Defalcation of European Union Budget in the Romanian Criminal Law
One of the goals for Romania, after the 1st January 2007, was to protect the financial interests of the European Union to fight against fraud, corruption and other illegal activities. In order to achieve this target, the legal framework has been completed by the Law no. 161/2003 which introduced the article no. 182 in the text of the Law no. 78/2000 regarding prevention, discovery and punishing the corruption acts. The author analyses this new article and he develops the two constitutive elements (actus reus, mens rea), the objective and subjective aspects of the analyzed crime, the ways, the legal punishments applicable to this crime.fraud, financial interests, spending, incomes, actus reus, mens rea, legal punishments.
Psychological Process of Forming the Declarations of Victims and of Crime Witnesses
The process of forming the witnesses’ declarations involves a moment of achieving the information circumscribed to the crime or to its author, a moment of keeping the perceived information in memory and, finally, the moment of communicating this information to the judicial organs, by reproducing or acknowledging. To this process forming, all the sensations categories compete, in some way. Legal and Financial Problems of International Joint Custody of Children
The aim of this article is to analyze very interesting and currently up-to-date area of children living in international joint custody from the legal and financial point of view. This covers the situation when custody of a child is awarded to both parents living in different states of the European Union (or also other states). The number of marriages contracted between Czech nationals and foreign nationals and also between nationals from two different states (not necessarily inside European Union) increases every year while free movement of people is a real practice today. Because these international marriages are becoming more common they bring new problems that must be solved by contemporary law. This regulation needs to result from the knowledge of the children psychology that is affecting family law the most but also has its practical aspects in the area of taxation and payment issues that will be analyzed deeply as well.juridical problems, financial problems, international joint custody, family.
The Catalogue of “Constantin Ciubuc” Trichoptera (Insecta) Collection of “Grigore Antipa” National Museum of Natural History
Abstract
The catalogue of “Constantin Ciubuc” trichopteran collection includes a total of 188 species, 178,878 specimens, (68,966 ♂♂ and 110,937 ♀♀) belonging to 19 families of the Order Trichoptera, Class Insecta. Imago insects were caught by the author and different collaborators, or friends, within the period 1986–2015 (Tab. 5). Last material was collected in the summer of 2016, in the Bucegi Natural Park and Natura 2000 site (ROSCI0013 - Bucegi) (Tab. 6). A percentage of less than 0.1% of the samples contained in the collection are insects from “Adriana Murgoci” collection, collected by Petre Iuncu in the period 1953–1954, offered to the author for preservation in 1985 (Tab. 5). Almost all samples were captured by light traps (white, black, blue), using mercury vapor lamps and / or incandescent light lamps and preserved in tubes, hermetically sealed, in ethyl alcohol. All information regarding the number of specimens, species, author, sex, habitat, sampling places, methods, number, the person who made the capture, climatic conditions during the collection, the date of collection, the geographical coordinates of sampling points, and other information are included in the database (Tabs 5 and 6). Some information on the Romanian endemic species, of the Balkans and of south-eastern Europe are given, as well as the taxonomic index, index of localities, sampling methodology, distribution map of the sampling places in Romania. The large number of species, specimens, vast area, sampling, information contained in the database (Tabs 5, 6) make the collection a scientific reference document for freshwater invertebrate fauna of Romania. It is the single complete trichopteran collection, with specimens collected from Romanian territory.</jats:p
Increasing selectivity and precision for welding of multi-layer thermoplastic films by using wavelength-adapted laser processing
Polymerfolien finden in vielen Bereichen der Industrie Anwendung. Gerade dort, wo vor allem flexible und zudem kostengünstige Umsetzungen gefordert sind, stellen Polymerfolien eine herausragende Möglichkeit dar. Das Spektrum des Einsatzbereiches von Polymerfolien reicht über die Verpackungstechnik, Medizintechnik, den Automotive-Bereich bis zur High End Anwendung im Bereich der OLED/OPV Verkapselung. Polymerfolien sind zumeist für den einzelnen Anwendungsfall individuell entwickelt, um eine größtmögliche Schnittmenge für die definierten gegebenen Eigenschaftsanforderungen zu erhalten. Ein bedeutender Teil der verwendeten Polymerfolien ist dabei für das menschliche Auge transparent. Dies hat neben ästhetischen und verkaufsfördernden Aspekten auch sicherheitstechnische Gründe. Bei der Verkapselung von flexiblen OLEDs oder OPVS ist die Transparenz durch technische Randbedingungen auch zwingend erforderlich. Üblicherweise werden die zuvor speziell entwickelten Folien rollenweise von spezialisierten Herstellern produziert und dann erst beim Anwender oder Warenproduzenten eigenständig weiterverarbeitet. Der zentrale Schritt eines Weiterverarbeitungsprozesses ist das Fügen. Beim Fügen wird eine Polymerfolie mit sich selbst oder einem weiteren Fügepartner z.B. in Form eines Bechers verbunden, um ein Gut abzupacken. Hierfür sind Werkzeuge mit geometrisch fest definierter Form z.B. Heißsiegelbacken oder Ultraschallrollen etabliert. Zunehmend spielen bei der Auswahl von Technologien zur Weiterverarbeitung von Polymerfolien Aspekte der Formatflexibilität, Ressourceneffizienz und Präzision eine wichtige Rolle. Dies sind Anforderungen an die Produktanzahl bis runter zu Losgröße eins, eine Minimierung der eingesetzten Polymervielfalt in einem Folienverbund, um eine bessere Recyclingfähigkeit zu erreichen, und reproduzierbare und qualitätsrelevant nachweisbare Verbindungen zur Steigerung der Produktsicherheit. Die bisher auf dem Markt befindlichen, technologischen Ansätze können diesen vielschichtigen Anforderungen nur eingeschränkt Lösungen gegenüberstellen. Daher wird im Rahmen dieser Arbeit untersucht, inwieweit Dioden- und Faserlaserstrahlquellen mit angepassten Emissionswellenlängen Antworten auf die gestellten Anforderungen geben können. Hierzu wird die Energiedeposition mittels Laserstrahlung anhand des zentralen Schritts des Fügens unter Einsatz von wellenlängen-angepassten Laserstrahlquellen betrachtet. Aus dieser Verfahrensvariante lassen sich dann wiederum auch andere Verfahren wie das laser- basierte Schneiden ableiten. Um die Eignung von wellenlängenangepassten Laserstrahl- quellen für das Schweißen von Polymerfolien genauer zu untersuchen, werden Aspekte der Wechselwirkung der eingestrahlten Laserstrahlung mit den einzelnen Schichten eines Polymerfolienverbundes und die sich daraus ableitenden Wärmeleitungsvorgänge physikalisch beschrieben und untersucht. Die Betrachtung und Beweisführung erfolgt dabei sowohl anhand von Simulationen zur Strahlpropagation und Wärmeleitung im 3D Raum als auch an bildgebenden Thermografieaufzeichnungen und Dünnschnitten an physischen Schweiß- proben. Der Einsatz in der Produktion erfordert zudem Aussagen über den Einfluss von einzelnen Prozessparametern auf den Fügeprozess. Hierzu werden experimentelle Untersuchungen an marktüblichen und repräsentativen Polymerfolien durchgeführt. Den Anforderungen an Qualitätssicherheit wird mit Untersuchungen zu geeigneten infraroten, thermo- grafischen, spektralen und bildgebenden Sensoren Rechnung getragen. Perspektivisch erfolgt die Betrachtung eines hybriden und simultanen laserbasierten Füge- und Trennprozesses für mehrschichtige Polymerfolien.Polymer films are used in many areas of industry. Polymer films are an outstanding option, especially where flexible and cost-effective implementations are required. The spectrum of applications for polymer films ranges from packaging technology, medical technology and the automotive sector to high-end applications in the field of OLED/OPV encapsulation. Polymer films are mostly developed for the individual application in order to obtain the greatest possible intersection for the defined given property requirements. A significant proportion of the polymer films used are transparent to the human eye. In addition to aesthetic and sales promotion aspects, this also has safety-related reasons. In the encapsulation of flexible OLEDs or OPVS, transparency is mandatory due to technical constraints. Usually, the previously specially developed films are produced in rolls by specialized manu- facturers and then only further processed independently at the user or goods producer. The central step in a further processing operation is joining. In joining, a polymer film is welded to itself or to another joining partner, for example to of a cup. Tools with a geo- metrically fixed shape, e.g., heat-sealing jaws or ultrasonic rollers, are established for this purpose. Increasingly, aspects of format flexibility, resource efficiency and quality are play- ing an important role in the selection of technologies for the further processing of polymer films. These are requirements for the number of products down to batch size one, minimi- zation of the variety of polymers used in a film composite to achieve better recyclability, and reproducible and quality-relevant verifiable joints to increase product safety. The tech- nological approaches available on the market to date can only offer limited solutions to these complex requirements. Therefore, this thesis investigates the extent to which diode and fiber laser systems with adapted emission wavelengths can provide answers to these requirements. For this purpose, energy deposition by means of laser radiation is considered based on the central step of joining using wavelength-matched laser beam sources. From this process variant, in turn, other processes such as laser-based cutting can be derived. To investigate the suitability of wavelength-matched laser beam sources for welding polymer films in more detail, aspects of the interaction of the irradiated laser radiation with the individual layers of a polymer film composite and the resulting heat conduction processes are physically described and investigated. The observation and demonstration are based on simulations of beam propagation and heat conduction in 3D space as well as on imaging thermographic recordings and thin sections of physical weld specimens. The application in production also requires statements about the influence of individual process parameters on the joining process. For this purpose, experimental investigations are carried out on commercially available and representative polymer foils. The requirements for quality assurance are considered with investigations into suitable infrared, thermographic, spectral and imaging sensors. In the future, a hybrid and simultaneous laser-based joining and separa- tion process for multilayer polymer films will be considered

La politique étrangère de Constantin Caramanlis
The author of this article compares the foreign policy objectives of Constantin Caramanlis to those of Andreas Papandreou, the two preeminent figures of post-1974 Greece. He concludes that Caramanlis’ Cyprus policy was a failure. On the contrary, his European option served the economic, political and security objectives of Greece. This option has been adopted by all post-1974 Greek Governments. Thus, Caramanlis greatest contribution has been leading Greece to Europe.L’auteur de cet article compare les objectifs respectifs de la politique étrangère de Constantin Coramanlis et d’Andrèas Papandrèou, les deux plus éminentes figures politiques de la période après 1974. Il conclut que la politique suivie par Caramanlis au sujet de Chypre constitua un échec.

On a generalization of the Constantin–Lax–Majda equation
We present evidence on the global existence of solutions of De Gregorio's equation, based on numerical computation and a mathematical criterion analogous to the Beale-Kato-Majda theorem. Its meaning in the context of a generalized Constantin-Lax-Majda equation will be discussed.
