An Impact Study of the Economic Partnership Agreements (EPAs) in the Six ACP Regions
No full textThis article intends to present a very detailed analysis of the trade-related aspects of Economic Partnership Agreements (EPAs) negotiations. We use a dynamic partial equilibrium model – focusing on the demand side – at the HS6 level (covering 5,113 HS6 products). Two alternative lists of sensitive products are constructed, one giving priority to the agricultural sectors, the other focusing on tariff revenue preservation. In order to be WTO compatible, EPAs must translate into 90 percent of bilateral trade fully liberalised. We use this criterion to simulate EPAs for each negotiating regional block. ACP exports to the EU are forecast to be 10 percent higher with the EPAs than under the GSP/EBA option. On average ACP countries are forecast to lose 70 percent of tariff revenues on EU imports in the long run. Yet imports from other regions of the world will continue to provide tariff revenues. Thus when tariff revenue losses are computed on total ACP imports, losses are limited to 26 percent on average in the long run and even 19 percent when the product lists are optimised. The final impact on the economy depends on the importance of tariffs in government revenue and on potential compensatory effects. Agrégée de Lettres modernes, Docteure en Sciences de l’Information et de la Communication, elle travaille sur la télévision et les nouveaux médias (pratiques et usages spectatoriels), avec un regard approfondi sur les séries. Ses recherches se placent dans une perspective culturelle (Cultural Studies) et communicationnelle, et son approche croise esthétique, technique, histoire et pragmatique avec une attention particulière portée à la pédagogie comme médiation. Ainsi, elle codirige également un Master professionnel en « Didactique de l’image » et est coordinatrice d’une Licence professionnelle GPSAC. Cet article propose une analyse sémiologique des discours et de l’éditorialisation des vidéos pédagogiques disponibles sur la plateforme officielle du CNC « Transmettre le cinéma ». La mise en scène audiovisuelle des vidéos, l’analyse des contenus lexicaux des prises de parole, les fonctionnalités et présentation de la plateforme sont étudiés. L’avis d’enseignants et médiateurs usagés de cet outil pédagogique et les protagonistes qui s’expriment sur cette plateforme semblent plus ou moins liés par des représentations communes. S’y dégage, sans surprise, un certain ancrage de la cinéphilie moderne telle qu’elle se déploie en France depuis les années 60. On constate aussi une disjonction entre les discours cinéphiliques et les attentes pédagogiques, témoignant de tensions (y compris économiques) au sein même de l’institution. L’analyse démontre que le CNC, par cette plateforme en ligne, tente de se reconfigurer dans les paradigmes communicationnels et pédagogiques actuels entre plébiscite et méfiance vis-à-vis d’Internet et des nouvelles cinéphilies qui s’y expriment.This article proposes a semiological analysis of the discourses and the editorialization of the educational videos available on the official platform of the CNC “Transmettre le cinéma”. It is observed the audiovisual staging of the videos, the analysis of the lexical content of the speeches, and the functionalities of the platform. In the opinion of teachers and mediators who use this pedagogical tool and the protagonists who express themselves on this platform seem more or less linked by common representations. Unsurprisingly, there emerged a certain anchoring of modern cinephilia as it has been deployed in France since the 1960s, there is also a disjunction between cinephilic discourse and educational expectations, testifying to tensions (including economic ones) within the institution itself. The analysis shows that the CNC, through this online platform, is trying to reconfigure itself in the current communicational and pedagogical paradigms between plebiscite and mistrust of the Internet and the new cinephilies expressed there
Coordinating access control in grid services
No full textWe describe how to control the cumulative use of distributed grid resources by using coordination-aware policy decision points (coordinated PDPs) and an SQL database to hold 'coordination' data. When access to a resource is granted, obligations in the security policy ensure that the coordination database is updated. The coordination database is a normal grid service providing distributed access to the coordinated PDPs. Access to the databases is secured by the grid security infrastructure (GSI) and its own PDP, so that only authorized users (the coordinated PDPs) can access it. A coordinated PDP is imbedded into the Globus Toolkitv4 authorization chain as a custom PDP so that any grid service can be protected by a security policy that provides a coordination capability. Each coordinated PDP uses the services of an uncoordinated PDP to make its access control decisions, so that any existing stateless PDP can be supplemented with a coordination capability. We provide performance results for the coordinated PDPs and compare these with two stateless PDPs. Virtually the entire performance penalty of using coordinated PDPs is accounted for by the heavy costs of using GSI to secure communications between the coordinated PDPs and the coordination database

Livestock development planning in Uganda
No full textLivestock are an important element of the livelihoods of many Ugandan households, and considerable efforts at economic development by the government of Uganda have focused on the livestock sector. However, these development efforts have suffered due to a lack of detailed data on the distribution of livestock in Uganda to guide the targeting of such programs. In this paper we use data from the 2008 National Livestock Census to develop a better understanding of where in Uganda there might be potential for significant investment to intensify the production of livestock and, conversely, where there are important challenges, such as conflicts between human populations and livestock that need to be addressed. This analysis is done by developing a quantitative model to predict mean livestock stocking rates at sub-county level (n = 929) that uses population density, agroecological factors, and market access as explanatory variables. A mapping of the model residuals approach is then used to identify areas in Uganda that are relatively understocked and those that are potentially overstocked. The author who has worked at the French Institute in Haïti for six years studies its principal aspects in banker Laborde's sugar plantations in the plain of Cayes.
A careful analysis of the administration accounts enables him to judge the intensity of a phenomenon whose marginal character doesn't seem to have seriously shaken the stability of the plantations in question.Réactions à l'esclavage sur les grandes plantations coloniales du XVIIIe siècle, le marronage demeure encore assez mal connu.
