ECHR Melo Tadeu: A Tax Case Which Should Bring on More Carefully Selected Criminal Procedures

    No full text
The European Court of Human Rights (ECHR) judged in the Melo Tadeu case that the refusal of the authorities to undo the seizure of assets after a criminal acquittal, is disproportional, regardless whether the appeal was too late. The Melo Tadeu judgment implies mainly that the presumption of innocence remains in full force after a criminal acquittal. In this article the author discusses the Melo Tadeu judgment of the ECHR

Abstract: Based on the collaboration between Melo e Castro and Herberto Helder for the second issue of the PO.EX magazine, from 1966, the article proposes a dialogue between the two poets regarding the use of the cybernetic method of combination in their poetics. Initially, as of the post-war context, when the combinatorial method became the key of creation for some poets. In the conclusion, it reaches contemporary times, when algorithmic technology seems to control and drive political-cultural goals. Throughout the article, the author approaches some similarities and differences between the uses of the combination by the poets, enabling us to think some historical contradictions in the connection between poetic discourse and technology. This leads infinite and secret as potentially political elements in the Melo e Castro and Herberto Helder’s poetics of combination. Keywords: infinite, secret, combination, Herberto Helder, Melo e Castro

A gramática filosófica de Bernardo de Lima e Melo Bacelar (1783)

    No full text
The purpose of this article is to demonstrate the linguistic and pedagogical ideas present in the “Grammatica Philosophica da Língua Portugueza” (1783), by Bernardo de Lima e Melo Bacelar (ca.1736-post.1787), leaving from a critical reading of this Grammar book and an analysis about other researchers who have already studied it. The “Grammatica” is divided into three parts, according to the parts of the grammatical sentence and their functions in the sentence. These parts are subdivided into chapters. The author uses the case nomenclature to describe the terms of the sentences. His intention was to offer to the readers an innovative material, which could present the rules of the Portuguese language by a new methodology. Bacelar believed that a clear, precise and unambiguous communication would only be possible through the knowledge of these rules. As an attentive follower of Port-Royal’s rationalist ideas and of the Enlightenment, he also believed in the existence of an universal grammar. Although he was a great erudite of classical languages and of the Portuguese language, his job was underestimated by the scholars of his time. Unfortunately, he did not achieve his purpose of providing clarity in communication.

In this paper we propose to analyze the complex relationships between João Cabral de Melo Neto and Portuguese literature and the way he fits in this literature through Cesário Verde, whose poetry is stripped of rhetorical ornaments and focuses, among all the senses, a vision of reality. These characteristics made the author of Serial recognize himself in Cesário Verde’s poetry and consider him as the greatest Portuguese poet.

    No full text
Abstract: The first poem of João Cabral de Melo Neto’s fourteenth book – “The museum of everything” (O museu de tudo, in the original) – presents itself as something prone to ambiguity. Ironically, the poetic persona places it on two opposite ends: it can be either a box of trash or an archive. The ambiguous aspect of this “presentation poem” permeates the set of 80 poems that integrates Museu de tudo (1975), a book that both its author and the specialized critic define as more prone to circumstantial poetry, although they also relate it to the exercise of critical poetry. Based on the tension suggested by the metaphor of De Melo Neto’s Museum as a space where aesthetic treasures and less valuable waste are kept, at the same time, this work aims at demonstrating how apparently disparate poetic principles – critical poetry and poems of circumstances – are assembled as the cornerstones of the Museu de tudo. Keywords: Poetics of modernity; João Cabral de Melo Neto; Museum of everything; occasional verse; critical poetry

A policy model for Tunisia with real and financial flows

    No full text
This model was developed to provide a moacroeconomic framework for Tunisia's structural adjustment program and a flexible tool for further country economic analysis. As currently specified, it is designed to analyze fiscal, debt, and incomes policies, while deriving implications for the exchange rate and for the availability of credit to the private sector. Several policy experiments are carried out to illustrate this focus, and suggestions are offered for variations in model closure and detail.Economic Theory&Research,Environmental Economics&Policies,Banks&Banking Reform,Economic Stabilization,Financial Intermediation

Lessons of trade liberalization in Latin America for economies in transition

    No full text
After four decades as prime examples of inward-looking trade policies and import-substituting industrialization, several Latin American countries undertook comprehensive trade liberalization and macroeconomic adjustment in the 1980s. The authors contend that the experiences in those countries are relevant for the economies in Eastern Europe and the former Soviet Union in transition from socialism to market economies. In all of these Latin American countries, the move toward an outward orientation occurred: when the economy was facing a large negative external shock because of falling terms of trade and rising debt payments; after several decades of protectionism; and under severe macroeconomic imbalances. The authors study the reform package of trade liberalization, stabilization, and supporting policies in Argentina, Bolivia, Chile, Mexico, and Uruguay. They conclude that for the economies in transition: Rationalizing the foreign trade regime is crucial for the success of stabilization measures. Rapid, far-reaching reform is possible in sectors that were subject to prolonged periods of heavy protection. Sustained growth requires a comprehensive reform package, with supporting policies for labor, capital, and domestic product markets. Liberalization of the financial sector requires investigating the links between commercial banks and private sector firms. If trade liberalization is to succeed in the long run, it is important to study the evolution of the real exchange rate and measures to stabilize it. In the final section of the paper, the authors study the recent impetus toward trade liberalization through regional arrangements in Latin America. The issue is relevant to countries in Eastern Europe and the former Soviet Union because they belonged to the CMEA, a regional trading arrangement, and because such arrangements are evolving anew among countries in the former Soviet Union.Economic Theory&Research,Environmental Economics&Policies,Economic Stabilization,TF054105-DONOR FUNDED OPERATION ADMINISTRATION FEE INCOME AND EXPENSE ACCOUNT,Macroeconomic Management
