Local sports public policies put to the test by the COVID 19 pandemic
COVID-19 has had a negative impact on different sectors of social life in Senegal, not sparing the public sports policies. This naturally prompted players in the field to adapt to the new context of the pandemic. It was, therefore, necessary to reflect on the readjustments of public sports policies in local communities using a mixed, quantitative and qualitative methodological approach. It was noted, on the one hand, a lethargy of public sports policies, following the advent of COVID-19, and, on the other hand, a redeployment of local sports policies towards the fight against the COVID-19 pandemic. These strategies for readjusting public sports policies at regional level have been based on adaptation strategies focused on available resources, on resources to be acquired and on capacities to be transformed
Partenariats Public-Privé au Sénégal : analyse institutionnelle, contractuelle et conflictuelle du contrôle public dans l’hydraulique urbaine et périurbaine
A travers cette thèse, notre objectif de départ a été de comprendre en quoi l'atteinte des objectifs sociaux des PPP dépend des mesures prises par les gestionnaires publics dans le cadre de l'exercice de leurs rôles et responsabilités en matière de contrôle.C'est pourquoi il a été question pour nous de comprendre comment les pouvoirs publics au travers des dispositifs institutionnels et contractuels ont exercé ce rôle de contrôle sur le partenaire privé. Sur la base d'une telle orientation, il a été souscrit aux méthodes qualitatives notamment à l'étude de cas pour appréhender le contrôle dans les PPP. Sur l'institutionnalisation des axes comme la prise en compte de toutes les parties prenantes, les différences d'objectifs, les rôles et responsabilités, l'absence de hiérarchie ont été tour à tour analysés. Ce qui a permis d'en faire des préalables des PPP. S'agissant de la contractualisation, il a fallu s'intéresser aux modèles de contrôle qui étaient basés sur la nécessité d'apporter des corrections au système, et sur ceux qui créent les conditions d'imputabilité. En conclusion de ce point, il apparaitra que les contrats devraient s'appuyer sur des éléments de performance. Enfin, sur le traitement des divergences entre partenaires les différences d'objectifs, de valeurs et de caractéristiques, l'opportunisme des partenaires surtout privés, la nécessité d'une alliance et d'une coopération, le pragmatisme des partenaires ont été mis en avant. Autrement dit dans les PPP, il est nécessaire de procéder au management de telles divergences.Through this PhD thesis, our initial objective was to understand the control exercised by the government on their private partners in the Public-Private Partnerships. This was necessitated by the differences in objectives of the partner institutions and their different characteristics.This is why it has been the question for us to understand how the authorities through the institutional and contractual arrangements exercised this role of control over the private partner.On the basis of such an approach, it was subscribed to qualitative methods including case study to understand the control on the PPP.On the institutionalization, axis such as the inclusion of all the stakeholders, the differences in objectives, the roles and responsibilities, the lack of hierarchy were alternately analyzed. This allowing to make them prerequisites to PPPs.With respect to contracting, we had to look at the control models which were based on the need to correct the system and on those which create the conditions of accountability. To conclude this point, it will appear that contracts should be based on elements of performance.Finally, on the treatment of the differences between partners, the differences in goals, values and characteristics, the opportunism of partners especially the private ones, the need for an alliance and cooperation, the pragmatism of partners have been highlighted. In other words in the PPP, it is necessary to manage such differences
Les contours sociaux des partenariats public-privé : cas de l’hydraulique urbaine périurbaine au Sénégal
Avec les Partenariats Public‐Privé (PPP), l’objectif est d’appliquer les techniques
de gestion issues du secteur privé comme le préconisent les partisans du Nouveau Management
Public (NMP). Pourtant, cette logique libérale, tendant à une remise en question de
l’Administration Publique Wébérienne traditionnelle peut entrer en contradiction avec les
exigences du service public puisque les usagers les plus démunis peuvent être confrontés aux
prix pratiqués. Il est dès lors indispensable d’apprécier les mesures sociales que peuvent
prendre les pouvoirs publics, acteurs dans le cadre de PPP, afin d’éviter que de tels
usagers ne subissent la logique de rentabilisation financière souvent exigée par les
partenaires privés. Le cas de PPP pris en exemple concerne l’exploitation de l’hydraulique
urbaine et périurbaine au Sénégal et permet de comprendre qu’un consensus sur l’application
de mesures sociales peut donner au PPP un visage plus humain, davantage en phase avec la
vocation du service public, tout en permettant aux partenaires privés des organisations
publiques d’assurer un retour sur investissement.The goal of public‐private partnerships (PPP) is to put into practice management
techniques provided by the private sector according to the new public management’s vision.
Yet, this liberal approach which seems to question the traditional Weberian public
administration can be in conflict with the public service demands, for the poorest consumers
may face difficulties with the applied prices. Therefore, it is necessary to assess the
social measures taken by public authorities as PPP acting agents in order to avoid the
situation where such consumers would be required to endure the financial profitability
approach which is sometimes demanded by the private partners. The case of PPPs which is
taken here as an example is one of exploiting urban and pre‐urban hydraulic resources in
Senegal. This case allows us to understand that an agreement to apply the social measures
can give a more humane image to the PPP and can be aligned with the public service mission,
allowing at the same time, the private partners of the public organisations to secure a
return on their investment
The Paradoxes of Territorialising Public-Private Patnerships in Senegal
The aim of the study is to help to understand the notable paradoxes between the existence of a legal framework designed to facilitate the development of PPPs and the lack of an organisational basis for PPPs in Senegal's local authorities. For the purposes of this study, we have adopted a qualitative approach. Twenty-three (23) interviews were held with PPP and decentralisation stakeholders in Senegal: two (02) executives from the Ministry in charge of partnerships, two (02) executives from the Ministry in charge of sports, one (1) from the Ministry in charge of decentralisation, three (03) PPP experts, three (03) decentralisation experts, six (06) municipal councilors and six (06) municipal secretaries. After analysis, it is possible to note, in one hand, the contradictions in territorialisation of PPPs, and on the other hand, the limits they pose if we want to aim for organisational performance. Beyond the paradoxes, the analysis shows pitfalls at four levels. These pitfalls relate to values in local authorities that are not oriented towards those of the Public Management, an organisational structure that is not adapted to PPPs, formal frameworks for action that are far removed from the targets, and management tools that need to be defined
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more
