    Managing Rural Employment for Sustainability and Efficiency of Agriculture

    Demand for agricultural labour use is persistent regardless of the improvements. There are many agricultural activities that call incorporation of low-skilled labour. With rising technology incorporation, demand for high-skilled labour rises. Keeping low-skilled workers in the sector is also important for macroeconomic concerns as management of unemployment or providing sustainable income for rural population to keep this population away from internal migration to city centres. Yet, there are effective factors in keeping this population in rural and in agricultural activities. Some of these factors were evaluated in this paper. The effect of recent COVID-19 process and in-boarder or foreign labour migration was searched and evaluated due to changing labour composition and varying costs. Thereafter, the gender problem related to women’s over existence in agricultural activities and their intention to move out like as the young generations were evaluated depending on the recent literature and figures

    Tarım sektörünün ekonomik büyümeye olan etkisinin araştırılması hem sektörün üretkenliğinin, hem de etkinliğinin belirlenmesi için oldukça önemlidir. Ayrıca, ekonomik büyümenin entegrasyon ilişkileri çerçevesinde incelenmesi, entegrasyonun ülke ekonomilerine etkilerinin belirlenmesini sağlamaktadır. Bu tez çalışması ile, Avrupa Birliği entegrasyon sürecinde tarım sektörünün kişi başı milli gelire ve tarım sektörüne yapılan mali desteklerin ekonomik büyümeye etkilerinin incelenmesi hedeflenmiştir. Çalışma kapsamında, tarım sektörünün AB üye ve aday ülkelerinde ekonomik büyüme üzerindeki etkisi, Solow büyüme modeli esas alınarak oluşturulan iki farklı ekonomik model ve panel veri analiz yöntemleri ile incelenmiştir. Çalışmanın ilk aşamasında, 1995-2007 ve 2002-2007 dönemlerinde AB' ye üye ve aday sırasıyla toplam 25 ve 30 ülke arasında oluşturulan bir örneklemde, kişi başı tarımsal katma değerin kişi başı milli gelire etkisi incelenmiştir. AB üyelik durumunu gösteren bir kukla değişken ile ülke ekonomilerinin yapısal özellikleri üzerine bilgi sağlayan ve PRS Grup tarafından hesaplanan bileşik risk değişkeni bu analizde, açıklayıcı değişken olarak kullanılmıştır. İkinci aşamada ise, 1995-2009 döneminde 2005 genişlemesi öncesinde AB'ye üye olan 15 ülke arasında, Ortak Tarım Politikası ve Uyum Politikası mali araçları ile tarım sektörüne yapılan mali transferlerin ekonomik büyüme oranı üzerine etkisi incelenmiştir. Bu modelde açıklayıcı değişken olarak, Avrupa Tarımsal Yönlendirme ve Garanti Fonu ile Avrupa Bölgesel Kalkınma Fonu'ndan üye ülkelere yapılan kaynak aktarım miktarları kullanılmıştır. Birinci modelin çift yönlü tesadüfi etkiler tahmin sonuçlarına göre, 1995-2007 döneminde kişi başı milli gelirin tarımsal katma değer esnekliği 0,025' tir. AB üyesi ülkelerde kişi başı milli gelir ortalamasının % 5,6 daha yüksek olduğu tahmin edilmiştir. 2002-2007 döneminde kişi başı milli gelirin tarımsal katma değer esnekliği 0,22 olarak bulunmuştur. AB üyesi ülkelerde kişi başı milli gelir ortalamasının % 5,6 daha yüksek olduğu tahmin edilmiştir. Bileşik risk değerindeki 1 puanlık artış, yani ülkenin karşı karşıya olduğu riskin azalması, karşılığında kişi başı milli gelirin her iki dönemde de yaklaşık % 1 arttığı sonucuna ulaşılmıştır. İkinci model için 1995-2009 döneminde birleştirilmiş (havuzlanmış) tahmin sonuçlarına göre ATYGF-Garanti bileşeninden yapılan ödemelerdeki % 100'lük bir artışın kişi başı reel milli gelir büyüme oranını % 30 oranında, yapısal fon harcamalarındaki % 100'lük artışın ise % 113 oranında artırdığı sonucuna ulaşılmıştır. Gelişme endeksindeki bir puanlık artışın dönemler arası büyüme oranı farkına yaklaşık 2 puan olarak yansıdığı, bileşik risk puanında bir puanlık iyileşmenin ise milli gelir büyüme oranının dönemler arası farkını yaklaşık 0,1 puan olumlu etkilediği görülmüştür. Sonuç olarak, 1995 sonrası dönemde yapılan analizler doğrultusunda AB üyelik ve entegrasyon surecinde tarım sektörünün ekonomik önemini koruduğu ve tarım sektörüne yapılan doğrudan ve dolaylı transferlerin dönemler arası ekonomik büyüme farkını olumlu etkilediği anlaşılmıştır. Ayrıca, AB üyesi olan ülkelerde kişi başı milli gelir ortalamasının dışsal sebeplere bağlı olarak üye olmayan ülkelere göre daha yüksek olduğu sonucuna ulaşılmıştır

