Analysis of Homeland Security Regulations, Small Steps Forward, Giant Leaps to Go
No full textThis paper reviews the use of cost-benefit analysis in evaluating homeland security regulations. Until the recent use of "break-even analysis" by the Department of Homeland Security, analysis of regulations to reduce the risk of a terrorist attacks have been severely lacking. The costs were likely to be understated particularly because the costs of restrictions on immigration and of the curbing of civil liberties are omitted. Benefits were often left uncalculated leaving it impossible to meaningfully evaluate the policies being promulgated. The use of break-even analysis has improved the ability to evaluate homeland security policy. However, DHS needs to provide this information in a more consistent format in order to allow comparison of regulatory initiatives. DHS also needs to provide its own assessment of what the break-even analysis tells us about the likelihood that the benefits of their regulations outweigh their costs.

No full textDalam penelitian ini mendeskripsikan peran politik Zubir Tuanku Kuning dalam mendukung Dedi Edwar pada pemilu DPRD Sumatera Barat 2009, serta mendeskripsikan penyebab terjadinya dukungan politik tersebut. Peran politik yang dilakukan oleh Zubir Tuanku Kuning terlihat pada dukungan politik Zubir terhadap Dedi Edwar pada pemilu 2009 lalu. Dukungan politik dilakukan oleh Zubir Tuanku Kuning terhadap Dedi Edwar disebabkan oleh beberapa faktor, antara lain transaksl politik, hubungan kekerabatan, keterwakilan Syatariyah serta bantuan langsung dan tidak langsung. Dalam penelitian ini, penellti menggunakan pendekatan kualitatif dengan tipe penelitian studi kasus. Teknik pengumpulan data yang dilakukan dengan wawancara dan dokumentasi. Sementara teknik uji keabsahan data yang digunakan peneliti yaitu triangulasi pakar atau ahli serta teknik pemilihan informan dengan menggunakan teknik purposive sampling. Penelitian ini mengacu pada teori transaksi politik Jeremy Beissevein dan Max Bart. Berdasarkan teori transaksi politik Jeremy Beissevein dan Max Bart yang mengatakan bahwa transaksi politik disebabkan oleh hubungan kekerabatan dan pertemanan adalah hal pendorong terjadinya transaksi politik. Dari hasil temuan penelitian menunjukkan bahwa hubungan kekerabatan khususnya hubungan guru dengan murid merupakan referensi utama sebagai faktor pendorong dukungan transaksi politik Zubir Tuanku Kuning dengan Dedi Edwar
PENDEKATAN FILOLOGI EDWAR DJAMARIS DAN CHARLES J. ADAMS DALAM KAJIAN ISLAM PENUH RAHMAT
No full textThis study aims to comprehensively analyze philological approach perspectives of Edwar Djamaris and Charles J. Adams, how the history of the development manuscript studies and philological science, and how the implementation of philological approaches in Islamic studies. The type of research used is literature review through data collection techniques by searching for sources from books or articles that researchers analyze descriptively analytically. The results showed that the proximity philology according to Edwar Djamaris in terms of concept or term is almost the same as described by Charles J. Adams, except that in his review it can be said to be slightly different. Edwar Djamaris is more about philology that is literary in nature or ancestral heritage, while Charles J. Adams is more about texts containing Islamic teachings. The historical development of manuscript studies and philological science is divided into five periods: the Iskandariah, Roman, Renaissance, Middle Eastern, and Indian Schools. The application of the philological approach in Islamic studies is found in the interpretation sources of Islamic law, as the researcher explained regarding the interpretation of the Quran Surat Lukman: 17 and implementation in terms of the relationship between philological studies and Islamic studies rahmatan lil'alamin

No full textLa presente investigación de tesis, surge como una necesidad de disminuir la contaminación ambiental generada por las aguas residuales. Es muy amplio hablar de una auditoría ambiental en general, por tal motivo se ha tomado una empresa que de una u otra forma es parte de ese conglomerado universal y que de alguna manera repercute en el medio ambiente que nos rodea. La EPSASA es una empresa prestadora de servicios, dedicada a la captación, tratamiento, almacenamiento y distribución del agua potable para uso doméstico, comercial e industrial en su ámbito de jurisdicción. De igual manera programa y ejecuta obras y proyectos referidos al sector como son ampliación y mejoramiento del sistema de saneamiento, por lo que cada vez sus volúmenes de producción y mala operación de sus procesos conllevan a incrementos de contaminación ambiental significativos. El estudio de la presente investigación denominado: "La Auditoría Ambiental: estrategia para disminuir la contaminación ambiental generada por las aguas residuales de la EPSASA periodos 2011-2012, evalúa el cumplimiento de las normas ambientales a través de una auditoría ambiental en la EPSASA. Para profundizar en el trabajo de investigación se han desarrollado siete capítulos: El primer capítulo, está relacionado al aspecto metodológico de la investigación, los objetivos, la hipótesis, métodos y técnicas utilizados en la investigación. El segundo capítulo, se relaciona con el tratamiento de las aguas residuales, a su tratamiento preliminar y demás tratamientos establecidos en el presente trabajo de investigación. El tercer capítulo, analiza la contaminación ambiental, sus causas, sus efectos. El capítulo cuarto analiza el ISO 14000, el sistema de gestión ambiental. El capitulo quinto trata sobre los valores máximos admisibles para las aguas residuales. El capitulo sexto trata sobre la auditoría ambiental. El capitulo séptimo está relacionado con los resultados del trabajo y discusión. El capitulo octavo presenta la propuesta de una auditoría ambiental en la EPSASA.
