Reformasi Birokrasi & Pelayanan Publik
Kegagalan Indonesia memutus warisan Kolonial dalam kehidupan birokrasi pemerintah telah ikut membentuk sosok birokrasi dan aparatur mentransformasi dirinya sebagai agen pelayanan dan perubahan. Nilai, simbol dan perilaku yang berkembang dalam birokrasi lebih mencerminkan sebagai agen kekuasaan daripada agen pelayanan dan perubahan. Hal itu tumbuh struktur birokrasi Weberian yang masih sangat kental dan membentuk penyakit yang sampai saat ini belum dapat dihilangkan dari anatomi tubuh administrasi publik.
Tidak dapat disangkal lagi, bahwa berbagai penyakit birokrasi yang selama ini berkembang telah membuat birokrasi publik di Indonesia menjadi disfungsional dalam menjalankan misinya baik sebagai agen pelayanan maupun sebagai agen perubahan. Sebagai agen pelayanan, birokrasi publik belum mampu menjadikan dirinya sebagai kekuatan yang dapat memberikan nilai tambah terhadap efesiensi nasional, termasuk kesejahteraan rakyat, dan keadilan sosial. Pada saat yang sama juga birokrasi publik belum mampu mentransformasi dirinya sebagai agen perubahan, hal ini dapat dilihat dari keberadaannya yang justru sering mencerminkan sosoknya sebagai bagian dari status-quo, dalam kondisi seperti itu, tidak mengherankan apabila krisis kepercayaan publik terhadap institusi birokrasi dan aparatnya menjadi keniscayaan belakangan ini. Hal inilah yang mendorong saya untuk menulis buku ini, yang punya pengalaman sebagai praktisi dan sudah berkecimpung di dunia akademisi, karena tidak banyak akademisi yang memiliki pengalaman sebagai praktisi
FAKTOR-FAKTOR YANG MEMPENGARUHI KEBERHASILAN PROGRAM PEMBERDAYAAN MASYARAKAT MISKIN DI KECAMATAN POLONGBANGKENG UTARA KABUPATEN TAKALAR PROPINSI SULAWESI SELATAN
Penelitian ini bertujuan untuk menganalisis faktor-faktor yang berpengaruhterhadap tingkat keberhasilan program pemberdayaan masyarakat miskin oleh para pihak (stakeholders)melalui dana Bantuan Langsung Pemberdayaan Sosial (BLPS) di Kecamatan Polongbangkeng Utara KabupatenTakalar. Penelitian ini menggunakan pendekatan kuantitatif. Populasi penelitian ini adalah pengurus kelompok usahabersama (KUBE) yang terdiri atas 75 orang. Dari jumlah populasi tersebut diambil sampel sebanyak 63 orang denganteknik random sampling. Pengumpulan data dilakukan dengan teknik kuisioner, wawancara, dan dokumentasi. Datadianalisis dengan teknik analisis statistik deskriptif dengan menggunakan persentase, sedangkan pengujian hipotesispenelitian menggunakan uji F dan uji t yang diolah dengan program SPSS versi 16. Hasil penelitian menjelaskanbahwa tingkat keberhasilan program pemberdayaan masyarakat miskin berada pada kategori baik (47,62%). Hasil ujiF (sig = 0.000 < 0.05) menunjukkan bahwa variabel komunikasi, sumber daya, disposisi, dan struktur birokrasi secarabersama-sama mempunyai pengaruh yang positif terhadap keberhasilan program pemberdayaan masyarakat miskindengan kontribusi sebesar 34,1%. Secara parsial variabel komunikasi, sumber daya, disposisi, dan struktur birokrasijuga berpengaruh positif terhadap keberhasilan program pemberdayaan masyarakat miskin
Analisis Faktor-Faktor Yang Mempengaruhi Kualitas Pelayanan Terpadu Satu Pintu Dalam Rangka Mewujudkan Pemerintahan Yang Baik Di Kabupaten Takalar
Penelitian ini bertujuan untuk menganalisis pengaruh struktur organisasi, kemampuan aparat, sarana prasarana dan sistem pelayanan terhadap kualitas pelayanan terpadu satu pintu di Kabupaten Takalar. Populasi Penelitian ini adalah pegawai pada Kantor Pelayanan Terpadu Satu Pintu (KPTSP) di Kabupaten Takalar yang berjumlah 34 orang. Berdasarkan pertimbangan bahwa sebaran populasi mudah dijangkau dan jumlah yang tidak terlalu banyak, maka jenis penelitian ini termasuk penelitian populasi. Jenis data yang dikumpulkan berupa data yang bersifat kualitatif dan kuantitatif. Teknik pengumpulan data yang digunakan adalah kuesioner dengan menggunakan skala Likert. Selain itu, dilakukan pula telaah dokumen, yaitu pengumpulan data-data melalui buku-buku, laporan, jurnal atau tulisan ilmiah yang mempunyai hubungan dengan masalah yang diteliti. Analisis data digunakan regresi berganda. Hasil penelitian menjelaskan bahwa struktur organisasi, kemampuan aparat sarana/prasarana dan sistem pelayanan secara bersama berpengaruh signifikan terhadap kualitas pelayanan di Kantor PTSP Kabupaten Takalar. Sedangkan secara parsial berdasarkan uji–t juga menjelaskan keempat faktor tersebut memberikan pengaruh signifikan terhadap kualitas pelayanan. PENGARUH PROGRAM DANA DESA TERHADAP TINGKAT PARTISIPASI MASYARAKAT DI KECAMATAN GALESONG UTARA KABUPATEN TAKALAR
