    Profit as Social Rent: Embeddedness and Stratification in Markets

    This article shows how research on the social structure of markets may contribute to the analysis the growing income inequality in contemporary capitalist economies. The author proposes a theoretical link between embeddedness and social stratification by discussing the role of institutions and networks in markets for the distribution of economic profits between firms. The author claims that we must understand profit and free competition as opposites, as economic theory does. In the main part of the article the author illustrates six typical mechanisms of rent extraction from networks or formal and symbolic rules that embed markets. They emerge from material as well as symbolical access to and influence on the orientation of other market actors. Social structures in markets lead to unequal chances for rent extraction, even if actors produce them for coordination rather than for accumulation purposes. This is how market sociology and theory of capitalism can be linked more closely

    Emissions trading systems with cap adjustments

    AbstractEmissions Trading Systems (ETSs) with fixed caps lack provisions to address systematic imbalances in the supply and demand of permits due to changes in the state of the regulated economy. We propose a mechanism which adjusts the allocation of permits based on the current bank of permits. The mechanism spans the spectrum between a pure quantity instrument and a pure price instrument. We solve the firms׳ emissions control problem and obtain an explicit dependency between the key policy stringency parameter—the adjustment rate—and the firms׳ abatement and trading strategies. We present an analytical tool for selecting the optimal adjustment rate under both risk-neutrality and risk-aversion, which provides an analytical basis for the regulator׳s choice of a responsive ETS policy

By the middle of the nineteenth century, Fielding's modest 'police office' had expanded to become the most prolific court system in Britain and the cornerstone of criminal and civil justice in the metropolis. Sascha Auerbach examines the fascinating history of this institution through the lens of 'courtroom culture' - the combination of formal statute and informal custom that guided everyday practice in the London Police Courts.     Knowledge network management and territorial innovation systems – a comparative analysis of science parks

    Lern- und Innovationsprozesse erfordern den Zugang zu externem Wissen und die Zusammenführung von Wissensbasen verschiedener Akteure und Akteursgruppen (u.a. Wirtschaft, Wissenschaft, öfffentliche Verwaltung, sowie weitere Innovationsträger). Wissenschafts- und Technologieparks (WTP) sind in diesem Zusammenhang ein wichtiges Instrument der wissensbasierten Regionalentwicklung, um konkrete Orte des Lernens und von Innovationen zu schaffen. Jedoch die relativ schwache Interaktion zwischen Unternehmen und Wissenschaft in diesen Innovationsräumen sowie die gleichzeitig zunehmend empirisch belegte Relevanz von globalen Wissensflüssen und Innovationsnetzwerken erfordern die Spezifizierung der maßgebenden Einflußfaktoren von Wissensbeziehungen. Mehrdimensionale Nähe- und Distanzbeziehungen kennzeichnen interorganisatorische Beziehungen des Wissensaustauschs und der Wissensgenerierung. Diese Arbeit analysiert die spezifischen Nähekonstellationen zwischen Unternehmen und wissenschaftlichen Einrichtungen in direkten sowie - durch Wissensnetzwerk-Management systematisch organisiert - in indirekten Wissensbeziehungen. Die konzeptionellen Ansätze der Proximity-Forschung sowie des Wissensmanagements bieten die Grundlage für die empirische Untersuchung der Wissensnetzwerke von Technologiefirmen in den WTP Berlin-Adlershof und Sevilla-Cartuja. Unterschiedliche Typen von Technologieunternehmen in Hinblick auf die Struktur und räumliche Dimension der Wissensbeziehungen zu Wissenschaft und Forschung stellen ein wesentliches Ergebnis der Arbeit dar. Die Arbeit belegt zudem die Funktion mehrdimensionaler Nähe in den Wissensbeziehungen. Des Weiteren wird die Organisation notwendiger und wichtiger Nähedimensionen durch Instrumente des Wissensnetzwerk-Managements aufgezeigt, um Wissensbeziehungen zu erschließen, zu aktivieren und nutzbar zu machen. Aufbauend auf den Ergebnissen werden Handlungsempfehlungen für das Management von WTP und weiteren räumlichen Innovationssystemen abgeleitet.In the knowledge-based ecomomy, innovation is characterized by a dynamic and interactive learning process involving diverse actors; industry, science, public administration, as well as other entities and sub-systems. In this regard, science and technology parks (STP) have become a prominent instrument of regional governments to create specific localities of learning and innovation. However, empirical evidence increasingly points to rather weak local industry-academia interaction in STPs in specifically and the equivalent importance of local and non-local connections as roots of knowledge diffusion and innovation more generally. Multi-faceted proximity determines the multi-scalar process of knowledge sourcing and knowledge interaction. This dissertation thesis analyses the specific proximity configurations given in direct ties and organized through knowledge network management (KNM) in STP resident firms’ indirect linkages to scientific knowledge sources. The theoretical approaches of the proximity framework and knowledge management provide the analytical framework for the empirical analysis of egocentric knowledge networks to academia of high-technology firms located in the Berlin-Adlershof and Seville-Cartuja science parks. Based on this theoretical and methodological framework, I identify distinct types of knowledge-seeking STP resident companies in regard to the quality, form and geography of interactive ties to science. Furthermore, the thesis sheds light on the specific proximity configurations relevant in successful industry-academia knowledge relations. Furthermore, it reveals the underlying mechanisms of specific KNM instruments organizing necessary and critical proximities in order to forge, activate and harness knowledge networks on distinct geographical scales. Based on the analysis’ findings, specific policy recommendations for the management of STPs and other kinds of territorial innovation systems are developed

