No full textUsing 19th century sources, I identified many early practitioners of lithography as well as information regarding the pioneers of lithography in Belgium. The wealth of information was such that I was able to put together a directory of lithographers in Belgium under the Dutch period and the reign of Léopold I. The new findings prove the importance of literary and scientific circles (institutions and scholars, Belgians or foreigners) to the emergence of the media, and place lithography and photography in the context of political and economic events. The important part played by the Tesini, print retailers from Trentino, to the advent and spread of lithography, and later photography in Belgium, is brought to light. Finally, and most importantly, I have established a complete biography of J.B.A.M. Jobard, highlighting not only his pivotal role in the advent of lithography and photography in Belgium, but also his part in the industrial and cultural growth of the country.L'étude des sources d'époque m'a permis d'identifier de nombreux intervenants et d'apporter des informations inédites sur plusieurs acteurs de l'introduction de la lithographie en Belgique. L'abondance d'informations était telle que j'ai pu constituer un répertoire des lithographes en Belgique sous la période hollandaise et le règne de Léopold Ier. Les nouveaux éléments apportés ont démontré l'importance des milieux littéraire et scientifique (institutions et savants, belges ou étrangers) dans l'émergence des médiums et ont positionné la lithographie et la photographie dans leur contexte, par l'établissement des connexités avec les événements politiques et économiques. Le rôle important joué par les "Tesini", marchands d'estampes originaires du Trentin, dans l'apparition et la diffusion de la lithographie puis de la photographie en Belgique, a été mis au jour. Enfin, et surtout, j'ai établi une biographie complète de J.B.A.M. The author examines the theoretical project that characterizes The Policing Web, his last book, and assesses where "legal lawlessness", the touchstone of the theory of policing put forward in the book, fits. He then outlines a sociological approach of legal lawlessness, considering that Jean-Paul Brodeur's chosen method could not be considered a sociological one. At that point, a "sociological theory of policing" will emerge, based on the concept of sovereignty. After having clearly defined this concept's accepted meaning, a "political theory of policing" is formulated
