The paper is studying a phenomenon of trade regionalism in East Asia, basing on currently emerging mega-regional trade projects of TPP and RCEP. An author attempts to shed some light on Japan's approach towards membership in regional trade frameworks, pointing out the context of both intra- and extra-regional rivalry with China and the United States. The substance of the analysis has been drawn as an exclusive game, underlying evolution of Tokyo's trade diplomacy in recent years to challenge rapidly changing political and economic landscape of the Asia-Pacific region. An issue of membership is utilized to analyze the exclusive dimension of trade diplomacy. Author delivers an assumption of Japan's prioritization of dominating position within regional frameworks, therefore, tendency towards exclusion of the other influential states, perceived as potential rivals over leadership in a given framework. When studying TPP, author raise the question of China’s exclusion – emerging regional rival of both Japan and the United States, while, in the context of RCEP, backed by Association of Southeast Asian Nations (ASEAN), however, intensively pushed by China – the question of exclusion of the United States. Therefore, author regards the way Japan is playing China card in TPP talks, so as the US card in RCEP talks to build its regional position.departmental bulletin pape

The article discusses the project of East Asia Summit – EAS, a manifestation of Asian diplomatic regionalism, launched in 2005 as a political forum of countries located in the region of East Asia, consistently evolving toward an Asia-Pacific platform of dialogue due to formal membership of Russia and the United States since 2011. A year before there was a discussion about the possibility of the constitution of the ASEAN Plus Eight formula. The author attempts to study the genesis of the EAS project, indicating an issue of membership in the regional diplomatic framework, while addressing Japan’s optics

    Wyzwanie konsolidacji fiskalnej Abenomiki

The paper is studying the problem of fiscal consolidation of Japan, addressed by Abenomics, economic revitalisation policy pursued by Japan’s current Prime Minister Shinzō Abe. The major assumption of Abe’s strategy is to liberate the country from the long-term vicious circle of stagnation and deflation. The main objective of the article is to assess the condition and perspectives of the public finance sector in Japan in regards of the reform of social security system and consumption tax. According to the author, so far the fiscal policy under Abenomics proved to be uneffective, which may consequently undermine people’s trust in the reasonability of the government’s policy; it is, however, challenged by a fiscal dilemma: stimulation or consolidation, as well as both political and structural obstacles.W artykule podjęto problem konsolidacji fiskalnej Japonii, stanowiącej jeden z obszarów oddziaływania polityki rewitalizacji gospodarczej obecnego premiera Japonii Shinzō Abe, zwanej od jego nazwiska Abenomiką. Podstawowym założeniem strategii Abe jest wyswobodzenie kraju z długoterminowego błędnego koła stagnacji i deflacji. Główny cel artykułu stanowi ocena kondycji i perspektyw sektora finansów publicznych w Japonii w odniesieniu do reformy systemu ubezpieczeń społecznych oraz podatku konsumpcyjnego.

Going Beyond Counting First Authors in Author Co-citation Analysis

The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

Regional Cooperation and Resilience in East Asia

This book argues that a resilient region should act reactively and proactively in the face of shocks and disruptions and asserts that the institutionalization of regional cooperation may be the answer to development challenges in times of uncertainty and instability. It considers regional, transregional, and subregional cooperation initiatives for building regional resilience and critically examines a broad spectrum of issues, such as international security and trade, economic development, value chains in production, and social welfare. Adopting the concept of resilience allows for a holistic, dynamic, and systematic approach to the studies on the regional process of institutionalization, responsiveness, and adaptability to challenging circumstances. The economic and social indicators of the countries in the region are examined alongside an analysis of the regional institutional architecture. The reader is acquainted with the essence of resilience concerning each category of challenges and the mechanisms of its achievement and strengthening through regional integration. The interdisciplinary character of the book makes it suitable for usage not only by economists but also by lawyers. As such, the book will be helpful to scholars and students of international economics, international security, and policymakers

    Variations on the Author

“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

Appropriate Similarity Measures for Author Cocitation Analysis

We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Finally, we show by means of an example that our findings have a high practical relevance.information science;Pearson correlation;cosine;similarity measure;author cocitation analysis

Dispelling the Myths Behind First-author Citation Counts

We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods
