REVIEW оf the monograph V. Yu. Lukyanova “Technical regulation in the system of the Russian legislation”
Objective: to carry out a comprehensive analysis of a monograph by V.Yu. Lukyanova, devoted to one of the main elements of the legal institution of technical regulation - the technical norm. Methods: dialectic approach to the cognition of social phenomena, which enables to analyze them in historical development and functioning in the context of the integrity of objective and subjective factors; it determined the choice of the following research methods: formal-legal, comparative legal, etc. Results: the main approaches of the reviewed monograph were assessed which refer to the nature of technical norm, its position in the legislation on technical regulation. The reviewed monograph consists of an introduction, two sections, conclusion and bibliography. The introduction describes technical regulation at the modern stage of development, substantiates the topicality of the research, and briefly describes its structure. The first section is devoted to the legal nature of technical regulation. It explores such issues as: the development of concepts about the acts stipulating the mandatory requirements to products; the content of technical regulation; the forms of adopting technical regulations and their juridical force. The work also analyzes the role of technical regulation in the legislation system of the Russian Federation. In conclusion, the author proposes a systematic-parametric model of technical regulation in the Russian Federation.Scientific novelty: for the first time, the assessment is given to the provisions of the reviewed monograph, which refer to the nature of technical norm, limitations of its action both in time and space and by the circle of persons, the position in the modern Russian legislation. The conclusion is made that the monograph by V.Yu. Lukyanova should be published. Practical significance: the reviewer concludes that the monograph by V.Yu. Lukyanova can be used by specialists in the sphere of technical regulation and standardization, research workers, judicial authorities, students and post-graduate students
TEORETICAL CONTROVERSY OF ECONOMISTS AND SOCIOLOGIST HOW TO PROCEED FROM MUTUAL ACCUSATIONS TO A DIALOGUE?
The author`s approach to the theme of the artificle is focused on the research of the dialogical relationship between scientific practice and its philosophical and methodological awareness, which is subordinated to the main requirement of clear awareness of the prerequisites of the philosophical and methodological solution and constructions. The object of the research: the phenomena of scientific practice of economists and sociologists who make the intellectual environment extremely unfriendly in their mutual relations of economic science and sociology for interdisciplinary research and who receive in their discussions the term “economic imperialism” and “sociological imperialism”. The object-fild of premise is distinguished in the areas of economic and sociological knowledge. The purpose of the research: explication of the metaphors “economic imperialism” and “sociological imperialism”, which would allow to identify inefficient attitudes that oppose the dialogue of sociologists. Setting five tasks and determining the sequence in solving them help to achieve the goal. From the author`s point of view, the confrontational metaphors of “economic imperialism” and “sociological imperialism” have to replaced by the productive metaphor of inseparable and non-existent coexistence of economics and sociology, which is explicated to realistic methodological recommendations that can be used in the practice of scientific interdisciplinary social research

The article considers the version of the possible sources of replenishment hydrocarbons sedimentary sequence Romashkinskoye field (Tatarstan, Russia), given deposit. Speaking about the structure framing the Tatar coving, features of their buildings and prerequisites to search those hydrocarbons. In the end the author says about the prospects elaboration of Romashkinskoye field.
Magnetization of a nonferromagnetic metal spacer sandwiched between two magnetically ordered layers
The exchange coupling of magnetically ordered layers (MOLs) through a nonmagnetic metallic
spacer was calculated. The induced magnetization in the spacer, taking into account the influence
of an external magnetic field, was calculated, too. This calculation shows that the energy of coupling
of the MOLs through the nonmagnetic metallic spacer is a long-periodic function of the
spacer’s thickness and magnetic field, i.e., the exchange coupling between the layers varies from
ferromagnetic to antiferromagnetic and vice versa depending on the spacer’s thickness and magnetic
field. Also this calculation shows that in nonferromagnetic spacer the induced magnetization
can undergo many complete rotations depending on distance to the boundaries with the MOLs.
Moreover, absolute value of induced magnetization nonmonotonously decays with distance from
the interfaces inside the spacer. It is shown that the character of the decay of absolute value magnetization
from the interfaces into the interior of the spacer is influenced by magnetic field. The author is grateful to Prof. V.G. Baryakhtar for
fruitful discussion of the results and to Prof. A.V.

Generalized Hermite Polynomials and Monodromy-Free Schrödinger Operators
The paper gives a review of recent progress in the classification of monodromy-free Schrödinger operators with rational potentials. We concentrate on a class of potentials constituted by generalized Hermite polynomials. These polynomials, defined as Wronskians of classic Hermite polynomials, appear in a number of mathematical physics problems as well as in the theory of random matrices and 1D SUSY quantum mechanics. Being quadratic at infinity, those potentials demonstrate localized oscillatory behavior near the origin. We derive an explicit condition of non-singularity of the corresponding potentials and estimate a localization range with respect to indices of polynomials and distribution of their zeros in the complex plane. It turns out that 1D SUSY quantum non-singular potentials come as a dressing of the harmonic oscillator by polynomial Heisenberg algebra ladder operators. To this end, all generalized Hermite polynomials are produced by appropriate periodic closure of this algebra, which leads to rational solutions of the Painlevé IV equation. We discuss the structure of the discrete spectrum of Schrödinger operators and its link to the monodromy-free condition. The work has been supported by a Russian Scientific Foundation grant 17-11-01004.
