PENGUATAN KAPASITAS KELEMBAGAAN PEMERINTAH DAERAH SEBAGAI AGENDA UTAMA OPTIMASI PENGELOLAAN DAERAH PERBATASAN
Matters related with regional borders have become part of the core issues of Indonesian incumbent-government. The government efforts to deal with the developing issues haves continuously been made. There are at least two fundamental matters that have drawn the attention of government, i.e. physically determination of state borders and the management of territorial borders development. In relation to the latter, it is a right time for the government to not only studying but also initiating a specific government institution that will be in charge of managing the potencies and complexities of the territorial borders. At present it is deemed necessary for the central government to facilitate the establishment of such institution to promote the development of border areas. Therefore, this is an important agenda that should be carried out soon. Moreover, local governments along the border areas, in general, require support and facilitation from the central government in developing their region. There have been so many kinds of training and development designed to improve the professionalism of government apparatus on managing public organization and delivering public services. The results, however, still show ineffectiveness. Based on this fact, this article try to give some suggestions on designing competence-based training. This training should be designed appropriate with strategic planning of the organization that there is a guarantee for good performance of the organization could be achieved. Besides, the training should be arranged with quality control mechanism by evaluation model on reaction level, behavioral level and result level. On the spatial and temporal coherence of wireless vehicular short range channels
We consider spatial and temporal coherence of the vehicle–to–vehicle (V2V) wireless communication channel with focus on a suburban residential highway. The dominant reflectors in such an environment are vehicles passing in the adjacent lane and houses
along the road. Instead of treating the reflectors as point targets, the V2V short range propagation environment requires partitioning of the illuminated reflector side into
sufficiently small tiles. The channel transfer function is obtained as a superposition of specular reflections from the tiles, the line–of–sight (LOS) component, and the ground reflection. The tile size is selected to ensure that the ratio of the tile area to the tile–to–receiver distance satisfies the far field conditions. The reflected power is described by the tile radar cross section (RCS). The bistatic physical optics RCS model is adapted to account for the tile’s orientation with respect to the ray geometry. We apply the superposition model to the numerical analysis of two general scenarios
for a 22MHz channel in the 2.4GHz band. The first scenario considers a single vehicle reflector passing in the lane adjacent to the V2V communication pair. Both the vector network analyzer (VNA) experiments and the tiling model analysis illustrate that repositioning of the reflector, the transmitter, or the receiver by a few centimeters results in change of the signal power by several decibels. The second scenario analysis characterizes the channel coherence statistics for the
suburban residential highway. We consider the V2V single lane LOS and non–LOS geometries, where in the latter the receiver is shadowed by a large vehicle. The reflectors are both houses and vehicles passing in the opposite direction. The measure of channel coherence is the normalized spatial covariance calculated by correlating transfer functions corresponding to feasible receiver position pairs and performing spatial smoothing. The area of feasible receiver positions is divided into contiguous squares
whose size ensures wide sense quasi–stationarity within the square. Irrespective of direction the correlation remains high and a typical sedan roof usually does not provide sufficient spacing to obtain average inter–antenna correlation lower than 0.5. Penggunaan bahasa jurnalistik pada berita bencana alam Erupsi Gunung Semeru : Analisis isi berita Website Radarbandung.id edisi desember 2021
Penggunaan media massa digital menjadi pilihan utama masyarakat dalam mendapatkan informasi yang kini menggeser surat kabar sebagai sumber informasi. Internet telah memanjakan kebutuhan masyarakat sehingga secara mudah, cepat dan efisien mendapatkan informasi. Sabtu, 4 Desember 2021, masyarakat Kabupaten Lumajang, Jawa Timur dikagetkan dengan adanya erupsi Gunung Semeru yang menewaskan banyak orang. Media dan jurnalis dituntut bijak dalam menginformasikan bencana alam yang berkaitan dengan adanya korban. Dalam penulisan berita, jurnalis harus menerapkan bahasa jurnalistik yang baik dan benar sehingga pembaca dapat memahami dengan mudah serta dapat mengurangi dampak kesalahpahaman dalam memaknai berita tersebut.
Penelitian ini bertujuan untuk mengetahui bagaimana penggunaan bahasa jurnalistik sederhana, bahasa jurnalistik singkat dan padat. Penelitian ini juga bertujuan untuk mengetahui bagaimana bahasa jurnalistik penggunaan kata dan istilah asing pada berita erupsi Gunung Semeru di website Radarbandung.id edisi Desember 2021.
