Full text linkThis work focuses on the same issue - the Child in Cape Verde, as development policies, which aim at a defense of the rights of the Child, as well as his social welfare, in the family and in society. It was developed to improve the current situation of children, as well as protection that are due, sometimes fulfilled, others, not yet. It is intended to know the role played by Government Institutions, Associations and ONGs, as well as the development achieved, after five years of master’s dissertation, then developed with extensive fieldwork, a research methodology was based on applied inquiries. A significant sample of the family, children and teachers and interviews, made an intervention from different areas of intervention. The results sought to give answers, about a reality studied to date.Thus, a reflection is made, better indicating a manifestation of interest on the evolution of the theme, to study data, as well as the effort tried, in the improvement and protection of the living conditions of the population in general and the children in particular.At this stage, the interviews, the analysis, the extrapolating as much as possible, the advantages and benefits achieved and the respective evolution of life.Este trabalho centra-se na mesma problemática - a Criança em Cabo-Verde, as políticas de desenvolvimento, que visam a defesa dos direitos da Criança, bem como o seu bem-estar social, na família e na sociedade. Foi desenvolvido para melhor entender a situação actual das crianças, bem como a protecção que lhes é devida, umas vezes concretizada, outras, ainda não. Pretende-se conhecer o papel desempenhado pelas, Instituições Governamentais, Associações e ONGs, bem como o desenvolvimento alcançado, passados cinco anos da dissertação de mestrado, então desenvolvida com um alargado trabalho de campo, cuja metodologia de investigação assentou em inquéritos aplicados, a uma amostra, significativa, da família, crianças e professores e entrevistas, feitas a responsáveis de diferentes áreas de intervenção. Os resultados procuraram dar respostas, sobre a realidade estudada à data.Assim, faz-se uma reflexão sobre o tema, à data estudado, bem como o esforço tentado, na melhoria e protecção das condições de vida da população em geral e das crianças em particular.Nesta fase foram feitas apenas entrevistas, a responsáveis, no activo, analisadas e comparadas, extrapolando tanto quanto possível, vantagens e benefícios alcançados e respectiva evolução de vida
Going Beyond Counting First Authors in Author Co-citation Analysis

counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

PREVALÊNCIA AUTÁRQUICA NO DESENVOLVIMENTO DAS ATRIBUIÇÕES DESPORTIVAS
Full text linkThe right to practice sport scientifically referred to as “sport for all” is a fundamental social right ascribed by the Constitution of the Portuguese Republic to all citizens in an equal and non-discriminatory manner, according to its art. 79th and that produces several salient benefits, both individuals and citizenship. Due to its importance, the State in a broad sense (Government, Autonomous Regions and Local Authorities) is constitutionally assigned the task of promoting, stimulating, guiding and supporting this universal right to sport. However, given that all these territorial entities enjoy their duties, and their bodies are consequently competent, in order to develop physical activity, legal abuses may occur between them. Thus, in order to clarify these attributions and competences, it was scientifically intended to analyze, based on the principles of Local Self-Government and Decentralization, but primarily on the Principle of Subsidiarity and in case of legal doubt, which three public entities should be granted the function of their propagation. This investigation, which for reasons presented, will normally conclude the development of these attributions by Local Authorities when there is overlap. Keywords: Right to Sport for All, Assignments and Skills, Local Authorities, Principle of SubsidiarityO direito à prática desportiva denominado cientificamente por “desporto para todos” é um direito social fundamental atribuido pela Constituição da República Portuguesa a todos os cidadãos de modo igual e sem qualquer discriminação, nos termos do seu art. 79º e que produz vários benefícios de relevo, tanto indíviduais como de cidadania. Devido à sua importância, é atribuido constitucionalmente ao Estado em sentido amplo (Governo, Regiões Autónomas e Autarquias Locais) a incumbência de promoção, estímulo, orientação e apoio deste direito universal ao desporto. No entanto e visto que todas estas pessoas coletivas de cariz territorial usufruem de atribuições, possuindo os seus órgãos em consequência, de competências para, nos termos mencionados desenvolver a atividade física, poderão verificar-se atropelos jurídicos entre as mesmas. Assim, de modo a clarificar normativamente as referidas atribuições e competências, pretendeu-se científicamente com este artigo analisar, com base nos princípios da Autonomia Local e da Descentralização mas prioritariamente no Princípio da Subsidiariedade e em caso de levantamento da dúvida jurídica, a qual das três entidades públicas deverá ser concedida a função da sua propagação. Investigação esta que, pelos motivos apresentados, concluirá por regra o desenvolvimento destas atribuições pelas Autarquias Locais aquando da existência de sobreposição.
