    Natural resources management comes to the attention of the local government nowadays. This is due to the damage caused by the irresponsible natural resource management along this time. The provincial government's role in organizing and coordinating all aspects related to the natural resource management in the region is the key word of these issues. The East Kalimantan' strategic position as the region which has such potential natural resources has become the central point of the various natural resource management activities within the area. The emphasis of the regional autonomy at the district/city level has become a major obstacle for the provincial government in implementing the control functions of the natural resources management. The limited access to both the authority and the funding in the managerial sector which owned by the provincial government has caused the uncoordinated natural resource management policies in the region. Therefore, the provincial government needs to get a larger share in terms of managing the natural resource, so that a variety of natural resource management problems in the future can be minimize; especially in order to grasp the development of a sustainable natural resource.  Keywords : Policy, Authority, Management, Local GovernmentPengelolaan sumber daya alam menjadi perhatian pemerintah daerah dewasa ini. Hal tersebut disebabkan karena kerusakan yang ditimbulkan sebagai dampak pengelolaan sumber daya alam yang tidak memperhatikan keseimbangan lingkungan. Peran pemerintah propinsi dalam menyelenggarakan dan mengkoodinasikan semua aspek yang tekait dengan pengelolaan sumber daya alam di daerah menjadi kata kunci dari berbagai persoalan tersebut. Posisi strategis Propinsi Kalimantan Timur sebagai daerah dengan potensi sumber daya alam yang begitu besar menjadi sentral dari berbagai aktifitas pengelolaan sumber daya alam di wilayahnya. Titik berat otonomi daerah pada level kabupaten/kota menjadi kendala utama bagi pemerintah propinsi dalam melaksanakan fungsi kontrol terhadap pengelolaan sumber daya alam di daerah ini. Keterbatasan akses baik dari sisi kewenangan maupun pendanaan dalam pengelolaan sumber daya alam menyebabkan tidak terkoodinasinya secara baik berbagai kebijakan pengelolaan sumber daya alam di wilayah Propinsi Kalimantan Timur. Pemerintah propinsi perlu mendapatkan porsi kewenangan yang lebih besar dalam hal pengelolaan sumber daya alam sehingga berbagai masalah pengelolaan sumber daya alam ke depan dapat diminimalisir.     Faksionalisasi Partai Politik Golkar Di Kalimantan Timur Indonesia

    Penelitian ini mendeskripsikan mengenai adanya kecenderungan terbentuknya faksi di dalam partai politik Golkar di Kalimantan Timur. Penelitian ini menggunakan studi literature dengan menggumpulkan data melalui media massa yang kredibel serta konkrit membahas mengenai konflik tersebut. Selain itu didugung dengan laporan dan google form untuk membuat persepsi masyarakat terkait konflik ini. Berdasarkan hasil temuan penelitian ini bahwa konflik yang terjadi di internal partai Golkar yaitu melibatkan faksi Golongan muda yang dipimpin Ketua DPD Golkar Kaltim, Rudi Masud dan faksi golongan senior yang direpresentasikan Makmur HAPK. Inilah yang menyebatkan kecederungan disebutkan adanya faksi dalam internal partai golkar, karena representasi golongan yang terlihat di publik memunculkan dua figur tersebut yaitu dari golongan muda dan senior. Konflik yang terjadi bisa dikategorikan dalam faksionalisasi kompetitif. Munculnya faksi bisa disebabkan karena adanya perebutan posisi kunci yang terbatas untuk menunjang politik karir dan ini biasanya tidak terlepas karena adanya pengaruh kepentingan elit-elit yang pragmatis. Selain itu penulis mengindentifikasi bahwa konflik ini juga muncul karena adanya motivasi kesejahteraan dalam dilemma kolektivitas partai vs individu. Jika kondisi partai yang buruk ini tidak dipulihkan maka berbagai bentuk kerja sama digantikan dengan perebutan yang mengancam stabilitas partai dan mengiring ke arah degeneratif

    The Impact of IKN on Socio-Economic Development in Penajem Paser Utara (PPU) and Kutai Kartanegara

