Sample-based policy iteration for constrained DEC-POMDPs
Full text linkWe introduce constrained DEC-POMDPs — an extension of the standard DEC-POMDPs that includes constraints on the optimality of the overall team rewards. Constrained DEC-POMDPs present a natural framework for modeling cooperative multi-agent problems with limited resources. To solve such DEC-POMDPs, we propose a novel sample-based policy iteration algorithm. The algorithm builds on multi-agent dynamic programming and benefits from several recent advances in DEC-POMDP algorithms such as MBDP [12] and TBDP [13]. Specifically, it improves the joint policy by solving a series of standard nonlinear programs (NLPs), thereby building on recent advances in NLP solvers. Our experimental results confirm the algorithm can efficiently solve constrained DECPOMDPs that cause general DEC-POMDP algorithms to fail

Nepal earthquakes appeal meta-synthesis
Full text linkThe purpose of this study, a meta-synthesis of DEC members’ and others’ work , is to learn lessons from the actions in Nepal for future disaster response, in Nepal and elsewhere. This study therefore is not an evaluation of members’ activities - a number of these already exist, some of which are referred to in this report. Rather, it seeks to look at the overall work of DEC members within a larger context, and from that, to seek to identify lessons for future action.
This study attempts to address three questions. The first is the benefit of hindsight - would members have done anything differently, knowing what would have happened in the three and a half years following the earthquakes? The second is enacting commitments from the Grand Bargain - what could be done differently to improve aid? The third is existing recommendations that have been provided from already-completed evaluations - what are the main lessons to learn
Going Beyond Counting First Authors in Author Co-citation Analysis
Full text linkThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

the world by Christianity, but fought today, especially the protection of life,