    Eine Analyse politischer Zukunftsvorstellungen

    Die Große Transformation ist geprägt von der Realität asynchroner Modernisierungsprozesse und der notwendigen Harmonisierung von nationalen Entwicklungszielen. Wie erfolgreich diese sein kann, hängt nicht zuletzt von den sich schnell entwickelnden, bevölkerungsreichen Ländern wie zum Beispiel Indien ab. Folgen diese den Entwicklungspfaden der so genannten Industriemoderne oder wählen sie für sich einen alternativen Entwicklungsweg? Voraussetzung für das Auslassen oder Überspringen von Entwicklungsschritten (leapfrogging) ist die initiale Imagination einer anderen Zukunft. Entsprechend dem Leitbild der Großen Transformation könnten solche Zukunftsvorstellungen auf den theoretischen Überlegungen einer reflexiven Modernisierung beruhen. Die zentrale Frage der Arbeit ist deshalb, inwiefern die politischen Zukunftsvorstellungen Indiens Elemente einer reflexiven Modernisierung enthalten oder gänzlich andere Modernisierungspfade beschreiben. Grundlage für die Untersuchung ist dabei das von der indischen Bundesregierung herausgegebene Leitbild India Vision 2020. Die Untersuchung zeigt dabei die politischen und ökonomischen Bedingungen auf, welche die Imagination zukünftiger Entwicklungen grundsätzlich bestimmen. Trotz zunehmenden ökologischen Bewusstseins und einem grundsätzlichen Risikoverständnis folgen die politischen Modernisierungsvorstellungen dem Denkmuster einer Kuznets-Kurve: nachhaltige Entwicklung ja, aber erst nach der Beseitigung der ökonomischen Mangelgesellschaft

    Education for Sustainable Development - Learning for Transformation. The Example of Germany

    This paper addresses education as the central element of sustainable development. In the last decades several international commissions and organizations agreed on the importance of Education for Sustainable Development (ESD), resulting in the proclamation of the Decade of Education for Sustainable Development (2005-2014) by the United Nations in 2004. Mainly based on the experiences of the UN Decade of ESD (DESD) in Germany, the paper introduces the concept ESD and especially the concept of Gestaltungskompetenz, which focuses on specific skills and capabilities needed to decide and act in situations of uncertainty and complexity. Significant achievements as well as shortcomings and challenges in implementing ESD are described and the Global Action Programme (GAP) is introduced as a significant advancement of DESD and a pivotal contribution to the 2030 Agenda for Sustainable Development
