The new system of global governance is built in accordance with network principle. The article contains analyzes of the “controlled chaos” phenomenon and its impact on the struggle for power in the world nowadays. U.S. popular culture was considered initially by American political establishment as a mean of entertainment rather than an instrument of foreign policy. Before the Cold War American politicians never seriously thought of creating a cultural institution in the federal government. The paradox is that country where cultural export became later so large-scaled and caused a lot of controversy worldwide, originally demonstrated almost no interest in organized foreign cultural policy making. In the late 1930's and especially after World War II American political elite discovered and confirmed its view of culture as an effective tool of foreign policy, particularly at the ideological level (meanwhile the Soviet Union was leading in that confrontation for a long time - up to Gorbachev`s perestroika - outpacing the USA in production of soft power). Ideological dimension has always been and still remains an integral part of the U.S. foreign cultural policy.Изначально в Соединенных Штатах популярная культура рассматривалась в качестве средства развлечения нежели инструмента внешней политики. До начала «холодной войны» американские политические деятели никогда серьезно не задумывались о создании культурного ведомства в федеральном правительстве. Парадокс заключается в том, что в стране, культурный экспорт которой приобрел позже столь огромный масштаб и вызвал массу противоречий, изначально практически не проявлялся интерес к организованной внешней культурной политике. В конце 1930-х гг., и особенно после Второй мировой войны, в американских политических кругах возникло понимание возможности эффективного использования фактора культуры в качестве действенного орудия на идеологическом уровне, хотя в этом противостоянии долго лидировал Советский Союз (вплоть до горбачевской «перестройки»), опережая США по производству продуктов «мягкой силы». Идеологический аспект был и остается неотъемлемой составляющей внешней культурной политики США
Финансово-экономический кризис как инструмент реализации геополитических интересов США
The article deals with financial and economic crisis, projected by American financial aristocracy to optimize global processes management. Here is the analysis of the way crisis effects global agenda. The article also describes the history of the US Federal Reserve creation and the US economic influence upon the world order. The authors declare that crisis reinforces US role in modern world policy and weakens national governments depending on US dollar incomes.Статья посвящена финансово-экономическим кризисам, используемым американской финансовой аристократией для управления глобальными процессами. Анализируется воздействие кризисов на глобальную расстановку сил, история создания Федеральной резервной системы и формы экономического влияния США на мировой порядок. Авторы констатируют, что кризисы, в силу своей рукотворности, укрепляют положение США в международных делах, одновременно ослабляя остальные национальные правительства, зависимые от долларовых поступлений

The article provides the information on American «soft power» that promotes U.S. national interests worldwide. There is an analysis of the evolution of «national interest» and new forms of U.S. influence on the world order. According to the authors' opinion, the importance of «soft power» issues in foreign policy strategies of the countries will be growing further due to overwhelming interdependence.Авторы изучают американскую «мягкую силу», продвигающую национальные интересы США. Анализируется эволюция «национального интереса», его трансформация и новые формы воздействия на мировой порядок. Rapidities and Observable 3-Velocities in the Flat Finslerian Event Space with Entirely Broken 3D Isotropy
We study the geometric phase transitions that accompany the dynamic rearrangement of vacuum under spontaneous violation of initial gauge symmetry. The rearrangement may give rise to condensates of three types, namely the scalar, axially symmetric, and entirely anisotropic condensates. The flat space-time keeps being the Minkowski space in the only case of scalar condensate. The anisotropic condensate having arisen, the respective anisotropy occurs also in space-time. In this case the space-time filled with axially symmetric condensate proves to be a flat relativistically invariant Finslerian space with partially broken 3D isotropy, while the space-time filled with entirely anisotropic condensate proves to be a flat relativistically invariant Finslerian space with entirely broken 3D isotropy. The two Finslerian space types are described briefly in the extended introduction to the work, while the original part of the latter is devoted to determining observable 3-velocities in the entirely anisotropic Finslerian event space. The main difficulties that are overcome in solving that problem arose from the nonstandard form of the light cone equation and from the necessity of correct introducing of a norm in the linear vector space of rapidities.This paper is a contribution to the Proceedings of the Seventh International Conference “Symmetry in Nonlinear Mathematical Physics” (June 24–30, 2007, Kyiv, Ukraine). Use of Suggestive Techniques in Professional Discourse

профессиональном юридическо-экономическом дискурсе на примере работы персонального ассистента. В статье применяются такие методы исследования, как наблюдение, интроспекция, индукция и анализ. В результате исследования были выделены этапы применения суггестивных
методов в общении ассистента с юристами, проведено сравнение эффективности применения
данных методов в общении с юристами-носителями английского языка и носителями русского
языка, проживающими в США. Выводом данной статьи стало понимание необходимости применения суггестивных методов общения в профессиональном дискурсе, однако качество их воздействия может отличаться в зависимости от адресата сообщения. Данные, представленные в статье,
имеют теоретическую и практическую значимость и могут быть использованы как основа для
дальнейших исследований, а также как учебный материал для сотрудников компаний с целью
повышения эффективности их работы. The subject of this study is the use of the suggestive communication methods in the professional
legal and economic discourse (based on the example of a personal assistant’s work). Such research methods
as observation, introspection, induction and analysis are used in the study. As a result of the research,
the stages of the usage of the suggestive methods in the professional communication between an
assistant and lawyers have been highlighted, the efficiency of these methods applied in the professional
communication with native English speaking lawyers and native Russian speaking lawyers living in the
United States have been compared. The author comes to the conclusion that the use of the suggestive
methods in the professional discourse is necessary, but the effect of their usage may vary depending on
the recipient of the message. The data presented in the article have theoretical and practical significance;
it can be used both as a basis for further researches and as a training material for employees who want to
increase their efficiency
Четвертое сообщение о позднеэоценовых скрытноедах: новый вид Atomaria (Coleoptera, Clavicornia, Cryptophagidae) из балтийского янтаря
Atomaria gedanicola Lyubarsky et Perkovsky, sp. n., a new cryptophagid species from Baltic amber is described. The new species is the first recorded Eocene Atomariinae. The new species is similar to A. fuscipes Gyllenhal. It differs from the latter in having pronotum flat, posterior angles of pronotum obtuse, and antenna short. The record of A. gedanicola syninclused with Ceratopogon biting midge supports the Late Eocene age of the Baltic amber, for the Holarctic affinities of both taxa are incompatible with the paratropical climate characteristic of the Mid-European Middle Eocene.Описан новый вид криптофагид из балтийского янтаря — Atomaria gedanicola Lyubarsky et Perkovsky, sp. n. Это первый эоценовый представитель Atomariinae. Новый вид сходен с A. fuscipes Gyllenhal, от которого отличается плоским пронотумом с тупыми задними углами и короткими антеннами. Property A and affine buildings
Yu's Property A is a non-equivariant generalisation of amenability introduced in his study of the coarse Baum Connes conjecture. In this paper we show that all affine buildings of type A2, B2 and G2 have Property A. Together with results of Guentner, Higson and Weinberger, this completes a programme to show that all affine building have Property A.
