Investment and Institutional Strengthening in Garut District: The Role of Government in the Implementation of Investment Policies
Investment is an important component in regional economic development, but its realization in Garut District is still far from the set target. This research aims to analyze the role of the government in strengthening institutions to support the implementation of investment policies in Garut District. A qualitative method is used to collect and analyze data, with in-depth interviews involving approximately 18 informants, consisting of related services, investors, and the community, supported by a documentation study. The research results show that there is a significant gap between interest in investment and its realization in Garut District, mainly due to the government’s suboptimal role in strengthening institutions related to investment. The main challenges identified include inconsistent regulations, bureaucratic obstacles, and weaknesses in coordination and communication between executing institutions. This research emphasizes the importance of strengthening the institutional framework as a prerequisite for implementing effective investment policies at the regional level. From a theoretical perspective, this research contributes to the development of concepts regarding the institutional role in the implementation of investment policies. From a practical perspective, the results of this research can provide input for the Garut District government in formulating strategies to improve coordination, data availability, and the simplification of investment management procedures, thereby increasing investment realization and fostering regional economic growth
Strengthening Mangrove Conservation Through Collaborative Governance: A Public Administration Perspective from Coastal Communities
Mangrove conservation is essential for enhancing coastal resilience with sustainable development, particularly in areas vulnerable to environmental degradation. This study explores the many factors that influence sustainable mangrove management from both a collaborative governance and public administration perspective. Using a quantitative approach with potential analysis and the MICMAC method, data were collected through expert sampling involving stakeholders with extensive knowledge in environmental policy and coastal governance. The analysis revealed four key enabler variables—stakeholder engagement, regulatory framework, economic conditions, and environmental awareness—all of which showed high influence with low dependency, thus positioning these variables appropriately as critical elements for establishing an effective green governance system. In addition, elements such as environmental education, institutional quality, law enforcement, socio-cultural values, technological innovation, and tourism potential were considered to contribute to long-term sustainability, but with less weighting. Integration and strengthening of these planned enablers remain essential to improving mangrove conservation outcomes, as well as ensuring the long-term well-being of coastal communities. This study highlights the importance of how we should foster a collaborative multi-actor governance model. This will support sustainable coastal ecosystem management within a public administration framework
Assessment of International NGOs' Roles and Challenges in Peacebuilding in Northeast Nigeria
Non-Governmental Organizations (NGOs) have been one of the non-state actors that have contributed to world peace and peaceful coexistence; NGOs have served as a platform for individuals and organizations to contribute to peacebuilding and resolve various humanitarian crises. Every part of the world has its peculiarities; hence, it becomes imperative for international NGOs to face various challenges while discharging their duties. This paper focuses on identifying the roles and impediments of international NGOs in peacebuilding in the northeastern region of Nigeria. This paper adopted a qualitative research method, and the qualitative data was collected through journals, research publications, websites, and textbooks. The data collected reveals that illiteracy, insecurity, customs, and traditional beliefs, among other factors, are impediments that hinder the operations of international NGOs in the Northeast Region of Nigeria. This paper also identifies the roles of international NGOs in peacebuilding; education and research, provision of relief materials, provision of health care, and provision of social amenities are some of the roles of international NGOs identified in this paper. This paper suggested that the government should invest more in the education sector or adopt the United Nations Educational, Scientific and Cultural Organization's (UNESCO) education funding policy, and NGOs should partner with traditional rulers, as they are the custodians of traditions and customs, to ensure proper implementation of their policies and execution of their programs
From Liberal Peace to Mutual Coexistence: China’s Approach to Global Conflict Resolution
China's emergence as a global power has sparked debates about its role in the structure of world peace. This research addresses the binary construction of China as either a challenger or supporter of liberal peace, focusing on the type and extent of its challenges. Using a qualitative methodology and case studies, this study provides insights into China's participation in the normative context of liberal peace and its efforts to transform existing peace components. The research explores China's alternative approach to peacebuilding, grounded in the Five Principles of Peaceful Coexistence, and its implications for the global order. Key findings highlight China's growing involvement in United Nations Peacekeeping Operations, its mediation efforts in conflicts like the Saudi Arabia-Iran dispute, and the use of economic cooperation as a peacebuilding tool, demonstrating a significant departure from the liberal peace paradigm
Dynamic Governance Model for Mass Rapid Transportation in Jakarta
This study aims to investigate the Dynamic Governance Model in Jakarta's Mass Rapid Transportation (MRT) system. The fundamental principle of Dynamic Governance is the integration of culture and capability to foster change that aligns with evolving societal needs in an era marked by uncertainty. Organizations must dynamically and flexibly adapt to effectively navigate the complexities they face. A qualitative approach was employed in this research, utilizing data collection methods such as interviews, observations, and document analysis. The findings reveal that the implementation of the three pillars of Dynamic Governance is consistently preceded by preparatory processes. For example, research is conducted prior to the application of thinking ahead, internal reviews precede thinking again, and benchmarking is undertaken before implementing thinking across. Additionally, the study identifies interconnections among the three pillars, emphasizing their mutual reinforcement. Furthermore, culture is found to play a vital role in fostering work commitment and ensuring operational consistency in the field
