This article aims to review the decision of the Court of Appeals of Arica, a court of appeals that has ruled - with a dissenting vote - that the expulsion of a foreign citizen convicted of drug trafficking is an infringement of the right of her children - particularly the one diagnosed with autism spectrum disorder - not to be separated from their family, as provided for in Article 9 of the International Convention on the Rights of the Child. El presente artículo pretende revisar lo resuelto por la Corte de Apelaciones de Arica, tribunal de alzada que ha dispuesto – con un voto disidente – que la expulsión de una ciudadana extranjera condenada por el delito de tráfico ilícito de estupefacientes supone una infracción al derecho de sus hijos – y particularmente de aquél que ha sido diagnosticado con trastorno del espectro autista – a no ser separados de su familia, según lo dispone el artículo 9 de la Convención Internacional de los Derechos del Niño

I analyze some Chilean Supreme Court and Courts of Appeal decisions regarding the authorization for children and adolescents to leave the country. This is regulated by Act 16.1618 which requires, as to grant the authorization, for the departure to prove beneficial for the children and adolescents. Here I analyze this benefit based on the best interest of the child and its extended family.El presente trabajo analiza sentencias dictadas por la Corte Suprema y por las cortes de apelaciones de Chile que se pronuncian acerca de la autorización para que niños, niñas y adolescentes salgan del país. Introduction: The COVID-19 pandemic modified all aspects of life including the educational field, where higher education institutions implemented classes through digital platforms, in all areas of knowledge, including Law. Objective: To describe the assessment of law students regarding the virtual teaching-learning process and teaching innovation in the context of the COVID-19 pandemic in a higher education institution in northern Chile. Method: A questionnaire was applied to evaluate the participants’ evaluation of the e-learning and teaching innovation process in the context of the COVID-19 pandemic. Descriptive analyses and differences in proportions were performed. Results: The evaluation of the teaching-learning process was mostly regular. On the other hand, among the advantages, the organization of time and the possibility of visualizing the class recordings were highlighted. Conclusions: There is a need to address factors that influence the quality of learning, the causes of which are not academic.Introducción: La pandemia COVID-19 modificó todos los aspectos de la vida, incluso en el ámbito educativo, donde instituciones de educación superior implementaron clases por medio de plataformas digitales en todas las áreas del conocimiento, incluyendo el Derecho. Objetivo: Describir la valoración de estudiantes de la carrera de Derecho respecto del proceso de enseñanza - aprendizaje virtual e innovación de la docencia en el marco de la pandemia de COVID-19 en una institución de educación superior en el norte de Chile. Método: Se aplicó un cuestionario exprofeso orientado a evaluar la valoración de los participantes respecto del proceso de enseñanza - aprendizaje virtual e innovación de la docencia en el marco de la pandemia de COVID-19. Se realizaron análisis descriptivos y diferencias de proporciones. Resultados: La valoración respecto del proceso de enseñanza-aprendizaje fue mayoritariamente regular. Por su parte dentro de las ventajas destacaron la organización del tiempo y la posibilidad de visualizar las grabaciones de las clases. This article develops the educational special needs in chilean law as a criterion for determining the best interests of the child or adolescent in the context of the right to education. The subject will be approached from an analytical and dogmatic perspective, in order to propose the construction of the so-called best interest, taking into account the special educational requirements of children and adolescents, particularly in cases of autism spectrum disorder. Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.