ABSTRAK. Penelitian ini bertujuan untuk mengetahui dan menganalisis pengaruh program dana desa terhadap tingkat partisipasi masyarakat di Kecamatan Galesong Utara Kabupaten Takalar. Penelitian ini menggunakan pendekatan kuantitatif yang bersifat korelasional. Dengan teknik cluster random sampling diperoleh tiga desa dari Sembilan desa di Kecamatan Galesong Utara yaitu Desa Bontokaddopepe, Desa Tamalate dan Desa Pakkabba sebagai lokasi penelitian. Data diambil dari 55 responden dengan menggunakan kuisioner. Selanjutnya, data dianalisis dengan menggunakan regresi linear sederhana dengan bantuan program SPSS versi 16,00. Hasil penelitian menjelaskan bahwa program dana desa dilaksanakan berdasarkan Rencana Pembangunan Jangka Menengah (RPJM) Desa yang sudah dijabarkan dalam Rencana Kerja Pemerintah (RKP) Desa dan Anggaran Pendapatan Belanja (APB) Desa. Partisipasi masyarakat desa dimulai sejak penyusunan RPJM, RKP Desa, APB (Desa), pelaksanaan pembangunan desa, dan memanfaatkan hasil-hasil pembangunan desa. Program dana desa berpengaruh positif dan signifikan terhadap tingkat partisipasi masyarakat desa. Dari persamaan regresi linear sederhana diperoleh informasi bahwa program dana desa mempunyai konstribusi sebesar 0,329 terhadap peningkatan partisipasi masyarakat. Nilai R2 terkoreksi sebesar 0,789. Nilai ini menjelaskan bahwa sebanyak 78,9 % variasi yang berbeda dari tingkat partisipasi masyarakat ditentukan oleh program dana desa pada taraf signifikansi = 0,05. Kata Kunci: Dana Desa, Partisipasi Masyarakat. ABSTRACT. This research aims to determine and analyze the influence village fund program to the level community participation in the North Galesong District Takalar Regency. This research used a quantitative approach that was correlational. With random cluster sampling technique gained three villages of nine villages in the North Galesong District of Bontokaddopepe Village, this Village and Village Tamalate Pakkabba were the research location. Data taken from 55 respondents using questionnaires. Furthermore, the data were analyzed using simple linear regression with SPSS version 16.00. The results of the research explained the village fund programme implemented based on the Medium Term Development Plan (Plan) Villages that had been outlined in the Government Work Plan (RKP) Village and Budget (APB) Village. The participation of rural communities began RPJM, RKP Village, APB (village), rural development implementation, and it utilised the results rural development. Village fund programme and a significant positive effected on the level of participation rural communities. From simple linear regression equation obtained information the village fund programme had a contribution amounting to 0.329 against public participation. R2 value corrected by 0.789. This value described that as many as 78.9% of different variations the participation rate = 0.05. Keywords: Village Fund, Public Participation.</jats:p

ANALYSIS OF COMMUNITY PARTICIPATION IN DEVELOPMENT PLANNING IN KALIJAGA VILLAGE, HARJAMUKTI SUB-DISTRICT, CIREBON CITY
This study aims to determine and analyze community participation in the development planning process in Kalijaga Village, Harjamukti District, Cirebon City, West Java Province. The approach used is qualitative. Data sources are the Head of Cirebon City Regional Development Planning Agency, Harjamukti Sub-District Head, Kalijaga Urban Village Chief, Hamlet Heads, and Community Representatives. Data collection techniques using semi-structured interviews, observation, and documentation. Furthermore, the data were analyzed using stage 3 flow, namely data reduction, data display and conclusion drawing or verification. The study’s results explained that community participation in the development planning process in Kalijaga Village, Harjamukti Sub-District, Cirebon City, was relatively low. Community limitations influence the low community participation in the development planning process in understanding development planning. There is a pessimistic attitude of the community towards the development planning process because their proposals are not accommodated in the higher process, the limited number of officials and development cadres in charge of communicating information about development planning to the community, and the implementation time of development planning is relatively short, so it is not balanced with the material that must be discussed and decided
Implementation Of BPK Corporate University Policy At The State Financial Audit Education And Training Agency Of BPK RI
BPK RI Establishes BPK Corporate University in 2021 as a strategy used to achieve BPK's vision and mission, by realizing a link and match between learning, knowledge management, and application of values with BPK's performance targets. Therefore, the author is interested in taking the title "Implementation of BPK Corporate University Policy at BPK RI's PKN Education and Training Center". This study aims to describe and analyze the implementation of BPK Corporate University policy, inhibiting and supporting factors, and efforts to overcome these obstacles. This research method uses a qualitative research method with a descriptive approach. The data collection techniques used are interviews, observations, and documentation. The informants in this study were 19 (nineteen) people who were determined using purposive sampling and snowball techniques. The data analysis technique used is triangulation. Based on the results of the research and discussion, it can be concluded that the implementation of the BPK Corporate University policy at BPK RI's PKN Education and Training Center is still not running well and needs to be optimized, this can be seen in several aspects, namely communication, resources, disposition, and bureaucratic structure. The things that support the implementation of the BPK Corporate University policy are competent human resources, ease of coordination, the formation of a learning committee, and the existence of a digital learning system platform, while the things that hinder are the lack of human resources at the PKN Education and Training Center, the lack of support and role of the learning committee, the lack of employee learning motivation, the unavailability of BPK Corporate University Standard Operating Procedures (SOP), the suboptimal management of the Knowledge Management System (KMS) and Integrated Learning Model (ILM). There is still a large number of unemployment shows that the education and training that is given is still rated less, low skill labour-owned cause the quality of the workforce has become low. Therefore, this research aims to find out how the performance of the Employment Service in improving the quality of the workforce as well as the training provided and the efforts made.The research methods used is qualitative reasearch methods with descriptive approach. The informants in this research were the employees of the Department of Employment obtained by purposive sampling technique, and people who are getting who are getting employment administraton services. Data collection techniques carried out by direct interviews with structured techniques, observation and study document. Then the data analysis techniques used in this research is done by data reduction, display data and conclusion drawing. The results of this research show that the performance of the Employment Service in raising the quality of labor votes not optimal. It can be seen from the process of granting of services that already have a good information system, a good training methods, attitude of the staff who are friendly and courteous, responsive in dealing with the complaint of the community as well as the implementation of the activities of the socialization has been done effectively