Public Information Policy in the Digital Era and Indonesian Research Trends in the Last Decade
: This research examines the trends and developments in public information policy in Indonesia from 2014 to 2024 through a literature analysis of 35 relevant studies. The main focus of the research is to examine how public information policy is evolving in the context of the digital era, as well as the role of technology and social media in improving government transparency and accountability. By identifying key challenges such as lack of information transparency, inequality in public access to data, and issues related to the application of technology in the public sector. This research uses a mixed-methods approach through historical data processing over a period of 10 years, and then descriptive analysis is made on each result obtained. The results found that out of 649 publications over a period of 10 years, Indonesian researchers have contributed research to as many as 35 publication documents that show that the implementation of public information policy in Indonesia has undergone significant transformation thanks to digital technology, although various technical and structural barriers still need to be overcome to increase its effectiveness in supporting better governance. This article aims to provide new insights for researchers, policymakers, and practitioners in formulating more inclusive and data-driven policies
Analysis of Formulation of National Development Risk Management Policy Using Regulatory Impact Analysis Method
The existence of several government program failures that occurred finally forced the government to issue Presidential Regulation Number 39 of 2023 concerning National Development Risk Management or “Manajemen Risiko Pembangunan Nasional” (MRPN). MRPN is aiming to manage cross-sectoral risks crucial to achieving Indonesia’s 2045 vision. However, the formulation of this policy needs to be analyzed so that its impact on the common good becomes clearer. Regulatory Impact Analysis (RIA) is essential in shaping policies to mitigate overlapping regulations and enhance national development. The research uses a qualitative paradigm that combines document reviews and in-depth interviews with key informants who focus on their roles in policy drafting and risk management. The results, MRPN, are a significant step toward national development risk management, but improvements in policy alternatives, stakeholder engagement, and cost-benefit analyses are required for better outcomes. Enhancing inter-entity coordination to ensure technical guidelines are actionable policies and making a user-friendly technological tool to facilitate communication and data management among stakeholders is also essential to make policy implementation effective
The Influence of Regional Financial Performance on Poverty Levels in Central Java Province
Central Java Province has a large APBD; the poverty level in this region remains high and has not shown a significant decline. This raises questions regarding the effectiveness of budget allocations and the use of regional financial resources in poverty alleviation efforts. Thus, it is important to conduct research on how big the influence of the APBD as seen from regional financial performance is on poverty levels. This research uses a quantitative approach to analyze data obtained from 35 districts/cities in Central Java Province. The influence of regional financial performance on poverty levels in Central Java during the 2017-2022 period is shown by the coefficient of determination test (adjusted R-squared) of 0.146874 or 14.6874%. This means that financial performance, which includes the income growth ratio, In addition, regional governments are advised to propose transfer funds in the form of block grants for flexibility in budget allocation. Optimizing the Electronic-Based Government System (SPBE) is also important to support the implementation of the APBD. Finally, further research is needed to explore other factors that influence poverty levels in Central Java Province
Digital Governance and Smart Diplomacy: Transformation of State Administration on the International Stage
The growth of technology for sharing information and communicating has led to major changes in how countries manage their affairs and conduct foreign relations. This study examines how online rule-making and smart diplomacy act as new ways to manage state affairs, changing with global trends. This study uses a simple descriptive method using book reviews and text examination techniques. Indonesia's shift to digital administration is a key strategy to create an effective and inclusive government system using technology and to enhance its global reputation with smart diplomatic methods. Digital rules create fast services using data studies and smart diplomacy, combining tradition with learning and protection to keep digital conversations safe for state purposes. Cities across the border are joining in as local cities become more involved and Indonesia grows its soft influence. Collaborative efforts lay the foundation for Indonesia to address global issues with flexible, environmentally friendly strategies that support Indonesia's digital plan for 2045
Challenges of the Republic of Indonesia’s Passport Services from Quality of Government Perspectives
Providing better public services has become the main task of the Indonesian government. In terms of passport services, the Indonesian government, through the Directorate General of Immigration, has made efforts to improve passport services for all Indonesian citizens. The Directorate General of Immigration has introduced some programs to provide a better passport service. However, the government was still facing some challenges if considered through the quality of government perspectives. This paper will reveal some challenges that are faced by the government in terms of the quality of government, including the absence of corruption, the rule of law, and impartiality. As a result, the Directorate General of Immigration is on the right track to provide quality passport services by implementing some innovations. Nevertheless, the government still needs to work on the anti-corruption programs
