    Balancing Act: Water Quality Protection and Flood Resilience

    Flood resilience efforts and laws designed to protect water quality may not always be compatible under current Virginia law. This paper will discuss two examples in particular. First, there can be tensions between the water quality goals under the Chesapeake Bay Preservation Act and efforts to conduct flood resilience projects within 100 feet of the shoreline in Tidewater Virginia. Second, there are significant challenges faced by localities seeking to comply with the Virginia Stormwater Management Program, while also continuing to mitigate the impacts of flooding. These two examples stem from the larger question facing Virginia: as flooding increases, how does the state balance water quality protection with the need for flood resilience?     Understanding the Diamond Sutra through the Lens of Ordinary Mind

    This paper offers an interpretive reading of the Diamond Sutra centered on the concept of ordinary mind, understood as the integrated functioning of samatha and vipassanā. Rather than treating the sutra as a purely paradoxical or nihilistic text, this study argues that its primary concern lies in the transformation of ordinary cognition through the dissolution of discriminative and boundary-making mental activity. Samatha is interpreted as the cessation of conceptual fixation and dualistic boundaries, while vipassanā is understood as the observation of phenomena within causal and dependent arising once such fixation has ceased. Special attention is given to the sutra’s recurring linguistic pattern, “A is not A, therefore it is called A,” which this paper reads as expressing the dynamic relationship between non-discrimination and functional language. In addition to conventional interpretations, the author proposes a personal reflective insight: that naming itself may arise only after the dissolution of discriminative boundaries, allowing language to operate without reification. Through close analysis of key verses—including “If one sees all forms as non-forms, one sees the Tathāgata” and “All conditioned phenomena are like dreams or illusions”—the paper argues that the Diamond Sutra presents awakening not as transcendence of ordinary life, but as a radical reorientation within it. Ordinary mind thus emerges as a post-discriminative mode of awareness in which ethical action, language, and everyday activity continue without attachment or grasping

    An Analytical Approach to Efficient Circuit Variability Analysis in Scaled CMOS Design

    abstract: Process variations have become increasingly important for scaled technologies starting at 45nm. The increased variations are primarily due to random dopant fluctuations, line-edge roughness and oxide thickness fluctuation. These variations greatly impact all aspects of circuit performance and pose a grand challenge to future robust IC design. To improve robustness, efficient methodology is required that considers effect of variations in the design flow. Analyzing timing variability of complex circuits with HSPICE simulations is very time consuming. This thesis proposes an analytical model to predict variability in CMOS circuits that is quick and accurate. There are several analytical models to estimate nominal delay performance but very little work has been done to accurately model delay variability. The proposed model is comprehensive and estimates nominal delay and variability as a function of transistor width, load capacitance and transition time. First, models are developed for library gates and the accuracy of the models is verified with HSPICE simulations for 45nm and 32nm technology nodes. The difference between predicted and simulated σ/μ for the library gates is less than 1%. Next, the accuracy of the model for nominal delay is verified for larger circuits including ISCAS'85 benchmark circuits. The model predicted results are within 4% error of HSPICE simulated results and take a small fraction of the time, for 45nm technology. Delay variability is analyzed for various paths and it is observed that non-critical paths can become critical because of Vth variation. Variability on shortest paths show that rate of hold violations increase enormously with increasing Vth variation.Dissertation/ThesisM.S. Electrical Engineering 201

    This commentary note expands upon the cognitive framework established in the author’s previous study, "Understanding the Diamond Sutra through the Lens of Ordinary Mind." It seeks to deepen the earlier discussion by proposing a “phenomenological turn” in the interpretation of the sutra’s core linguistic formula: “A is not A, therefore it is called A.” While the previous work emphasized the integration of samatha and vipassanā, this note focuses on the radical reorientation found in the act of naming. The author argues that this second "A" is not merely a pragmatic return to conventional language, but a phenomenological recognition that arises only after discriminative boundary-making has ceased. By acknowledging vivid, transient phenomena through the lens of Dependent Arising (Pratītyasamutpāda), this study demonstrates how language can be used in a state of "Ordinary Mind" without the "glue" of conceptual fixation

This is because not all have a complete understanding of meditation, on the contrary, the diversity of types of meditation has resulted in many perspectives on meditation, some of which are contrary to Buddhist teachings, such as meditation to gain wealth, attractive appearance, or supernatural powers. This research uses literature and literature review methods. Literature review with reference review, review of literature publications by previous researchers related to the topic to be researched. The author not only collects theories but various reference sources including journals, Buddhist scriptures and books. From the literature search, the discussion includes: types of meditation to train the mind, conditions that support meditation, the benefits of meditation, samatha bhavana and vipassana bhavana meditation practice, and also current meditation practices, as well as the implications of meditation practice for householders in everyday life as more and more the urgent need to be able to organize oneself better in facing various roles in the family, work and environment
