Economic impact of SMEs in the desert of Arica-Chile: an early evaluation of the business assistance provided by Sercotec's Arica Business Center program
International audienceThe article analyzes under a case study methodology the first economic impact results of the Small Business Development Center program in Arica, a program financed by the Technical Cooperation Service (SERCOTEC). The preliminary conclusion of the article suggests that the first economic impact results show that the 833 enterprises assisted by the program generate more sales opportunities, jobs, and investments, creating positive income and fiscal returns, despite the enormous difficulties presented by the current pandemic facing the country and especially the region. From a public policy standpoint, the CDN's contribution to the regional economy helps create new employment opportunities in growing MSMEs. For their part, maturing companies contribute to job retention thanks to the advisory processes that help reorient their businesses, and the work with entrepreneurs contributes to the generation of new businesses that strengthen the regional economy
Macro and microeconomic analysis of the impact of the COVID-19 pandemic in Chile and the projections of the central bank's
This article offers a first approximation of the impacts of the COVID-19 pandemic on the Chilean macro and microeconomic environment, using representative data from the latest formal surveys in the country. Here, the number of active firms plummeted in part due to the social crisis that began on October 18, 2019, and losses were felt in most industries due to the pandemic crisis that continues to generate job losses and low business profitability. These first results have implications for central bank policies and can predict medium and medium-term projections, especially for the country's economic and social growth
Crecimiento económico de pequeñas empresas agrícolas del desierto de Arica: una aproximación a la asistencia e impacto del Centro de Negocios de Sercotec. Arica, Chile
This article developed in the framework of the Business Development Centers in Chile program aims at obtaining a higher impact on the growth and productivity of smaller companies. The initiative led by the Technical Cooperation Service (SERCOTEC) began the implementation of a network of 51 Business Development Centers with national deployment, whose purpose is that “entrepreneurs, micro and small enterprises of all productive sectors improve their management skills and economic performance. The article’s main conclusion suggests that the first economic impact results show that the assisted enterprises in the Region of Arica and Parinacota, especially in the agricultural segment, exhibit certain analogies in most areas of business assistance that explain their positive performance in increasing sales. Also, it is argued that the sustained capacity to identify new market opportunities and make efficient use of their productive resources (due to the local soil and climate conditions in the middle of the Atacama Desert) induce them to innovate permanently, stimulating the insertion of their products transversally in more profitable markets, which also explains their better economic performanceEste artículo se realizó en el marco del programa de Centros de Desarrollo de Negocios en Chile, orientado a obtener un mayor impacto en el crecimiento y productividad de las empresas de menor tamaño, mediante un conjunto de acciones de apoyo. La iniciativa gubernamental es liderada desde el año 2015 por el Servicio de Cooperación Técnica (SERCOTEC), que inició la implementación de una red de 51 Centros de Desarrollo de Negocios con despliegue nacional, cuyo propósito principal es que “emprendedores, micro y pequeñas empresas de todos los sectores productivos mejoren sus capacidades de gestión y su desempeño económico”. La conclusión principal del artículo es que los primeros resultados de impacto económico muestran que las empresas asistidas en la Región de Arica y Parinacota, especialmente del segmento agrícola, exhiben ciertas analogías en la mayoría de las áreas de asesoría empresarial que explican su positivo desempeño en aumento en ventas. También se argumenta que la sostenida capacidad de identificar nuevas oportunidades de mercado y hacer un uso eficiente de sus recursos productivos –por las condiciones de suelo y clima local en pleno desierto de Atacama– las induce a innovar permanentemente, estimulando transversalmente la inserción de
sus productos en mercados más rentables, lo cual explica igualmente su mejor desempeño económico
COVID-19: Analysis, impact, and perspectives in Chile
The article describes and analyzes the main regional differences, the response capacity and the main lessons learned from the COVID-19 pandemic in Chile. In addition, it analyzes the impacts derived from the pandemic crisis on local productive systems and establishes a series of future perspectives that could strengthen the Chilean health system. The article provides an updated review of the impact of the COVID-19 pandemic in the country, as well as an explanatory narrative of the most relevant events to confront the pandemic crisis

