    Participatory Building of a Decision Support System for Adaptive Water Management in the Upper Guadiana Basin

    Water management has evolved in the last years towards more integrated and participatory approaches, aiming at improving the adaptability of water systems. Following this line, we propose a methodology to build a decision support system, based on the participation of stakeholders and the integration of the different disciplines involved in water use, as well as the inclusion of uncertainties in the management planning. The process has been implemented in the Upper Guadiana basin (Spain) with the aim of solving the existing conflicts: the aquifer, which is the main water source in the area, has been over-exploited during the last decades for irrigation. This has lead to serious degradation of natural water-related ecosystems and important social conflicts. The river basin authority has tried to implement different policies to attain the aquifer recovery, so far without much success. At present, a new management plan specifically for the Upper Guadiana has been approved, where some policy measures are proposed for attaining the reduction of agricultural water consumption. The methodology proposed in this work is based on the combination of a Bayesian network and an economic mathematical programming model, elaborated with the active participation of stakeholders. The resulting DSS will be used to evaluate different management options, within those included in the Special Plan of the Upper Guadiana, in terms of their impacts on the agricultural income and the environmental sustainability. Results show that new measures would not be successful unless they are accompanied by an increase of compliance of farmers with water regulations.Decision support system, Bayesian networks, economic model, Resource /Energy Economics and Policy,

    Es un tributo que María Auxiliadora Balladares brinda a la reconocida poeta Blanca Varela (Lima, 1926-2009), quien deja a su muerte un legado poco extenso pero harto significativo. Figuras que gravitaron en la construcción del quehacer poético de la autora peruana fueron Octavio Paz y Emilio Adolfo Westphalen, en lo ideológico, José María Arguedas. Se la incluye en la Generación poética del 50, aunque por estos años permaneció fuera de su país, para regresar definitivamente en 1962. Se dice que su poesía encuentra un equilibrio entre la intencionalidad reflexiva y la imagen, resaltando su carácter profundamente humano, la lúcida conciencia de sus limitaciones. Se propone como clave de lectura la convicción de que la epifanía solo puede surgir de las tinieblas.This is a tribute that María Auxiliadora Balladares extends to the famous poet Blanca Varela (Lima, 1926-2009), who upon her death left a small but exceptionally significant legacy. Notable figures that influenced the poetic construction of the Peruvian author were Octavio Paz and Emilio Adolfo Westphalen, and, ideologically, José María Arguedas. She is part of the 1950’s Generation in poetry, though during those years she lived outside of her country, before her final return in 1962. It is said that her poetry finds equilibrium between reflexive intentionality and image, revealing –through the lucid awareness of her limitations– a deeply human character.     Two books published within months of each other, each critical of the reigning family of working assumptions known as cognitive science, each calling for a more biological vision of the mind and even sharing a slogan: we must see the mind as "embodied". Is this merely a striking coincidence or perhaps a case of convergent evolution of scientific ideas? There are further striking similarities. Francisco Varela, the principle author of The Embodied Mind, is an immunologist-turned-neuroscientist, and so is Gerald Edelman, author of Bright Air, Brilliant Fire. Both books call for a biological counter-revolution to succeed the cognitive revolution, but neither are attracted to the even more radically revolutionary "quantum gravity" speculations of Roger Penrose

    The work of João Manuel Varela (Cape Verde, 1937-2007), unstable and plural in its disciplinary and cultural affiliation, is constituted by literary and art criticism texts, signed both by the author himself and by three pseudo – heteronyms: João Vário, Timóteo Tio Tiofe and G. T. Didial. It also includes academic research (neurosciences and ethnomedicine), as well as collaboration in various scientific, cultural and educational projects. The cross-reading of all these fragments shows us a strong implication of these multiple legacies and a recurring epistemological reflection on cultural and disciplinary boundaries. Subverting the Enlightenment paradigm of strongly hierarchical segmentation of knowledge and cultures, Varela, mainly since the 1970s, developed a literary and cientific discourse which can be identified with the liquidity of late modernity described by Bauman. The Capeverdean author proposes an epistemological paradigm that can be metaphorically represented under the image of the archipelago. Structured on principles such as the porosity of borders, the critical autonomy and the implication between life / art / science / philosophy, this innovative paradigm (at the time) was tested in the architecture of his transgressive and tensional work. Thus, Varela challenges us to (re)look at the socalled peripheral cultural systems and to see how these cultural spaces have been implicated in the construction and questioning of modernity and its plural modernitie
