURUT MAZHAB SYAFI’I STUDI KITAB KIFAYAH AL- AKHYAR FI HALLI GAYAH AL-IKHTISAR
Islam is a religion brought by the Prophet Muhammad to solve various problems, including the problem of ihda>d in idah. The problem of ihda>d has been discussed in several fiqh books of Maz|hab Sya>fi’i, one of which is in the book Kifa>yah al- Akhya>r by Syaikh Abu> Bakr ibnMuhammad al-Husaini> al-H}is}ni>. In the book he explains that ihdad is obligatory for wives whose husbands die, but if the wife is divorced by her husband then the law of ihda>d is sometimes sunnah or sometimes obligatory depending on the level of divorce that t}alaq on the wife. If it is a raj'i divorce then ihda>d is sunnah, but if it is a ba'in divorce then ihda>d is obligatory. This information is very contrary to the basic law of ihda>d , which is required for wives who are left dead by their husbands.
The research method that will be used by the author to solve the above problem is a qualitative method that is library research, namely research that uses library data to find data, with primary data sources in the form of the book Kifa>yah al- Akhya>r, as well as other opinions from books and books of scholars both salaf and khalaf as secondary data sources. Then the subject matter will be examined using descriptive methods and analyzed using the Maqa>sid asy-Syari>'ah theory of Ima>m asy-Syātibi.

KASYF PHENOMENON IN THE DEFOCALIZATION OF RATIONALITY: A MAGICAL REALIST PERSPECTIVE ON GUS MUS’S GUS JAKFAR
Gus Jakfar won the best short story in Kompas daily in 2004. This short story by Gus Mus tells of the story of a character named Gus Jakfar who has the privilege of forseeing other people’s fate just by looking at ‘signs’ (kasyf). Later, Gus Jakfar stopped seeing signs after his trip to meet Kiai Tawakkal. The phenomenon of seeing precognitive signs cannot be rationally understood by modern knowledge. The study of Gus Jakfar in the present article adopts magical realism from Wendy B. Faris’ perspective as a theoretical framework to examine kasyf as a defocalization narrative in short stories. The method of this study is descriptive analysis. The evidence to support the analysis includes words, phrases and sentences in the short story that are relevant to magical realist perspective, particularly in relation to the five elements of magical realism and defocalization. The analysis and description are carried out after collecting pieces of evidence from the short story. The analysis in this study shows that Gus Jakfar has the five characteristics of magical realism in it. From the five characteristics reflected in the text, there is an element called kasyf that is found to be an attempt of defocalization which is presented by the author using a mirroring technique. Kasyf in this short story is depicted from three perspectives. Although modern rationality has influenced people's identities, the pesantren tradition has not been abandoned. In this context, the kasyf phenomenon is understood as an alternative source of magical knowledge beyond the modern rational knowledge
Peningkatan Pengetahuan tentang Pengelolaan Scabies pada Santriwati Pondok Pesantren Modern: Increased Knowledge about the Management of Scabies in Female Students of Modern Islamic Boarding School
Scabies is a skin disease caused by an infestation of the ectoparasite Sarcoptes scabiei var hominis, which creates tunnels that cause clinical manifestations of itching at night. Health promotion through health hygiene literacy for scabies prevention is essential in various literature. Education is the delivery of health information and an effort to increase motivation/enthusiasm, skills, and confidence in carrying out health actions related to scabies management. According to the author, this comprehensive solution, besides increasing the literacy of individual students and teachers, also increases sustainability in a more comprehensive management of scabies in the future. A total of 60 people, consisting of 56 female students and 4 ustadzah, voluntarily participated in this activity to completion. An indicator of the effectiveness of implementing this activity is improving management knowledge as measured by the participants' pre vs post-test scores. There is a significant average increase in knowledge of scabies management. If we look at the proportion of participants who experienced an increase in their knowledge of scabies management, it was found that 95 percent of the participants had an increase in their knowledge, indicating the effectiveness and sustainability of this educational program. Education that aims to increase knowledge of scabies management as a whole runs effectively and shows the sustainability of this program in the future. These results are expected to increase independence in managing scabies effectively in modern Islamic boarding schools
