    Majoriti golongan orientalis berpegang dengan falsafah positifisme empirik logik iaitu fahaman yang mementingkan penggunaan akal sepenuhnya sebagai pendekatan utama bagi mendapatkan sesuatu fakta keilmuan dengan tepat berdasarkan kaedah penelitian yang sistematik dan teliti. Falsafah ini menolak pembuktian sesuatu fakta menggunakan sumber wahyu kerana dianggap tidak releven dalam pembuktian sejarah dan telah mewujudkan pandangan yang berat sebelah dan meragukan terhadap masyarakat Melayu di Tanah Melayu. Artikel ini menumpukan kepada analisa terhadap pendekatan orientalis dalam menilai Islam dan masyarakat Melayu dan sejauhmana pengaruh Islam dalam kehidupan masyarakat di Tanah Melayu. Penulis menggunakan kaedah grafisejarah dan perbandingan bagi menganalisis pandangan orientalis tersebut. Penulis juga menggunakan prinsip pertengahan bagi menghasilkan sesuatu kajian bersifat adil. Hasil kajian mendapati pendekatan pemikiran orientalis dalam menilai Islam dan penganutnya terutama masyarakat Melayu memperlihatkan sudut pandangan yang meragukan hingga setiap penulisan dari golongan tersebut berdasarkan sudut pertimbangan yang berat sebelah serta menyimpang dari sejarah perkembangan tamadun Islam yang agung. Hal ini berpunca dari kelemahan golongan orientalis dalam memahami penganut Islam khususnya masyarakat Melayu disebabkan latarbelakang pemikiran yang berpusatkan Eropah iaitu Euro-centrism. Pemikiran ini mengangkat bangsa Eropah sebagai bangsa yang hebat dan bertamadun berbanding bangsa lain hingga digelar “ambassador of civilization‖” iaitu penyelamat kepada bangsa yang perlu ditamadunkan

    A CONCEPTUAL PAPER OF ISLAMIC NEIGHBOURHOOD PRINCIPLES

    Most neighbourhoods in Malaysia are currently developed and promoted as sustainable, green and eco neighbourhood. It is done to attract the buyers to buy these types of housing schemes and live in a sustainable and liveable manner. However, nowadays the concept of Islamic neighbourhood has been neglected even though most of the residents are Muslim. Besides, there is also a dearth of clear principles that constitute an Islamic neighbourhood. This problem has brought to a lack of understanding amongst researchers, policy makers and housing industry players. Islamic neighbourhood is an important mechanism to ensure a Muslim can live by the Quranic teachings and the Prophet (PBUH)’s sunnah. Thus, the main objective of this study is to identify these Islamic neighbourhood principles through literature review and previous research done at the local and international level. Literature review has been adopted as the main research strategy for this study in reviewing articles, journal, guidelines, reports, and policies documents that are related to Islamic neighbourhood principles. The findings of this study have shown that Islamic neighbourhood consists of five main principles namely land use, social, privacy, housing, and management. These findings have formed an important guideline for policy makers, developers, architect, engineers, planners, industry players and the community itself in planning and developing Islamic neighbourhood. Hopefully, this study is beneficial for more planning and development of Islamic neighbourhood concept that can bring happiness and harmony to multi racial society in Malaysia and other Muslim and non-Muslim countries around

    The Malaysian government aims to transform rural areas into economic focal points, improve rural livelihoods, living environment and narrow the life quality gaps between those living in urban and rural areas. This aspiration can be seen through a translation in many national development policies, particularly in Dasar Perancangan Fizikal Desa Negara (the DPF Desa Negara 2030), Dasar Pembangunan Luar Bandar (the DPLB 2030) and the most current is Wawasan Kemakmuran Bersama (the WKB 2030). Inspired by the government directive-aspirations and the emergence of new technologies in rural practices, nationally and globally, this paper discusses the formulation of a framework for rural development in Malaysia based on the modern rural approach; that is a solution to synergise rural change and social well-being of the community. The process undertakes to formulate the framework comprised into two main stages, namely focused literature study and review of the existing policies and strategies to identify the key assessment elements and criteria for modern rural development, and conduct an expert view survey to validate the developed elements and criteria and then formulate a modern Malaysian rural development framework (FMRD). The FMRD has finally been formulated by incorporating all the important elements and criteria of the DPF Desa Negara 2030 and the DPLB 2030 as well as integrating them with the smart technologies and ICT practices to reflect a holistic approach for rural problems. This paper concludes that the FMRD is a timely approach for the rural assessment to maximise the rural performance towards the future niches in Malaysia - rural sustainability-resilient-and-smart

    Student's Perception on Walkability Performance of Campus Facilities: a Case study of UiTM Perak, Seri Iskandar Campus

    This study is trying to investigate the perceptions of student in term of walkability performances of campus facilities in UiTM Perak, Seri Iskandar Campus. For the past few years, UiTM Perak has been promoting "Experiential Learning in A Green Environment". One of the main component to achieve green environment is walkability. Walking has been a part of an everyday routine for students in Malaysian universities. Almost every university in Malaysia is built in a complex compound. Therefore, walking is a must for moving from one point to another. Walking as mode of transportation will promote good health and a sustainable environment. The pedestrian and walkway seem to be lacking and not well maintained. This has been an issue for the students who live in the campus, when they need to walk from their residential block to their academic block as they tend to walk on the street rather than on the pedestrian. This study incorporates two methodologies, based on quantitative and qualitative method to justify this situation. Data collected via questionnaires from 200 students of UiTM Perak, Seri Iskandar Campus who reside on campus. For qualitative method, a visual study was conducted to study in terms of visual perception. This study is expected to give a clear perspective to the university regarding the problems and what needs to be done for the future development of the built environment

    Understanding of the Transformational Rural Actors’ Behaviors: A Review

    Rural actors’ behavior is crucial to materializing top-down rural development policies, albeit the rural physical planning. However, studies on detailed perspectives of rural actors’ behavior in response to complex stimuli are limited, particularly in the types of transformational rural actors’ behaviors. Specifically, this study aims to understand rural actors’ behaviors in transforming rural development. The systematic literature review methodology was applied. The findings revealed five themes: economy, environment, psychology, social, and technology—as the stimuli perspectives of transformational rural actors’ behaviors (TRAB) that shed light on rural transformation. This study contributes to synthesizing a new framework for conceptualizing transformational actors’ behaviors in rural development initiatives
