Regulasi Hukum Terhadap Penerapan Program Reforma Agraria dalam Lingkup Kehutanan
Indonesia is rich in forestry resources, based on data from the Directorate General of Forestry Planning and Environmental Management (PKTL) of the Ministry of Environment and Forestry, the total forested land area of Indonesia is 94.1 million ha or 50.1% of the total land area. Due to its breadth, it is not uncommon for conflicts to arise in the forestry sector. Therefore, one form of effort in overcoming conflicts related to the scope of forestry is the existence of a government program in the form of Agrarian Reform. The purpose of this paper is to describe the legal basis, forms of programs and obstacles in implementing agrarian reform. The method used is normative juridical by examining secondary data obtained from literature searches that are public and related to the issues taken, namely forestry agrarian reform. The results of the study in this paper are that the form of the agrarian reform program in the form of social forestry has not produced maximum work, even though this movement has been intensified in remote areas. But overall, social forestry is still considered as a symbol of claims in favor of local communities and/or customary law communities.Indonesia kaya akan sumber daya kehutanan, berdasarkan data Direktorat Jenderal Planologi Kehutanan dan Tata Lingkungan (PKTL) KLHK, luas lahan berhutan seluruh daratan Indonesia adalah 94,1 juta ha atau 50,1% dari total daratan. Karena luasnya tersebut, maka tidak jarang timbul berbagai konflik dalam lingkup kehutanan. Maka dari itu, salah satu bentuk upaya dalam mengatasi konflik-konflik yang terkait lingkup kehutanan yaitu dengan adanya program pemerintah berupa reforma agraria. Tujuan dari tulisan ini yaitu memaparkan mengenai dasar hukum, bentuk-bentuk program dan hambatan dalam melaksanakan reforma agraria. Metode yang digunakan yaitu yuridis normatif dengan mengkaji data-data sekunder yang diperoleh dari penelusuran literatur yang bersifat publik dan berkaitan dengan isu yang diambil yaitu reforma agraria kehutanan. Hasil kajian dalam tulisan ini yaitu bentuk program reforma agraria yang berupa perhutanan sosial belum menghasilkan kerja yang maksimal, walaupun gerakan ini sudah digencarkan di daerah-daerah terpencil. Land rights are rights that are mostly owned by Indonesian people. Because land ownership is not a new thing in our society. Because having land rights, problems that will arise in the future are the transfer of land rights, the transfer of land rights in Indonesian society mostly uses the inheritance system. The transfer of inheritance rights to land is a problem that often arises in everyday life today. The transfer of land rights using the inheritance system is a transfer of ownership of a land owned by the heir to the heirs because the heir has died. One of the transfers of land rights is regulated in Law number 5 of 1960 concerning Basic Regulations on Agrarian Principles (UUPA) in Article 21 Paragraph (5). However, the inheritance of land rights through the inheritance system still often causes many problems in the community. Therefore, this paper aims to examine more deeply the provisions and procedures for the transfer of inheritance of land rights in accordance with applicable law in Indonesia. Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Kajian Kriminologi Terhadap Illegal Fishing di Selat Malaka
Indonesia dikenal sebagai negara kepulauan terbesar di dunia dan diakui memiliki kawasan teritorial laut yang luasnya hampir setara dengan luas daratannya. Wilayah perairan di Indonesia, didalamnya terkandung potensi sumber daya perikanan serta keanekaragaman laut melimpah hingga disebut sebagai negara maritim. Akan tetapi, sudah menjadi rahasia umum bahwa kawasan perairan Indonesia rawan terjadi Illegal fishing salah satu diantaranya yakni di wilayah Selat Malaka. Selat Malaka ialah perairan Indonesia yang terletak berbatasan dengan tiga negara Asia yakni Malaysia, Singapura, dan Thailand. Sebagai kawasan yang berdekatan dengan wilayah perairan internasional dan menjadi jalur keluar masuknya para nelayan dari negara tetangga, potensi timbulnya aktivitas penangkapan illegal fishing sangat terbuka lebar. Illegal fishing yang telah dikategorikan dalam kejahatan maritim dunia, berpotensi dapat merugikan triliunan perekonomian Indonesia. Oleh karena itu, akan dikaji lebih lanjut dari segi kriminologinya terkait faktor-faktor penyebab dari tindak pidana perikanan illegal fishing serta upaya efektif yang digaungkan sebagai langkah yang ditempuh guna mencegah dan memberantas illegal fishing
Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more

We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