The purpose of this article is to share with stakeholders and researchers in the Aymara livestock sector the results, experiences and lessons learned about the production and commercialization of vicuña fiber under sustainable management from different innovation initiatives financed by the Foundation for Agrarian Innovation, FIA. It is hoped that this information, systematized in the form of a "learned business model", will provide stakeholders with the information they need and provide elements that will allow them to make productive decisions and, potentially, develop initiatives related to this economic sector

This article considers some of the theories and ways in which some modern scientists and economists have claimed that a "new economy" could emerge; the shift from manufacturing to services, technological transformation and flexible labour markets or telework. The advantages and disadvantages of economic change, its benefits and costs, are discussed as people desperately try to balance the pressing demands of work and personal life in times of crisis. 
Centros de desarrollo de negocios en Chile y su impacto en el sector Mipyme
La tesis doctoral aborda el estudio de los factores institucionales y el impacto de estos en el crecimiento de las pequeñas y medianas empresas asistidas por el Programa de Centros de Desarrollo de Negocios en Chile. Analizando el papel de las políticas públicas como promotores del desarrollo económico a través de la generación de servicios empresariales especializados, gratuitos y de alto valor innovativo para el crecimiento de las firmas de menor tamaño. La investigación contribuye a consolidar un marco de referencia común, que facilita la comprensión de las dinámicas institucionales involucradas en la operación y evolución de los Centros de Desarrollo para Pequeñas Empresas, ahondando en los procesos de expansión, adaptación y avances del modelo SBDC en América Latina. Además, profundiza el aporte del conocimiento del modelo transferido a Chile, sistematizando el aprendizaje institucional y los resultados tempranos de impacto económico alcanzado por la red de Centros. La tesis finaliza con un Estudio de Caso, donde se ilustran variables descriptivas de los clientes asistidos y los impactos obtenidos en el período 2015-2020, y se construye en particular, un marco de “teorización apreciativa” que ayuda a explicar los factores de crecimiento de un grupo de empresas gacelas asistidas en Arica (Chile) y que ponderan positivamente la relación costo-beneficio del programa
Evolutionary Dynamics of Industrial Policy in Chile (1990–2022): State Capacity and Innovation for Endogenous Development
The study examines the evolution of Chile’s industrial policy between 1990 and 2022 through the lens of state capacity, innovation, and endogenous development. In a global context where governments are reclaiming a proactive role in fostering innovation, Chile presents a paradox. It is a stable and open economy that has expanded investment in science, technology, and innovation but still faces structural barriers to turning that investment into sustainable capabilities. Drawing on the works of Mazzucato, Aghion, Howitt, Mokyr, Samuelson, and Sampedro, the research integrates evolutionary economics, public policy, and humanist ethics to assess Chile’s capacity for innovation-driven transformation. Using a longitudinal case study approach and official data, the study finds institutional progress but persistent coordination gaps, regional disparities, and a fragile culture of knowledge. It concludes that inclusive and sustainable innovation will require adaptive governance, long-term vision, and an ethical understanding of innovation as a public good

Este artículo realiza un análisis exhaustivo de los fundamentos conceptuales, aplicaciones prácticas y potenciales beneficios de la economía circular, poniendo especial énfasis en su implementación en pequeñas y medianas empresas (PYME) y economías locales. Chile's indigenous peoples face many local and community challenges due to globalization, technological change, and a neoliberal market economy with little government support. In this sense, several indigenous peoples continue to live in poor conditions and poverty. However, collective leadership has proven to be an effective tool to address the various market failures and institutional barriers that obstruct its cultural, social and economic development at the local level. This article analyzes the main theoretical and practical postulates so that the collective strategies led by indigenous communities can be developed and deployed efficiently in their territorial and patrimonial context.Los pueblos indígenas de Chile enfrentan muchos desafíos locales y comunitarios debido a la globalización, el cambio tecnológico y una economía de mercado neoliberal con poco apoyo gubernamental. En este sentido, varios pueblos indígenas continúan viviendo en malas condiciones y pobreza. Sin embargo, el liderazgo colectivo ha demostrado ser una herramienta eficaz para abordar diversas fallas de mercado y barreras institucionales que obstruyen su desarrollo cultural, social y económico a nivel local.
