No full textEn este libro se reflexiona sobre las políticas públicas, los programas y los marcos regulatorios que, desde un enfoque de derechos, están permitiendo ampliar la cobertura y las prestaciones de la protección social en América Latina con miras a su universalización.
A través de los instrumentos de políticas y programas que se exponen y discuten, se pretende ofrecer al lector claves técnicas y programáticas que contribuyan al ensamblaje y la coordinación de las políticas públicas en sistemas consistentes y sostenibles de protección social. Combinando las orientaciones normativas, la acumulación de conocimiento técnico y los avances en el marco de la protección social con enfoque de derechos y énfasis en la idea de ciclo de vida, se brinda
al lector no solo una caja de herramientas restringida a la técnica puntual, sino también una discusión de economía política.

It discusses the governance and management for social policy in a region with high levels of inequality, informal employment, low fiscal efforts, and major weaknesses in terms of social risks and state capacity. Besides these similarities, wide variations also exist in social policy regimes across countries in terms of governance, administrative arrangements, levels of decentralization, and mixes of public services and private services. Critical Choices at a Critical Age: Youth Emancipation Paths and School Attainment in Latin America
No full textThis paper discusses how young people become adults in Latin America and how that process affects educational attainment. An examination of four countries at three levels of development shows that individuals` educational attainment is closely linked to the decisions that young people make regarding adult roles, here referred to as emancipation patterns. The paper documents differences among countries in the age at which young people start working, marry and leave the educational system. Factor and hazard analyses further show how these dimensions vary according to gender and income within countries and how they affect the chances that young people will remain in the educational system. Findings indicate that countries` development levels strongly affect the modal ages at which people become adults, hastening the process in less-developed countries and delaying it at higher stages of development. Second, within countries males and females present distinct risk factors regarding educational attainment; public roles (work) increase the risk of drop-out for men and private roles (marriage) increase this risk for women. In addition, and as expected, lower income groups are more at risk and present earlier adoption of adult values than higher income groups. The interrelation of income and gender operate differently in emancipation patterns and in how public and private adult roles affect the chances of remaining in the educational system. Consequently, in order to increase educational attainment the sequence and timing of adult role adoption have to be factored into policies.
The Slow and Reluctant Development of Social Citizenship in Latin America
No full textThis chapter puts the region’s social protection policy models into historical, political, and social context. It distinguishes four major stages in Latin American welfare state models, clearly associated with four stages in Latin American state building: the minimalist “welfare” state of the primary export period; the contribution-based welfare state under the import substitution model; the turn to the reluctant welfare state and the introduction of the market into social affairs that characterized the Washington Consensus era; and finally, the expansionary stage of post-Washington Consensus until the mid-2010s. In the initial stages, the state role was minimal, focusing on primary education and boosting urban sanitation infrastructure. In the import substitution period, there was a strong push for modern social protection, tied firmly to the protection for formal workers. However, informal labor markets and incomplete protection of a variety of risks produced a stratified model of social security with incomplete coverage. The liberal turn led to a focus on extreme poverty along with an increased reliance on market mechanisms in healthcare, education, and pensions. As the 20th century came to an end, pressures for more inclusive social policies promoted the expansion of coverage and benefits. The return and resilience of democracy, an export-oriented external stance, and the substantial economic growth of the first two decades of the 21st century were all factors that contributed to this new and still unstable social citizenship contract.Fil: Filgueira, Fernando. Análisis de impactos de movimientos de tasas en el margen de la Agencia Financiera de Desarrollo (AFD - Paraguay)

Escuela de Negocios; Argentina.En el presente trabajo se demuestra que las decisiones sobre la variación de la tasa de referencia de la política monetaria del Banco Central del Paraguay (BCP), mediante los instrumentos financieros denominados Letras de Regulación Monetaria, afectan a las tasas de interés activas y pasivas de la Agencia Financiera de Desarrollo (AFD); en consecuencia, existe un riesgo de tasas de interés cuyo impacto en el margen financiero podría ser significativo.
Con este objetivo, se construyen carteras activas por productos crediticios y pasivas que repactan en los ejercicios 2022 y 2023, tanto en moneda local y extranjera, y se aplican los cálculos correspondientes a las distintas versiones simples (sin betas) y estandarizadas (betas bajo juicio experto) de Brechas: Común, Ajustada por Vencimiento, Acumulada y Estandarizada, éste último con betas obtenidas bajo análisis de regresión.
Además, se comparan los resultados que arrojan los cálculos de Brechas estimadas con los valores de las Brechas observadas en el año 2022. Por último, a partir del análisis, se obtienen conclusiones sobre la política vigente relacionada con el riesgo de tasas de interés de la Agencia (AFD), señalando puntos clave sobre su gestión, medición y señales de alert

No full textLa protection sociale est apparue durant ces dernières années comme un axe à partir duquel il est prévu d’intégrer une série de mesures visant à garantir des niveaux de vie fondamentaux pour tous et à construire des sociétés plus équitables et plus inclusives. En particulier, la protection sociale s’inscrit dans le cadre d’une politique fondamentale pour accélérer les progrès vers les objectifs de développement durable (ODD).
Le but de ce livre est d’offrir aux lecteurs les bases conceptuelles de la protection sociale et des connaissances sur les politiques publiques, les programmes et les cadres réglementaires qui, à partir d’une approche fondée sur les droits, permettent de promouvoir une plus grande égalité sociale et d’élargir la couverture de protection sociale tout au long du cycle de vie en Amérique latine et dans les Caraïbes.
La réalisation de ce livre s’insère dans l’intense travail de coopération technique de la CEPALC visant à accompagner et soutenir le cheminement d’Haïti vers un développement durable.
