Institutional design and impact of productive innovation policies. An analysis of FONTAR in the province of Santa Fe during the period 2002-2011

En tal sentido, el trabajo se ubica en la tradición de estudios y análisis de políticas públicas, parte desde una perspectiva institucionalista, y presta especial atención a: i) los momentos de cambios en una arena de política determinada (en este caso, de innovación productiva), ii) los diseños institucionales que adquieren los nuevos instrumentos de políticas, y iii) a la modalidad en que efectivamente se distribuyen los beneficios asignados por los instrumentos entre los actores de la población objetivo fijada por el propio diseño institucional.
La hipótesis de la que parte el trabajo es que en la arena de las políticas de innovación productiva, para el caso del diseño institucional de instrumentos orientados a la demanda, cuanto más libre sea la modalidad de aplicación, más horizontal y competitiva la distribución de los beneficios y si predomina una definición homogénea de la población objetivo, la distribución de beneficios se concentrará en pocos actores, ubicados en los centros económicos más dinámicos y con un predominio de actores con muchos años de antigüedad.This research aims to analyze how the Argentine State intervened in arena production innovation during the period 2002-2011, giving an account of the main features of the institutional design of policy instruments in this arena, and impact they had on the target population located in the province of Santa Fe (PSF). In this sense, the work is in the tradition of studies and policy analysis, part from an institutional perspective and devote special attention to: i) the moments of changes in a given policy arena (in this case, innovation production), ii) institutional designs that acquire new policy instruments and iii) the mode in which they actually benefits assigned by the instruments among the actors of the target population set by the institutional design itself distributed.

Analysis of science, technology and innovation policies in Argentina: design of instruments and effects at the sub-national level during the period 1996-2019.

Se propone como objetivo analizar los efectos de estas políticas a nivel sub-nacional implementadas en Argentina en el período 1996-2019, indagando para ello en los diseños institucionales de los instrumentos de las políticas de esta arena y en sus efectos en 4 provincias argentinas durante el período de estudios. El abordaje metodológico es de tipo cualitativo, combinando fuentes primarias y secundarias.The research project is part of the design and effects studies of public policies, particularly in the arena of Science, Technology and Innovation Policies (STIP). The objective is to analyze the effects of these policies at the sub-national level implemented in Argentina in the period 1996-2019, investigating for this purpose the institutional designs of the policy instruments of this arena and their effects in 4 Argentine provinces during the study period. New Stationary Frame Control Scheme for Three Phase PWM Rectifiers Under Unbalanced Voltage Dips Conditions
A new stationary frame control scheme for three-phase pulsewidth-modulation (PWM) rectifiers operating under unbalanced voltage dips conditions is proposed in this paper. The proposed control scheme regulates the instantaneous active power at the converter poles to minimize the harmonics of the input currents and the output voltage ripple. This paper's novelty is the development of a new current-reference generator implemented directly in stationary reference frame. This allows using proportional sinusoidal signal integrator (P-SSI) controllers for simultaneous compensation of both positive and negative current sequence components. No phase-locked loop (PLL) strategies and coordinate transformations are needed for the proposed current-reference generator. Experimental results are presented for a 20-kV A alternative current (ac)/direct current (dc) converter prototype to demonstrate the effectiveness of the proposed control scheme. A comparison with two other existing control techniques is also performed. Fast dynamic performance with small dc-link voltage ripple and input sinusoidal currents are obtained with this control scheme, even under severe voltage dips operating condition

