In the face of systematic check of global, national, and regional indices, sought to obtainan accurate analysis of the situation and a comprehensive view of the municipality realityfrom the perspective of the problematic. Therefore, the study operated a careful survey ofprograms and public politics in national and international ambits, implemented with theacknowledged efficiency. Finally, based on the listed information and the obtained overview,eight public policy subsidies were structured to align municipal public policies to the expectedresults with the 2030 Agenda.À luz do Direito Internacional dos Direitos Humanos e dos 17 Objetivos de Desenvolvimento Sustentável da Agenda 2030, estabelecidos pela Assembleia Geral das Nações Unidas, e especificadamente com relação à meta 5.3 do Objetivo 5, o presente artigo propõe analisar a situação dos casamentos prematuros na cidade de Santos/SP. Diante de verificação sistêmica de índices globais, nacionais e municipais, intentou-se levantar o panorama do município sob a ótica da problemática. Neste sentido, procedeu-se a apuração de programas e políticas públicas internacionais e nacionais existentes de eficiência reconhecida, para elencar, por fim, subsídios a políticas públicas, condizentes à realidade municipal constatada. Observou-se o implemento de oito subsídios, a fim de se alinhar as políticas públicas municipais aos resultados esperados com a Agenda 2030

Get PDFThis working paper addresses the demand for coordination between the various interests related to the exploitation of space resources, given current regulatory gaps. The aim is to assess whether global governance in the area may lead to a new international regime that promotes cooperation in the development of appropriate strategies to face current and future problems. The research concludes that congruent aspects of international and governmental initiatives, as well as multi-stakeholder fora, are leading to the recognition of a set of principles and to the establishment of norms, rules and decision-making processes based on converging expectations on the topic, therefore, they may contribute to the regime formation and the sustainability of space exploitation. The research methodology is bibliographic and the deductive method was applied.Este artigo aborda a necessidade de coordenação dos vários interesses relacionados à exploração comercial dos recursos espaciais, diante da insuficiência regulatória atual. O objetivo é avaliar se a governança global nessa área pode conduzir à formação de um novo regime internacional, que promova o desenvolvimento cooperativo de estratégias adequadas para o enfrentamento dos problemas existentes e futuros. A pesquisa conclui que aspectos congruentes das iniciativas internacionais, governamentais e dos fóruns de debate com participação ampliada estão levando ao reconhecimento de um conjunto de princípios e ao estabelecimento de normas, regras e procedimentos de tomada de decisões sociais fundados nas expectativas convergentes sobre o tema, assim, podem contribuir para a criação desse regime e a sustentabilidade das atividades exploratórias. Going Beyond Counting First Authors in Author Co-citation Analysis

counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Get PDF“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
Get PDFWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts

Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. Get PDFO presente artigo tem como objetivo contribuir para a construção conceitual de meio ambiente sociocultural, já que o conceito de meio ambiente passa, desde a sua internacionalização, por transformações e ampliações epistemológicas, indo além dos elementos dados pela natureza, e incorporando o conjunto de aspectos sociais e culturais, que influenciam e condicionam a vida humana. Tais mudanças são percebidas sobretudo a partir da década de 1970 com as Conferências Internacionais sobre o tema e suas normativas, e, também, com a aproximação da temática com o conceito de desenvolvimento e com os direitos humanos. Acreditando ser relevante analisar as arquiteturas institucionais que condicionam os aspectos da vida humana a partir de uma ótica de proteção do ser humano, e entender que existe um meio ambiente sociocultural, englobando as questões institucionais, e que sua compreensão pode auxiliar nos debates sobre as relações humanas tanto do Direito Ambiental Internacional quanto do Direito Internacional dos Direitos Humanos, e em suas interseções,; o presente texto propõe definições iniciais de meio ambiente social, meio ambiente cultural e meio ambiente sociocultural a fim de auxiliar no debate e no desenvolvimento do tema
