      Irrigation channels are an important component or system in improving the quality of production in agriculture. Planning for the construction of irrigation canals is needed to serve as a reference or also provide an overview of the work situation, the items to be worked on, the method of implementation, the technical specifications as well, the budget plan according to the working drawings and the stages of the work implementation so that it is in accordance with the standards. The method of implementing the work carried out to achieve the success of the objectives of this activity is through mapping indicators and data elements, field surveys, dashboard designs, focus group discussions. The location for the discussion and trial of the irrigation development planning database was carried out in Ngringinrejo Village, Kalitidu District. The result of this plan is to show that the management of irrigation development planning in the regions has functioned well.    Saluran irigasi merupakan komponen atau sistem yang penting dalam meningkatkan kualitas produksi dibidang pertanian. Perencanaan pembangunan saluran irigasi diperlukan untuk menjadi acuan atau juga memberikan gambaran terkait situasi pekerjaan, item item yang akan dikerjakan, metode pelaksanaanya, spesifikasi tekniknya juga, rencana anggaran biaya sesuai gambar kerja dan tahapan tahapan pelaksanaan pekerjaan agar sesuai dengan standarnya. Metode pelaksanaan pekerjaan yang dilaksanakan untuk mencapai keberhasilan tujuan kegiatan ini melalui pemetaan indikator dan elemen data, survei lapangan, perancangan dashboard, focus group discussion. Lokasi pelaksanaan diskusi dan ujicoba database perencanaan pembangunan irigasi di laksanakan di Desa Ngringinrejo Kecamatan Kalitidu. Hasil dari perencanaan ini adalah menunjukan pengelolaan perencanaan pembangunan irigasi di daerah telah berfungsi dengan baik

(0341)553898, Fax (0341)566505 Email: [email protected]  ABSTRAK Penelitian ini bertujuan untuk mengetahui keabsahan Pemerintah Kota Surabaya dalam memberikan Izin Pemakaian Tanah (IPT) kepada penduduk sebelum Pemerintah Kota Surabaya mengajukan permohonan Hak Pengelolaan ke Badan Pertanahan Nasional serta bentuk tindakan Pemerintah Kota Surabaya terhadap penduduk yang telah memakai tanah sebelum terbitnya Hak Pengelolaan tanah atas nama Pemerintah Kota Surabaya. Jenis penelitian yang digunakan adalah penelitian empiris dengan pendekatan yuridis sosiologis. Dari penelitian yang sudah dilakukan, mendapatkan hasil bahwa yang pertama, secara hukum pemberian izin pemakaian tanah Pemerintah Kota Surabaya kepada penduduk sebelum terbitnya Hak Pengelolaan tanah atas nama Pemerintah Kota Surabaya adalah tidak sah, karena Pemerintah Kota Surabaya tidak langsung melakukan permohonan hak atas tanah negara yang semula merupakan tanah hak barat peninggalan kolonial Belanda setelah terbitnya Keputusan Presiden Nomor 32 Tahun 1979 tentang Pokok-Pokok Kebijaksanaan dalam Rangka Pemberian Hak Baru Atas Tanah Asal Konversi Hak-Hak Barat. Alhasil, karena tanah-tanah itu masih berstatus tanah negara, maka Pemerintah Kota Surabaya tidak berhak untuk memberikan izin pemakaian tanah kepada penduduk sebelum Pemerintah Kota Surabaya mengajukan permohonan Hak Pengelolaan ke Badan Pertanahan Nasional terlebih dahulu. Kedua, meskipun Pemerintah Kota Surabaya melakukan tindakan dengan akan memberikan kepada penduduk berupa tanah yang telah dikuasai penduduk itu, namun tidak memberikan kepastian dan perlindungan hukum bagi penduduk lantaran masih dibebani biaya IPT berupa retribusi yang harus dibayar setiap tahunnya. Di samping itu, menurut penduduk sendiri, dalam proses pengurusan permohonan hak atas tanah dipersulit karena Pemerintah masih setengah hati dalam melepaskan tanah-tanah itu. Kata kunci: Hak Pengelolaan, Izin Pemakaian Tanah, Pemerintah Kota Surabaya.   ABSTRACT This research is aimed to study the validity concerning issuance of land use permit by the Local Government of Surabaya to its people in Surabaya before proposing rights to cultivate to National Land Agency and to study the measures taken by the Government over land use on behalf of the Government before the rights to cultivate the lands is officially declared. Empirical research method supported by socio-juridical approach was employed in this research. The author learns that issuing the permit to the people over the rights to cultivate the lands by the Government is considered illegal because the government does not directly submit the proposal regarding the rights to cultivate the lands, which were left by the Dutch colonials. Since the lands are under the ownership of the state, the Local Government does not hold any rights to issue permit to the people to use the lands. Secondly, although the government is to release the lands to the people to use, it still leaves the society with uncertainty and without any legal protection since they are burdened with annual levy that they have to pay.     Severe COVID-19 infection in a kidney transplant recipient treated with lopinavir/ritonavir, hydroxychloroquine and dexamethasone

    Severe COVID-19 infection management for a recipient of kidney transplant has debatable prognosis and treatment. We described the case of a COVID-19 infected 70 year old female, previously had renal transplantation in 2017. The patient took immunosuppressive agents as routine drugs for transplant recipient status and received lopinavir/ritonavir, hydroxychloroquine, and dexamethasone daily at the hospitalization. Specific question arises about renal transplant recipients being infected by COVID-19 – whether the infection will get worse compared to those without immunosuppresive agent. In this case, author decided to stop the immunosuppressive agent followed administration of combination lopinavir/ritonavir, hydroxychloroquine, and dexamethasone that gives a good clinical impact change to patient’s condition after once getting worsened and mechanically ventilated. Nevertheless, the assessment of risk and benefit in continuing immunosuppressive drugs is concurrently essential due to the prevention of transplant rejection