3-1. Research Activities in 2024The author spent one month at Kyoto University, Uji Campus in Prof. Nohira's group. Here is a summary of the study on the microparticle electrodes and single particle microbatteries using electrochemical and in-situ micro-Raman spectroscopic studies [1].The author spent the 2024 academic year (April 1, 2024 – March 31, 2025) as a Visiting Associate Professor, hosted by the Institute of Advanced Energy (IAE) within the Research Unit for the Realization of a Sustainable Society (RURSS), in collaboration with Professor Masato Katahira at his laboratory on the Uji Campus of Kyoto University. In his report, the author presents recent developments in the efficient utilization of woody biomass.The author spent one and half months at Kyoto University, Uji Campus in Prof. Nohira group. A review of the most promising technologies for electrochemical reduction of CO₂ for carbon negative technologies is presented. Modeling and simulation of dissolution and erosion of porous solids
Tablet dissolution modeling has seen multiple eff orts from both empirical and physical approaches. We present an expandable 3-D Cartesian framework for modeling many of the physical processes involved in tablet dissolution, which allows for powerful model manipulation. The primary focus of this framework is the way in which the moving boundaries are handled, while the internal mechanisms represent one possible set of physical process interaction. Characterization and modeling the dissolution performance of tablets focusing on powder processing effects
Tablet dissolution modeling has seen many efforts from both empirical and physical approaches. We present an expandable 3-D Cartesian framework for modeling multiple physical processes involved in tablet dissolution, which allows for a more straightforward generation of models while maintaining powerful model manipulation. Also presented is an experimental technique for quantifying solvent penetration and dynamic surface erosion. Two types of solid oral dosage forms are experimentally characterized and then modeled. Algunas reflexiones sobre el libro Orden y violencia, de Daniel Pécaut
Firstly, the article consists of a general presentation of the book Orden and Violence: Colombia 1930-1953 by Daniel Pécaut, in all relevant aspects. Secondly, it offers an exegetical work to define the interlocutors of the work and the main theoretical referents the author brings to bear. Thirdly, it seeks to demonstrate the distinction between the real, the symbolic, and the imaginary of Jacques Lacan, and, above all, how this distinction is elaborated by philosopher Claude Lefort, who has a central presence in the book. Fourthly, the article presents a synthesis of the book to illustrate the premises discussed throughout the text.El trabajo consiste, en primer lugar, en hacer una presentación general de la obra Orden y violencia: Colombia 1930-1953 de Daniel Pécaut, en todos los aspectos pertinentes. En segundo lugar, se trata de llevar a cabo un trabajo exegético para definir los interlocutores de la obra y los principales referentes teóricos que el autor trae a cuento. En tercer lugar, se trata de mostrar la distinción entre lo real, lo simbólico y lo imaginario de Jacques Lacan, y, sobre todo, la manera como esta distinción es elaborada por el filósofo Claude Lefort, quien tiene una presencia central en el libro. The transhumanism of Paul B. Preciado: on the antirealist fictions of contrasexual Manifiesto
En este artículo se propone un análisis crítico de algunos de los principales relatos que sostienen la narrativa postqueer de Paul-Beatriz Preciado, partiendo del supuesto de que toda identidad sexual es una ficción y toda realidad, una construcción psico-social. Mostraremos el modo en que la ficcionalidad biopo- lítica y el constructivismo trans-humanista del autor borran la consistencia ontológica de lo real, lo irreductible de la diferencia sexual, a la mujer como sujeto político del feminismo y, en última instancia, al feminismo como proyecto po- lítico emancipatorio.The current article aims at a critical analysis of some of the main tales around which Paul B. Preciado develops his post-queer political narrative, based on the assumption that all sexual identity is fiction and all reality a psycho-social construction. Does"grease money"speed up the wheels of commerce?
If bureaucratic burden and delay are exogenous, a firm may find bribes a helpful way to cut through red tape. According to the"efficient grease"hypothesis, corruption can improve economic efficiency, and,fighting bribery can be counterproductive. This need not be the case. In a general equilibrium in which regulatory burden and delay can be endogenously chosen by rent-seeking bureaucrats, the effective (not just nominal) red tape and bribery may be positively correlated across firms. Using data from three worldwide firm-level surveys, the authors examine the relationship between bribe and payments, management time wasted with bureaucrats, and cost of capital. They find that firms that pay more in bribes are also likely to spend more, not less, management time with bureaucrats, negotiating regulations.