Penelitian ini menggunakan konsep 17 karakteristik bahasa jurnalistik Haris Sumadiria (2017:14-21) yaitu bahasa jurnalistik sederhana, singkat, padat, lugas, jelas, jernih, menarik, demokratis, populis, logis, gramatikal, menghindari kata tutur, menghindari kata dan istilah asing, pilihan kata (diksi) yang tepat, mengutamakan kalimat aktif, sejauh mungkin menghindari penggunaan kata atau istilah-istilah teknis, dan tunduk kepada kaidah etika.
Penelitian ini menggunakan pendekatan kualitatif dengan metode analisis isi (content analysis). Dengan metode tersebut, penelitian ini bertujuan untuk mengetahui bagaimana penggunaan bahasa jurnalistik yang baik dan benar, serta membahas secara mendalam isi berita website Radarbandung.id sesuai dengan konsep bahasa jurnalistik Haris Sumadiria. Teknik pengumpulan data penelitian ini menggunakan studi dokumentasi dan analisis isi sebagai teknik analisis data.
Hasil dari penelitian ini terdapat hanya 2 dari 12 berita yang menerapkan bahasa jurnalistik sederhana, singkat dan padat serta menghindari penggunaan kata atau istilah asing. Bahasa jurnalistik sederhana diterapkan dalam 6 berita, bahasa jurnalistik singkat dan padat diterapkan dalam 4 berita, bahasa jurnalistik menghindari penggunaan kata atau istilah asing diterapkan dalam 10 berita. Kesalahan yang ditemukan tidak sesuai dengan kaidah karakteristik bahasa jurnalistik seperti penggunaan istilah atau kata yang tidak familiar, kalimat yang bertele-tele, pengulangan kata atau nama, dan menggunakan kata asing
MENGARAHKAN EKSISTENSI STANDARD OPERATING PROCEDURES PADA PROSES PENINGKATAN KUALITAS PELAYANAN PUBLIK DI DAERAH
Even though many policies which are concerned to public service have been issued but the factual condition has not improved much. Local governments still cannot deliver good-quality public service. Ironically, civil servants cannot even be optimized service to their own kinds, their civil servant colleagues. Seeing the public service by the customers, we can group them into two which are internal and externals customer. Both hold the same level of importance and priority. As an effort to solve that problem, it needs guidance for civil servants to do their daily tasks. We proposed Standard Operating Procedures (SOP) as an answer. Through its application, every activity is described into every step, which also contains persons in charge for those acts. More of those, SOP also describes input, time consumed and output for every activity level which are grouped inside standardized-quality section. Then we conclude that Standard Operating Procedures are a shining-path to make effective, efficient and economics bureaucracy, come into reality. Explosive indentation study of B4C-TiAlx composites fabricated by the dipping exothermic reaction process
The aim of this study is to fabricate a high volume fraction B4C-reinforced intermetallic matrix composite by the dipping exothermic reaction process and investigate the shock impact damage response of composites by explosive indentation experiment. It has been shown that the final microstructure of the dipping exothermic reaction process-fabricated composite can be tailored by treatment of the constituent powders and post heat treatment. Increasing the Performance of Passive Communication with Ambient Light
Most wireless communication technologies have been using the Radio Frequency (RF) spectrum for decades. Due to the popularity of the Internet of Things (IoT), the RF spectrum has started to become densely populated. Researchers have begun to explore other bands of the electromagnetic spectrum that can be utilized as a communication media. One of the promising choices is the visible light spectrum.Visible Light Communication (VLC) refers to the wireless communication technology that utilizes the visible light spectrum. This spectrum is thousands of times wider than the Radio Frequency (RF) spectrum and is license-free. In VLC, data is transmitted by turning a light source on and off. However, not every light source can be controlled. Passive light sources such as the sun provide an immense amount of light that can be used for wireless communication if we can develop ways to modulate them. One of the researches that use ambient light to create a wireless link is LuxLink. LuxLink uses liquid crystal shutters to control passive light sources and provides low energy, reliable, and flicker-free (safe) communication. This thesis addresses several problems that the current LuxLink system has.We present LuxLink+, an extension of LuxLink that provides two main improvements. Firstly, the data rate of the system is relatively low (80~bps). To increase the data rate, we provide a thorough analysis of the system’s bandwidth. Afterward, we modify the modulation technique, which increases the data rate to 1000~bps at a range of 1.5~m.Secondly, the system has a static data rate, which means that the system cannot adapt its data rate to changes in the environment. We implement a rate adaptation algorithm that can change its data rate accordingly. LuxLink+ improves the average throughput of the system by up to 85 percent compared to LuxLink.Electrical Engineering | Embedded System