    The economic effects of epidemics: from SARS and MERS to COVID-19

    Around the end of 2019 through to 2020, the world had to encounter an outbreak of the novel COVID-19, a globally devastating virus, leading to mass losses and socio-economic panic. The impacts of previous SARS-COV and MERS-COV on macro-economic conditions, income level and labour market composition of 26 selected countries were evaluated within this paper in order to make economic inferences for COVID-19. The evaluation signed that the more fatal SARS-COV had depreciating effects on all economies in the sample, while MERS-COV had affected a more limited number of countries. Yet, the past epidemics mostly affected the labour market and services sector, as emphasized by the literature on economics of epidemics. It can be foreseen that, the services sector will be affected negatively with supply and labour demand aspects even after the end of the COVID-19 pandemic. On the other hand, changing consumption attitudes and the rising tendency for online shopping may lead a closer correlation between agriculture and services sectors in terms of delivery services. It might be possible to understand such impacts as more micro-data can be analysed in the future

    Purpose –The purpose of this research is to review the recent literature of epidemics and to evaluate the potential economic effects of COVID-19 pandemic compared with SARS-COV and MERS-COV. Methodology – Impacts of previous epidemics on income of 16 selected countries were estimated for 2000-2015 within a panel econometric framework. Findings – SARS-COV has depreciating effects on all economies and its incidence had reduced average per capita income by almost 1.900 Dollars. Effects of MERS-COV were limited due to its contagion area. It has been understood that dispersed epidemics affect economies inversely. Conclusions – Labour demand of services has been reduced already. However, rising online shopping tendency and potential integration of agro-food and services sectors may lead compensation for the losses. Yet, in the apparent situation it is hard to talk about a potential recovery due to continuously declining income and rising unemployment.Amaç –Bu çalışmanın amacı epidemiler ile ilgili geçmiş yazını gözden geçirmek ve COVID-19 pandemisinin olası ekonomik etkilerini SARS-COV ve MERS-COV ile karşılaştırmalı olarak değerlendirmektir. Yöntem – Önceki epidemilerin 16 seçilmiş ülke gelirine olan etkileri 2000-2015 yılları için panel ekonometrik yöntem çerçevesinde tahmin edilmiştir. Bulgular – SARS-COV tüm ekonomiler üzerinde daraltıcı etkide bulunmuş ve hastalığın oluşması ortalama kişi başına milli geliri yaklaşık 1.900 dolar azaltmıştır. MERS-COV’ un etkileri bulaş alanı nedeniyle sınırlıdır. Yaygın salgın hastalıklarının ekonomiyi negatif yönlü etkilediği anlaşılmıştır. Sonuç – Hizmetler sektörü işgücü talebi hâlihazırda azalmıştır. Ancak, artan çevrimiçi alışveriş eğilimi ve tarım-gıda ile hizmetler sektörünün olası bütünleşmesi kayıpların karşılanmasını sağlayabilecektir. Buna karşın, süreğen gelir düşüşü ve artan işsizlik nedeniyle mevcut durumda potansiyel bir iyileşmeden bahsetmek zordur

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods
