No full textBu çalışma, Türk hikayeciliğinin değerli isimlerinden Osman Şahin'in hikayelerini belli bir plan dahilinde incelemek ve yazarın edebiyatımızdaki yerini belirlemek amacıyla yapılmıştır. Çalışmanın ilk bölümünde yazarın hayatı ve edebî kişiliği hakkında bilgi verilmiş, ikinci bölümünde ise yazarın on hikaye kitabı yayımlandıkları tarihe göre sırasıyla incelenmiştir. Her kitap; zihniyet, yapı (olay örgüsü, şahıs kadrosu, zaman, mekan), tema ve anlatım başlıkları altında ayrı ayrı çözümlenmiştir. Osman Şahin, 1970'lerin başından günümüze kadar yüzden fazla hikaye yayımlamıştır. Toplumcu ve eleştirel gerçekçi bir edebiyat anlayışına sahip olan yazar, hikayelerinde Doğu ve Güneydoğu Anadolu ile Toroslar'ın kırsal kesimlerinde yaşayan insanları anlatmıştır. Hikaye tekniğine önem veren Osman Şahin, her hikaye kitabında yeni anlatım teknikleri denemiştir. Osman Şahin'in hikayelerinde kullandığı dil de mahallî kelimeler, deyimler ve atasözleri ile bezenmiştir. Osman Şahin; roman, belgesel roman, çocuk hikayesi, deneme gibi türlerde de eserler vermiştir; ancak yazarın en başarılı olduğu edebî tür hikayedir. Türk edebiyatında hikaye türünün en dikkate değer örneklerini veren Osman Şahin'in hikayelerini ayrıntılı bir şekilde tahlil eden bu çalışma, Türk hikayeciliği ile ilgili yapılacak diğer çalışmalara katkı sağlamak amacındadır.This study has been made to examine in a certain plan the stories of Osman Şahin, one of the leading authors of the Turkish story, and to determine the place of the author in Turkish literature . In the first section of the study, information on the life and literary personality of the author has been given and in the second section, ten story books of the author has been examined in turn according to their publication dates. Each book has been separately analysed under the headings of mentality, structure ( plot, characters, setting), theme and expression. Osman Şahin has published more than a hundred stories from the beginning of the 1970's until today. Having a socialist and critical realist sense of literature, the author has told of people living in rural areas of Eastern and Southerneast Anatolia and Taurus in his stories. Attaching importance to story technique, Osman Şahin has tried new story techniques in his each story book. Osman Şahin has embellished the language of his stories with local words, idioms and proverbs. Osman Şahin has also created works in genres of novel, documentary novel, children's story and essay but the story is the literary genre in which he is best. Guided construction search metaheuristics for the capacitated p-median problem with single source constraint
No full textIn the capacitated p-median problem with single source constraint, also known as the capacitated clustering problem, a given set of n weighted points is to be partitioned into p clusters such that the total weight of the points in each cluster does not exceed a given cluster capacity. The objective is to find a set of p centres that minimizes the total scatter of points allocated to these clusters. In this paper, a (, )-interchange neighbourhood based on the concept of -interchange of points restricted to -adjacent clusters is proposed. Structural properties of centres are identified and exploited to derive special data structures for their efficient evaluations. Different search and selection strategies including the variable neighbourhood search descent with respect to -nearest points are investigated. The most efficient strategies are then embedded in a guided construction search metaheuristic framework based either on a periodic local search procedure or a greedy random adaptive search procedure to solve the problem. Computational experience is reported on a standard set of benchmarks. The computational experience demonstrates the competitive performance of the proposed algorithms when compared to the best-known procedures in the literature in terms of solution quality and computational requirement. © 2007 Operational Research Society Ltd. Effect of high resistive barrier on earthing system
No full textSubstation earthing provides a low impedance path and carries current into ground under normal and fault conditions without adversely affecting continuity of service. Under a fault condition, the ground voltage may rise to a level that may endanger the public outside the vicinity of the substation. In such a case a high resistive barrier can be inserted around the vicinity of the substation to reduce the surface potentials immediately beyond the barrier. In this paper the effect of barrier on the overall performance of the earthing system has been investigated experimentally and computationally based on an earthing system consisted of combined grid and rods in a water tank. The effect of the position and depth of the barrier to the resistance of the earthing system and surface potentials in and around the substation have been examined
Unravelling Osman
No full textThe judgment of the European Court of Human Rights in Osman v United Kingdom, decided in October 1998, has proved very controversial. Its implications for the UK law of negligence appear to be immense. Not the least of the complexities associated with the decision is the widespread perception that the reasoning of the Court is extremely difficult to understand, indeed, that it is at times contradictory. This article subjects the Osman judgment to close analysis. It explains the Court's approach to Article 6(1) by reference to the way in which the Strasbourg court has over many years developed its case law on this provision. The article includes an overview of the way in which, so far, the decision has been deployed in UK law. The author suggests that, whatever about the actual result of the case, the reasoning of the European Court in Osman is deeply flawed, and that the UK judiciary should be mindful of this fact when considering its deployment in domestic law