    The construction of a New Capital City  (IKN) will have major implications for the equitable distribution of national welfare. The development of the National Capital Region (IKN) is a national strategic project that is considered to be able to increase economic growth and equitable distribution of national welfare. There are data that explain empirically the explanatory material that has been discussed. It can be emphasized that in the short term, the development of the  IKN can encourage economic activity through infrastructure investment in the IKN and surrounding areas. Then encourage trade between regions, and open up job creation opportunities. This paper also recommends that development in the context of welfare is not only a matter of increasing economic impact after the development of IKN in PPU and Kukar. However, in the context of the perspective of local community involvement in the stages of IKN development, it must be included, especially the contribution to recommendations for strengthening the socio-cultural aspect. The analysis used in this paper is descriptive qualitative research. In collecting data to support this research will track through data from the Central Statistics Agency (BPS) and National Development Planning Agency (BAPPENAS) for each area affected by IKN

    Model Kirkpatrick Sebagai Metode Mengukur Hasil Pelatihan Responsibility Dalam Berorganisasi

    Masa remaja merupakan fase bagi tiap individu mempelajari banyak mengenai kehidupannya. Tidak jarang beberapa individu mengalami kesalahan dalam belajar dan membuat kenakalan remaja. Lepas dari tanggung jawab menjadi salah satu dari bentuk kenakalan remaja. Lepas dari tanggung jawab menjadi salah satu dari bentuk kenakalan remaja. Pelatihan dilaksanakan dalam upaya meningkatkan tanggung jawab dalam berorganisasi. Tujuan dari pelatihan ini yaitu mendorong siswa MAN 1 Samarinda meningkatkan sikap tanggung jawab dalam organisasi OSIS dan tugas tugas akademik. Metode pelatihan meliputi ice breaking, ceramah, dan diskusi serta dievaluasi menggunakan model 4 level kirkpatrik yang terdiri dari reaksi, kognitif, perilaku, dan hasil. Hasil dari pelatihan ini yaitu yang didapatkan dari pre-test sebesar 2872, kemudian untuk hasil skor keseluruhan dari post-test sebesar 2892. Maka penulis dapat simpulkan bahwa terdapat perbedaan yang nyata dan signifikan di antara hasil belajar yang ditampilkan pada hasil pre-test dan post-test. Implikasi dari pelatihan ini peningkatan produktivitas, perubahan sikap, peningkatan kemampuan, pengurangan individu yang tidak bertanggung jawab dalam organisasi serta implikasi juga dapat memicu penelitian baru yang perlu didalami.Adolescence is a phase for each individual to learn a lot about life. It is not uncommon for some individuals to experience mistakes in learning and create juvenile delinquency. Escape from responsibility is one of the forms of juvenile delinquency. Disengagement from responsibility is one of the forms of juvenile delinquency. The training was carried out in an effort to increase responsibility in the organisation. The purpose of this training is to encourage MAN 1 Samarinda students to improve their attitude of responsibility in the student council organisation and academic assignments. The training methods included ice breaking, lectures, and discussions and were evaluated using the 4-level kirkpatrik model consisting of reaction, cognitive, behaviour, and results. The results of this training were obtained from the pre-test of 2872, then for the overall score of the post-test of 2892. Then the author can conclude that there is a real and significant difference between the learning outcomes displayed in the pre-test and post-test results. The implication of this training is increased productivity, attitude change, increased ability, reduction of irresponsible individuals in the organisation and implications can also trigger new research that needs to be explored

    Eco-City as A Concept of Samarinda City Development After the Relocation of The National Capital

    The relocation of the country's capital has had a positive and a negative impact on the city of Samarinda. The eco-city concept was put forward as a solution to this challenge. This research aims to explore the application of eco-city in the construction of Samarinda City. Descriptive analysis and interviews are the methods employed. The results show that eco-cities can boost economic growth while reducing the impact of excessive urbanization. This research is qualitative, using a literary study approach. The study looks at the concept of eco-cities by focusing on indicators of mass transport development, building decent, affordable, and versatile housing, and reducing pollution and waste. The findings of this study indicate that the Samarinda City Government's vision, mission, and regional excellence programs have indirectly adopted the principle of eco-city. However, in terms of implementation, it is still far from the concept of an eco-city itself
